Job Summary

The Campus Controller's Office at the University of Colorado Boulder welcomes applications for a Sponsored Research Closeout Supervisor! We are a Tier One, nationally competitive research university with a $2.00B annual operating budget. The Campus Controller’s Office (CCO) provides critical support to the mission by ensuring fiscal responsibility, accurate financial reporting, and compliance with laws, regulations, policies/procedures, and contract requirements. Research Financial Services (RFS) within the CCO ensures proper management and financial oversight for sponsored projects. RFS prepares financial reports and invoices, manages all revenue cycle activities for the research enterprise, coordinates financial closeouts, and works directly with the Office of Contracts and Grants (OCG) to coordinate information for post award activities. RFS works closely with campus partners to manage all aspects of the financial post award lifecycle including award setup, invoicing, revenue management, compliance monitoring, and closeout.

The Closeout Supervisor responsible for leading and managing the closeout process for all sponsored projects. This requires the review of all financial activities and reporting for compliance with federal and state regulations, university polices and award requirements. They will identify and facilitate required processes or procedures to ensure all financial activity is properly recorded upon completion of each project. The supervisor will lead a team of one FTE and four interns and provides training to staff within RFS. This position requires a people-focused, innovative campus leader. The Supervisor serves as a visionary change agent that possesses impeccable communication skills. Collaboration is key for this unit and the Supervisor must demonstrate perseverance and project success.

Who We Are

The Campus Controller's Office maintains and supports CU Boulder's fiscal responsibility through accurate financial accounting and reporting and is in compliance with laws, regulations, policies/procedures, and contract requirements for sponsored projects. We provide oversight, assistance, and training in financial stewardship for the Boulder campus.

What Your Key Responsibilities Will Be

Closeout Processing for Sponsored Programs:

Lead the Closeout Unit within RFS through the closeout process for sponsored programs which includes but is not limited to:
  • Ensuring accurate financial information is recorded, classified, reconciled and is within the sponsor's budget and cost requirements. This position must be able to identify errors, resolve issues, reconcile variances, and implement solutions.
  • Ensure financial reports comply with Generally Accepted Accounting Principles (GAAP) and all rules, regulations, policies, and procedures regarding Sponsored Projects funds.
  • Manage review and revise closeout process to ensure compliance with regulations which may include, but is not limited to:

    • Federal Uniform Guidance
    • State statutes and regulations
    • University of Colorado Boulder Policies and Procedures
    • Peoplesoft Procedure manuals
    • National Association of College and University Business Offices (NACUBO)
    • AICPA Audit Guide
    • Various granting agency rules and regulations including other State and private Universities, Associations, Foundation, private industries, research labs, foreign governments, societies, etc.
  • Develop processes and systems to protect campus from disallowances and negative audit comments which may include creating and disseminating diagnostic reports and workflows to ensure proper documentation and approvals are obtained and accessible.
  • Develop and maintain performance metrics for the closeout process.
  • Test and implement system modules, updates and upgrades to automate processes.
  • Other duties as assigned.

University Satisfaction:
  • Provide customer support to campus department personnel regarding all aspects of sponsored projects closeout according to the new Uniform Guidance, University Policies, State and sponsor rules and regulations.
  • Determine most efficient method for providing department administrators, principle investigators and department chairs with status of sponsored projects such as budget overdrafts, pending closeout tasks, and remaining funds and other financial information.
  • Provide analysis and guidance to department administrators, principal investigators, and department chairs to resolve budget deficits and unallowable expenses charged to the sponsored project.
  • Work collaboratively within CCO and with partners in the research community to motivate changes in work products and process that will improve the research enterprise efficiency and effectiveness.
  • Assist with the development of training to campus on sponsored projects closeout processes.
  • Serve as the campus expert for policies, interpretations, and campus impacts related to sponsored projects closeout management.
  • Meet regularly with central campus units (e.g. OCG) and campus partners to gather feedback and input on processes and procedures to identify potential improvements and mitigate challenges to ensure seamless processes.
  • Represent the CCO and the Director of RFS on various committees within and outside the university in regard to close processes, procedures and policies.

Infrastructure Enhancements:
  • Lead the Close-Out unit through implementation of additional PeopleSoft Modules and/or other system implementations. Expand training program to incorporate new modules.
  • Determine how existing sub-systems or access databases can be modified or converted.
  • Serve as lead CCO representative in development and testing of process changes affecting sponsored projects closeout functions.
  • Serve as lead, responsible for management, development, testing and documentation of sponsored projects information systems, components or interfaces.

Staff Supervision and Development:
  • Demonstrate a commitment to valuing diversity and contributing to an inclusive working and learning environment.
  • Manage and provide leadership to staff and interns, ensuring tasks are prioritized appropriately, staff are held accountable for their work product, deadlines are met and the overall goals and strategies of CCO and the university are achieved.
  • Develop and manage robust onboarding training program for RFS interns and new staff as appropriate.
  • Foster a strong results orientation within the Closeout team by motivating staff, ensuring performance goals are met and creating strong professional development pathways through mentoring, training, and exposure to campus-wide initiatives.
  • Seek professional opportunities for independent growth.
  • Develop long term strategic priorities for the unit that include project and change.
  • Ensure a culture of respect and inclusion by maintaining CCO values and actively pursue and seek out opportunities to improve diversity and inclusion within the Closeout team.

What We Can Offer
  • The salary range for this position is $70,000 - $75,000 per year.

What We Require
  • A Bachelor’s Degree from an accredited college or university with a major in accounting, finance or related field.
  • Two (2) years demonstrated experience with accounting and/or, research administration experience including lead or supervisory work.
  • Equivalent combination of education and experience may substitute.
What You Will Need
  • Knowledge of federal and non-federal grants and contracts in a post-award processes and procedures.
  • Knowledge of grant administration policies, State and Federal Regulations (e.g. Uniform Guidance) and university policies.
  • Understanding of Generally Accepted Accounting Principles and internal controls.
  • Strong command of accounting and reporting systems and will use them to enable accurate reporting and ensure data integrity.
  • Strong communications skills are vital to collaborate with pre-award and other sponsored administration colleagues at the college, department and project level across the University, as well as with external sponsors.
  • Able to manage multiple tasks and have flexibility to adjust to changing priorities.
  • Ability to work effectively under deadline pressures/ time constraints.
  • Committed to providing professional, prompt, and courteous service to campus constituents.
  • Team-oriented individual comfortable with collaborative approach to problem-solving.
  • Proficiency with Microsoft Office applications, especially Excel and Outlook
  • Organizational, analytical, critical thinking and decision-making skills.
What We Would Like You to Have
  • A bachelor’s degree in accounting and 3 years of professional accounting experience which includes at least one (1) year of lead or supervisory experience.
  • Experience and knowledge of governmental or higher education accounting procedures, policies, rules, and regulations.
  • Knowledge of financial reports; prior supervision experience.
  • Experience with PeopleSoft financial system or related enterprise wide financial system.
  • Experience supervising or managing staff.
