The ideal candidate will share Fresno City College's commitment to educating its racially and socioeconomically diverse student population. For the 2021-2022 academic year, we enrolled over 34,000 students in which 60% identify as Latinx, 11% as Asian/Pacific Islander, 5% as Black/African American, 20% as White, 1% as American Indian/Alaska Native, and 3% as multiracial. Fresno City College is a Hispanic-Serving Institution, reflecting the great responsibility that the College has to the educational attainment and economic well-being of the surrounding community. The successful candidate will join a department dedicated to the use of curriculum responsive to the students it serves.

Reporting to the Dean of Student Services, Counseling at Fresno City College; it will cover a full range of general counseling responsibilities including academic, career and personal counseling with individuals and groups in addition to teaching discipline specific courses. The successful candidate for the Counselor position will be responsible for:

• Providing comprehensive counseling services for formerly incarcerated students including academic, career, personal and life transitions counseling;
• Providing group counseling sessions, orientations, and workshops;
• Assisting students in clarifying their educational goals, selection of courses, and developing Student Educational Plans (SEPs);
• Monitoring student progress through comprehensive electronic data systems;
• Maintaining close working relationships with program and other instructional faculty, feeder high schools, and community resources agencies;
• Working with a diverse population of students to emphasize strategies for educational planning and transfer preparation;
• Collaborating with instructional and counseling faculty and staff from other departments and programs, including Financial Aid, Admissions and Records, EOPS/CARE, DSP&S, CalWORKs, Puente, IDILE, SYMBAA, USEAA, Veterans/International, TRiO, Student Support Services, College Relations and Outreach, and other programs;
• Utilizing and keeping abreast of advanced counseling methods and student development theories that include integrating technology to support student learning and identification of career objectives;
• Providing counseling support specific to the needs of students on academic probation or disqualification;
• Conducting intake interviews, assessment interpretation, and use of multiple measures to refer students to the appropriate English and math placements;
• Participating in program review, student learning outcome development and assessment to improve student learning;
• Participating in the implementation of transfer and matriculation activities;
• Participating in outreach activities in the community and on campus;
• Utilizing and interpreting a variety of career assessment tools;
• Serving on college committees, attending division and department meeting activities;
• Providing services during days, evenings, and weekends; and
• Performing other duties as assigned.

Minimum Qualifications:
All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practice within the classroom; and

• Masters in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work, career development, marriage and family therapy or marriage, family and child counseling, or

• A valid California Community College Credential; or

• The equivalent education and/or experience (requires an equivalency).

(Note: A bachelor’s degree in one of the listed degrees and a license as a Marriage and Family Therapist (MFT) is an alternative qualification for this discipline.)

Desirable Qualifications:

• Experience and skill incorporating elements of diversity, equity, and inclusion into all areas of responsibility;
• Recent experience working with African American, Asian/Pacific Islander, Latinx, Native American, and other racially minoritized students in the classroom and an understanding of how historical patterns of exclusion of these groups in higher education shape patterns of participation and outcomes;
• Willingness to examine and remediate one’s instructional, relational, and classroom practices to more effectively engage and support racially minoritized students;
• Recent experience counseling and academic support programs for formerly incarcerated students;
• Current or recent experience with developing and maintaining case management loads for formerly incarcerated students;
• Knowledge of and experience in applying equity-minded and holistic student services and counseling practices with formerly incarcerated students;
• Current or recent experience engaging in outreach and matriculation practices with the Juvenile Justice Center, County Jails, and the California Department of Corrections;
• Current or recent experience working collaboratively with external organizations and entities such as law enforcement officials (e.g., Peace Officers, Facility Administrators, Reentry Professionals), non-profit/community-based organizations who advocate for formerly incarcerated students, and Project Rebound and Underground Scholars Program professionals at the CSU and UC campuses, respectively;
• Experience working with students of various cultural, gender, age, socioeconomic, and ethnic backgrounds, including disabled students;
• Demonstrated ability to work with computers, and other technologies, which are utilized in providing high-quality instruction and support to students.
• Knowledge of the community college and its mission and goals
• Experience in designing and preparing Student Educational Plans (SEPs) for community college students;
• Experience teaching courses in career and personal development and/or conducting workshops;
• Knowledge of California Community Colleges matriculation processes;
• Knowledge of student development theories pertaining to community college students;
• Demonstrated ability to develop and maintain counseling notes in Datatel, SARS, or similar electronic record keeping software in a timely and effective manner;
• Experience working effectively with student success programs;
• Knowledge and experience interpreting and utilizing articulation agreements and transfer requirements for community college students;
• Experience in using and interpreting a variety of career assessment tools;
• Experience in developing and presenting counseling related workshops and orientation sessions;
• Knowledge and utilization of instructional best practices for students in the classroom;
• Experience participating in outreach activities in the community and on campus;
• Experience providing counseling and follow-up services to students on probation or academic dismissal status;
• Demonstrated ability to connect students with on/off campus resources to assist them in their college life management;
• Demonstrated ability to use a broad range of technology pertaining to data collection and analysis for student success;
• Demonstrated ability to work closely with faculty in academic divisions and engage in collegial dialogue on issues of student success;
• Experience and skill with addressing issues of equity; and
• Demonstrated ability to communicate effectively with students and staff.

Conditions of Employment:
181 duty days per year.

Salary and Benefits:
Annual starting salary is $64,962 - $97,799 based on education and experience. A doctoral stipend of $2,419 is available. Salary will be prorated to reflect total duty days assigned. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance. Employees are also members of the California State Teacher’s Retirement System (CalSTRS).

Selection Procedure:
Applications will be screened by Human Resources for completeness and to determine which applicants meet the minimum qualifications as stated in the job announcement.

From the applicants who meet the minimum qualifications and who have submitted all the required documents by the closing date and time listed on the job announcement, a selection committee will review the candidates who are best qualified based on the minimum and desirable qualifications then determine who will be invited to interview.

The selection committee will rate responses to the interview questions, and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the “recommended candidates”. These candidates will be forwarded to the Vice President and College President for final interviews.

A hiring recommendation will be made by the College President and forwarded to the Board of Trustees of State Center Community College District for final approval.
