Job Description

Missouri Western State University is searching for a full-time, benefits eligible, Title IX Coordinator to coordinate and facilitate the institution’s compliance to Title IX of the Education Amendments Act of 1972 (Title IX) and develop and implement educational programs regarding discrimination and sexual harassment prevention.

This position will ensure faculty, staff and students understand their rights and, where applicable, responsibilities under the law. The Title IX Coordinator provides oversight for the university’s response to reports and complaints of sexual harassment, sexual assault, sex discrimination, dating violence, domestic violence and stalking; works collaboratively with student affairs, human resources, athletics, academic affairs and campus police in preventing sex and gender-based discrimination and responding to reports and complaints; identifies and addresses any patterns or systemic problems revealed by such reports and complaints; serves as lead contact person for inquiries and requests for information regarding Title IX or related legislation; and provides campus‐wide advice, training and consultation regarding compliance, regulations and best‐practices.

As a key member of the campus leadership team, the Title IX Coordinator furthers the university’s commitment to protecting educational access, advancing gender equity, and responding to allegations of sexual harassment, sexual violence, and gender discrimination.

Key Responsibilities:
  • Develops, implements, coordinates and conducts educational programs and initiatives designed to educate and support faculty, staff, and students regarding their rights and, where applicable, obligations under Title IX, including reporting options/responsibilities, support services, university policy and applicable disciplinary code, grievance procedures, confidential resources, etc.
  • Oversees, coordinates and ensures investigations of reports and complaints of sexual misconduct are adequate, reliable, timely, confidential and impartial; reviews proposed sanctions for sexual misconduct before they are imposed to ensure that they are reasonably calculated to stop the sexual misconduct and prevent its recurrence.
  • Handles claims with sensitivity and neutrality, while ensuring compliance with university policies and procedures.
  • Oversees prompt, effective and equitable intake, investigation and timely resolution of all instances of sex/gender‐based violence, harassment, discrimination and retaliation made known to responsible employees and/or reported by students, faculty, employees, groups/programs, third‐parties or by members of the broader campus community. Ensure proper record‐keeping on all concerns/complaints.
  • Oversees, coordinates, and ensure compliance with laws and regulations protecting pregnant and parenting students.
  • Selects, trains, and oversees designated investigative staff across critical areas of the institution; ensures investigators, adjudicators and those involved with processing Title IX complaints are adequately trained in compliance with Title IX guidance.
  • Identifies systemic problems relating to complaints and determines whether campus-wide resources should be adopted in response, including review and revision of the university’s sexual misconduct policies, increased monitoring, supervision or security at locations where sexual misconduct is reported to occur, and increased education and prevention efforts to targeted populations.
  • Collaborates with leadership and campus constituencies to disseminate information, redesign processes, and support the University’s investigative processes; collaborates and coordinates with compliance partners within the department and across the institution to support the University’s overlapping compliance needs and responsibilities.
  • Communicates with local law enforcement and government agencies to ensure reports are handled appropriately and in a timely manner; coordinates with local victim advocacy organizations and service providers.
  • Organizes and maintains files, reports and other records related to Title IX compliance, including annual reports of the number and nature of filed complaints and the disposition of complaints, data collection and pattern monitoring.
  • Develops and disseminates educational materials, including (but not limited to) brochures, posters or web‐based materials which inform members of the university community (students, faculty, staff, administrators, third‐party contractors and parents) of Title IX and other relevant rights, processes, responsibilities and resources both within and external to the campus premises. Develop tailored information to specific communities as appropriate.
  • Ensures compliance with all federally required training for new students (first‐year, transfer and graduate). Coordinates with relevant departments including orientation, programs, admissions and other relevant department to ensure effective communication with incoming students. Works with student orientation and athletics staff to provide robust in‐person sexual misconduct and bystander intervention education for incoming students.
  • Assists in the university’s compliance efforts with Clery Act, VAWA, and NCAA sexual violence policies and requirements and related reporting requirements.
Other Responsibilities:
  • Participate as a member of the university’s behavioral assessment and intervention team as appropriate.
  • Serves on various university planning and policy making committees; recommends and participates in the development of university policies and procedures.
  • Performs miscellaneous job-related duties as assigned.

  • Knowledge of federal, state, and institutional policies and practices specific to the applicable compliance specialty.

  • Skill in coordinating the work of a wide array of individuals, many of whom are not direct reports.
  • Skill in organizing resources and establishing priorities.
  • Ability to maintain emotional stability to cope with human suffering, emergencies, and other stresses.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Conflict resolution and/or mediation skills.
  • Skill in the use of personal computers and related software applications.
  • Knowledge of federal and state public safety reporting requirements and other applicable crime data reporting.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Knowledge of current and emerging legislation, issues, and trends as appropriate to the position.
  • Demonstrate a strong commitment to continuous quality improvement.
  • Ability to foster a cooperative work environment and demonstrate civil and inclusive behavior when interacting with staff, faculty, students and visitors to the university.

Required Qualifications
  • Bachelor’s Degree required.
Preferred Qualifications
  • Master’s degree in higher education, social work, psychology, public policy, human resources, legal studies, or a closely related field or a Juris Doctorate preferred.
  • Experience in higher education, law enforcement, human resources or a regulatory compliance setting strongly preferred
  • Experience investigating, adjudicating and resolving allegations of discrimination, harassment sexual misconduct/sexual violence or in administering and coordinating a comprehensive program addressing Title IX compliance preferred. (Experience, as determined by the University, at a rate of three years of experience for each year of education, may be accepted in lieu of an advanced degree.)
  • Title IX investigator or coordinator certification desired.
Physical Demands

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
