(Job #525073) Sergeant, University Police, Salary Range: $6,429 - $9,924 monthly. Hiring Range: $6,429 - $7,369 monthly. Appointments are typically made at the beginning of the salary range. Salary is commensurate with qualifications and experience. This is a full-time, benefited, non-exempt, 12-month pay plan, permanent position with a one-year probationary period in the University Police Department. Position Summary: Under the direction of the Police Lieutenant or the Chief of Police, the Sergeant is a first-line supervisory classification. The Sergeant assigns, coordinates, supervises, motivates, informs, and directs police personnel on a shift. The Sergeant often serves as the designated Watch Commander, reviewing and taking responsibility for the police activities of the shift, appropriate follow-up actions and investigations. The Sergeant ensures timely preparation of thorough, accurate reports and other documentation. The Sergeant directly supervises patrol officer(s), dispatchers, and provides direction and leadership for other non-sworn personnel as necessary. The Sergeant makes operational and safety decisions, following the law and policy, taking action to minimize risk to the campus. The Sergeant must be a positive and effective leader for staff, the campus community, and local emergency responders. The Sergeant is the Incident Commander for significant campus events, serious crimes, emergency situations, and disasters. The Sergeant may be assigned to a variety of critical leadership roles including serving as the Police Department Operations Center Director. The Sergeant develops, implements and enforces campus and department policies and procedures. The Sergeant trains new and existing personnel, develops, and evaluates assigned staff. The Sergeant responds to low-level performance problems and personnel issues, documents and coordinates an effective response to these matters, and carries out internal investigations as assigned. The Sergeant may be assigned to committees and participates in operational and staff meetings. The Sergeant must positively reflect and convey the department mission and objectives of management and may be assigned as acting Lieutenant or acting Chief. The Sergeant may be given other duties as assigned. The Sergeant also conducts general law enforcement, proactive patrol, investigations, event management, and community policing duties.



Key Responsibilities:
  1. Supervision: 31%
  • Marshals information at the beginning of a shift, briefs and deploys personnel, and sets priorities.
  • Is ready to assist and lead people, and ensures others are ready to perform their duties.
  • Monitors campus and Arcata-area calls for service, emergencies, events, activities, and campus community safety risks. Deploys resources reasonably. Ensures other personnel perform their duties diligently.
  • Assigns, coordinates, supervises, motivates, informs, and directs personnel on a shift.
  • Makes operational and safety decisions, following the law and policy, taking action to minimize risk to the campus community.
  • Reviews and takes responsibility for the police activities of the shift, appropriate follow-up, and prompt submittal of thorough documentation.
  • Coordinates ongoing investigations and programs. Ensures matters are promptly reported to appropriate authorities, including Student Affairs.
  • When assigned as an Incident Commander for a special event or pre-planned police action (e.g., search warrant): Notifies and seeks approval as appropriate; plans and coordinates; schedules; uses the Incident Command System; prepares and disseminates Operations Orders; briefs; supervises; keeps track of personnel time; debriefs; and submits After-Action Report when appropriate.
  • During a police incident, makes appropriate notifications; deploys resources; and uses the Incident Command System (ICS), Standardized Emergency Management System (SEMS), and Cal Poly Humboldt's Emergency Management Plan. Assess problems, risk, safety issues, and priorities, assigns personnel and delegate tasks, makes timely decisions, and builds a team-oriented response.
  • Assumes a positive, professional, and effective leadership role for personnel. Treats all employees fairly and with respect, focusing on performance expectations.
  • Instructs personnel on new and revised laws, policies, police methods, emergency management changes, and related procedures. Ensure that assigned personnel complete independent training programs as directed.
  • Provide field training for personnel and documents as required.
  • Trains and counsels personnel, provides guidance to improve service.
  • Responds to low-level personnel issues, documenting as appropriate and coordinates a response, does internal investigations as assigned.

  • Evaluates employees to recognize positive performances, areas of concern, areas for professional development, and sets performance improvement plans.
  • Identifies policy, procedure, equipment, and training needs and meets those needs.
  • Assists personnel with schedule adjustments for issues such as vacations, training, or sickness. Reasonably accommodates personal needs, requests for time off and schedule changes. Reviews, approves or denies, and documents proposed modifications to the schedule. When necessary, orders off-duty employees to come to work. Ensures that no unauthorized schedule changes are made, and that the official schedule accurately reflects who worked when.
  • Receives report of on-the-job injury. Ensures medical treatment is given. Investigates and documents the injury as required by policy.
  • Responds to allegations of poor performance, misconduct, and other citizen complaints. Meets with complaining parties, evaluates the situation, and when necessary, assist citizens with formal complaints.
  • Works tactfully and effectively with a diverse community. Demonstrates tolerance and respect, communicating clearly, logically, and courteously, professionally representing Cal Poly Humboldt and the California State University System.

