The Baltimore Education Research Consortium ( BERC ) is a research-practice partnership (RPP) with a mission to conduct, disseminate, and facilitate data analysis and research that informs and improves the educational and life outcomes of children in Baltimore. BERC is administratively housed at the Center for Social Organization of Schools (CSOS) at the Johns Hopkins University (JHU) School of Education and is governed by an MOU between JHU, Morgan State University and Baltimore City Public Schools who are the founding signatories and principal partners. In recent years BERC has expanded to include nine additional universities in Maryland as partners in the consortium.[1] In addition, BERC works with other community partners such as the Baltimore City Health Department, local Head Start providers and other organizations that serve children and youth in Baltimore.

BERC is seeking a dynamic leader to head our leadership team in the role of Executive Director . The Executive Director will provide leadership, direction, management, and relationship building in broadening and strengthening BERC’s capacity to develop impactful research that is a vehicle for public engagement and educational equity and that is responsive to the political, social, and historical realities of Baltimore and Baltimore City Public Schools. As the leader of BERC the Executive Director will work closely with district leadership, university deans and faculty, government officials, philanthropic, civic and community organization leaders, and the public.

The Executive Director must be familiar with and committed to the unique kind of research carried out by RPPs and their potential to drive action that improves the educational and life outcomes for children and families. The Executive Director will also have a track record for facilitating mutual respect and understanding among diverse stakeholders through an ability to act as an honest and trusted partner who is able to bridge perspectives, sustain engagement, and encourage both fresh thinking and broad consensus.

The Executive Director is primarily responsible for enacting BERC’s strategic vision and mission in accountability to its governing body and ensuring that BERC secures the necessary resources to conduct current and future operations. In addition, the Executive Director takes lead responsibility on all human resources, finance, and budgeting matters in active collaboration with CSOS and the JHU School of Education.

The Executive Director will lead the development of a community engagement and participatory research strategy across all BERC research, work, and communication streams. This strategy must be grounded in principles of inclusive engagement of diverse stakeholders to strengthen rigorous inquiry through respect of community values and priorities across all phases of the research process.

The Executive Director will be an employee of Johns Hopkins University and will report to the Dean of the School of Education through the Directors of Center for Social Organization of Schools. The Executive Director is held accountable to the governing body of BERC.

The Executive Director will be responsible for:
  • Managing BERC operations as a Research Support Services Center within the School of Education at Johns Hopkins University
  • Managing a leadership team composed of three Directors – the Director of Early Childhood Initiatives and two Faculty Directors from BERC’s founding universities -- and supervising all BERC staff
  • Securing external funding for BERC’s operations, growth, and special projects
  • Executing a strategy for maintaining strong relationships with institutional partners, philanthropic and other funding organizations, communities, civic organizations and other stakeholders.
  • Developing and executing an engagement strategy across all BERC work streams to ensure that BERC is:
    • aware of the priorities and values of various communities and stakeholders across the educational landscape in Baltimore and State of Maryland;
    • aware and respectful of community and stakeholder perspectives in the development of procedures, policies, and governance documents, and;
    • intentional in its incorporation of community and stakeholder voice and priorities across the research process.
  • Managing BERC’s strategic communications (branding, messaging, media, and public relations) for local and national audiences with special focus on ensuring that BERC is appropriately communicating the results of its work with its various stakeholders and communities in Baltimore.
  • Developing an independent line of scholarship on research-practice partnerships and community engagement and participatory research that contributes to academic and lay audience conversations at both the local and national level and is supported through external funding.
Salary range for this position is $120,000 to $160,000 depending on qualifications and experience

Qualifications

Minimum qualifications
  • PhD or equivalent terminal degree in Education or closely related field (extensive leadership at high levels in education may substitute for degree)
  • Broad knowledge of the Baltimore City educational landscape and the City of Baltimore
  • Demonstrated strong aptitude for relationship development and navigation of social barriers, especially of race and class, in socially stratified environments
  • Broad knowledge of and experience working in urban education systems
  • Demonstrated ability to manage staff, budgets, and financial strategies.
  • Knowledge of local and national funding agencies and foundations that focus on the challenges of urban education and a proven track record in writing proposals and earning funding.
  • Previous experience in a leadership role
  • Demonstrated ability to develop and implement successful strategic plans.
  • Demonstrated strong aptitude for verbal and written communication and presentation.
  • Expertise in and knowledge of education policy and practice
Preferred qualifications
  • Previous experience working in an educational system at any level (e.g. teacher, school administrator, district staff)
  • Previous experience working in a research university

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
