Overview
The Security Program Manager serves to provide development, management, administration, and assessment responsibilities as a key contributor for the success of physical security operations for PPPL’s Site Protection Office and Emergency Services Unit. The Security Program Manager has a strong understanding of DOE Orders corresponding to physical security, Guides, Policies, and technical standards required to meet PPPL’s contractual deliverables for a successful Safeguards and Security (S&S) Program at a DOE Office of Science National Laboratory, and develops, implements, manages and oversees the planning, coordination, and administration of security programs supporting the same. Responsibilities
Broad Duties:
- Providing support to Site Protection Office (SPO) and the Safeguards & Security and Emergency Services Division management to ensure successful implementation of the Lab Agenda and the Performance Evaluation and Measurement Plan (PEMP).
- Provides recommendations, analyses and support of laboratory projects by completing security vulnerability risk assessments and threat analysis based on existing hazards and project operations of higher risk consideration.
- Coordinates the interpretation and implementation of applicable DOE Orders, Guides, and technical standards to meet PPPL contractual deliverables, and assists in the creation, tracking, and documentation of Implementation Plans.
- Facilitates S&S program implementation, and supports Emergency Management, Training, and Site Protection activities as a vital contributor.
- Conducts Self-Assessments (internal audit) of Site Protection Office and S&S processes for physical security operations and documents the same in detailed reports and creates Corrective Action Plans as appropriate. May serve independently, or as part of an assessment teams.
- Prepares, revises, and updates PPPL policies and plans based on scheduled review frequency and in response to changing guidelines, conditions, and direction.
- Willingness to attend DOE training and maintain ongoing knowledge of DOE directives and annual updates. Attend DOE forums and regular meetings to establish relationships with other DOE security managers.
- Use judgment, discretion, and collaboration in determining the intent of applicable directives and in interpreting and recommending additions/revisions to existing controls/directives to support the management system’s mission.
- Assist management in developing detailed goals, objectives, plans, and evaluation criteria for security operations and ongoing improvement.
- Train and manage laboratory security staff in established operations and requirements based on directives and DOE requirements.
- Recommend policies, control objectives, standards, controls,
procedures, guidelines, and training to reduce program risks,
promote safety, ensure compliance, and prevent waste, loss,
unauthorized use, and misappropriation of assets.
- Serve as analyst, evaluator, and advisor to management on the effectiveness and efficiency of security programs and operations. Develop program evaluation plans, procedures, and methodology, and conduct studies to provide managers with objectively based information for decision-making. Analyze and evaluate programs and operations in meeting established goals and objectives, and provide advice on organization, methods, policies, procedures, goals, and objectives. Analyze new or proposed requirements to determine the impact on program and operations. Identify resources needed to support program operations. Analyze and evaluate proposed changes in mission, operating procedures, and delegations of authority and apply to ongoing plans and operations.
- Improve organizational accountability and resilience by developing and recommending internal controls covering all aspects of operations, reporting, and compliance; integrate and coordinate a collection of governance, risk, and compliance capabilities to address uncertainty and achieve the goals and objectives established by the U.S. Department of Energy, Princeton University, the laboratory, and other stakeholders. Continuously assess security risks, prepare assessments, and evaluate best practices and efficiency opportunities. Identify weaknesses in security programs and processes and recommend methods to minimize risk. Benchmark risk mitigation strategies against similar organizations; create, maintain, and review controls and process flows. Follow-up on weak or failed controls.
- Plan, conduct, and document performance reviews/self-assessments commissioned by laboratory leadership to evaluate the effectiveness and efficiency of management system programs and processes. Conduct or assist in incident investigations and causal analysis. Assist units supporting the management system’s mission in implementing improvements and corrective actions that address risks and issues. Track improvement and corrective actions and verify closure. Conduct and document crosscutting analysis of management system performance and develop and recommend to management improvements for the effectiveness and efficiency of management system assurance processes, procedures, and practices. Assist in developing management system performance reports for presentation to laboratory executive leadership and the U.S. Department of Energy. Gather responsive materials for independent audits/data calls from organizations supporting the management system’s mission.
Qualifications
Education and Experience:
- Minimum 5 years Program Management or Administrative experience.
- Minimum 3 years Law Enforcement/Security and/or related experience.
- ICS Level 200 or Higher Preferred.
- Incident Management Experience Preferred.
- Bachelor’s Degree Preferred.
- Strong written and verbal communication skills.
- Strong multitasking skills.
- Must be able to work independently.
- Must be able to work collectively.
- Advanced problem solving and attention to detail.
- Minimum 5 years Program Management or Administrative experience.
- Minimum 3 years Law Enforcement/Security and/or related experience.