  • Develops, implements, and enforces policies and procedures.
  • Advises the Chief on problems and training needs; analyzes crime and security information; develops programs to solve problems.
  • Recommends staffing levels, priorities, budgetary recommendations, revising the campus emergency plan, equipment and supply needs.
  • Accept assignments for key departmental leadership positions, including but not limited to: dispatch supervision and scheduling; Patrol Officer/Sergeant scheduling; Training Manager; FTO Program Supervisor; Incident Commander for major events and gatherings.
  • Attends meetings and participate in various campus and local committees.
  • Assume assigned responsibility for additional, specialized work assignments.
  • Provide information and/or training to other members of the campus community in areas of personal expertise.
  • Complete specialized tasks, training responsibilities, or other duties as assigned.

  • Proactively patrol campus buildings, grounds, and forest, Housing facilities, and off-campus properties emphasizing community-policing activities.
  • Aid local law enforcement, criminal justice, and other public agencies.
  • Assist with building security as necessary and assigned.
  • Detect and report safety risks and concerns, minimizing risk and liability.
  • Provide safety and confidential money escorts.
  • Provide motorist assists on campus.
  • Perform other acts of service as requested and appropriate.
  • Provide information about the University as appropriate. Present a positive image of the campus. Counsel people as necessary and make referrals.
  • Respond to emergency and criminal incidents, industrial accidents, vehicle accidents, falls, overdoses, and other medical emergencies. Carry out follow-up investigation and documentation and make notifications as appropriate.
  • Respond to campus disasters and civil unrest, taking a leadership role as appropriate, and ensuring that appropriate resources are used.
  • Monitor/control crowds and safety risks during special events, athletic competitions, and assemblies.
  • Enforce campus and state parking regulations
  • Control and direct vehicle/bicycle/pedestrian traffic as needed or assigned.
  • Preserve the peace and enforce the law at gatherings.
  • . Respond to suspicious circumstances, reports of criminal activity, and possible violations of University Policy. Establish and maintain positive, supportive relationship with victim(s). Request needed resources. Maintain objectivity. Conduct or assist in the investigation of these matters, gather/preserve/book evidence, carry out interviews, take notes, make sketches, take photos, record statements, check records. Submit documents to appropriate authority for review and routing to University officials, outside agencies, and/or the District Attorney. Maintain contact with victim(s) as directed or appropriate.
  • Enforce state law and University regulations.
  • Transport, book, photograph and fingerprint suspects.
  • Comply with subpoenas, appear in court or as directed, and provide accurate testimony. Testify in administrative matters as directed.
  • Maintain proficiency in patrol equipment and tactics.
  • Maintain training and minimum technical proficiency to assist or temporarily assume the role of Dispatcher when the Dispatcher must leave their workstation.

    PHYSICAL STANDARDS: Height and weight proportional, normal hearing, normal color vision correctable to 20/30 with refractive eye surgery or soft contact lenses. Must meet or exceed POST standards for physical fitness.

    Minimum Qualifications:
  • High school diploma or equivalent.
  • Graduation from a California POST-Certified police academy.
  • Possess a working knowledge of public safety, law enforcement methods, and crime prevention, with three or more years of active law enforcement experience in the field and/or in corrections.
  • Possess a valid California Driver License with a safe, prudent driving record.
  • Be lawfully authorized to carry a firearm.
  • Be capable of performing all essential functions of this position.
  • Successful completion of a POST Supervisory Course prior to, or within one year following appointment.

  • Preferred Qualifications:
  • Spanish bilingual skills desirable, but not required.
  • Recent experience as a police trainer or supervisor.
  • Knowledge and skills in Community Policing.
  • Emergency Management training and experience.
  • Bachelor's Degree in related field.
  • Possession of related POST certificates (e.g., Basic, Intermediate, Advanced, Supervisory).
  • Successful completion of a California POST-certified Supervisory Course is desirable, or must be completed within one year of appointment.
