Manager - Refugee Program

Description/Job Summary

The Refugee Programs Manager is responsible for coordinating the English Language Services (ELS) Department’s initiatives to support Refugee and Asylee students. This includes alignment and integration of services across the college, and primarily for those supported by the Maryland Office for Refugees and Asylees (MORA) grant funded programs for English to Speakers of Other Languages (ESOL), and the Refugee School Impact Grant (RSIG). This position coordinates hiring, training, and managing the project’s staff and budget, developing partnerships with refugee service providers in the region and with Baltimore City Public School System, and updating services based on client needs and grant requirements.

Responsibilities/Duties
  • Coordinate the integration of refugee services across the College and Department to ensure alignment of goals and efficient use of resources, including English Language Instruction, Citizenship, and Integrated Workforce Training programs.
  • Manage budgets and contracting according to BCCC and funder requirements. This includes MORA-funded programs such as English to Speakers of Other Languages (ESOL) the Refugee School Impact Grant (RSIG), and the American Recovery Plan Act (ARPA).
  • Select and supervise contractual instructors and AmeriCorps Volunteer members assigned to refugee services programs.
  • Supervise the Refugee Assistance Program (RAP). This includes the scheduling of classes, hiring staff and supervising staff, and maintaining appropriate data as outlined by MORA.
  • Coordinate the development and implementation of City-wide and program-specific activities and related curriculum for the youth-focused programs with Baltimore City Schools (such as RSIG).
  • Coordinate summer school programs in partnership with Baltimore City Schools, MOED YouthWorks, Soccer Without Borders (SWB) and other partners in alignment with grant requirements.
  • Manage data collection and reporting on refugee program participants in alignment with MORA, BCCC, and other funder requirements. This includes maintaining student databases (including attendance) for grant reporting purposes.
  • Submit grant reports and budgets in accordance with college and grant timelines and requirements.
  • Maintain close contact with partner agencies and community providers for refugee families and students, such as the International Rescue Committee (IRC) and Mayor’s Office of Immigrant Affairs (MIMA).
  • Manages program-related promotional materials, social media outreach, and represents the college programs to community and stakeholders.
  • Recruit, train, and supervise volunteers to work with the Refugee Youth Project.
  • Supports the integration of services across the college and performs other duties as needed to advance the work of the college.
Required Qualifications
  • Bachelor’s degree or above; preferably in Education, TESOL, Human Services, Social Work, or a related field.
  • Two years of youth program development, refugee services, or program management experience required. At least two years of experience working in a highly-multicultural environment, preferably with refugees.
  • Reliable, dedicated, enthusiastic team player willing to work a flexible schedule to participate in program and community events.
  • Ability to use word processing, excel, email, cloud-based data management, and electronic record keeping programs as needed to meet other job requirements.
