Position Summary

Portland Community College (PCC) is seeking a collaborative transformational leader who will effectively navigate a large multi-campus environment. The position provides an exciting opportunity for a strategic and visionary leader. The official responsibilities are to provide broad administrative direction and leadership in the development, assessment, and maintenance of quality education programs. An extremely important part of this role at Portland Community College is to bring to the administration, faculty, and staff of this program an equity-driven and student-centered passion for teaching and learning. This leader will incorporate higher education, community college and industry partnership best practices into transformational work with assigned programs and key internal and external partners.

The Program Dean of Healthcare & Emergency Professions , under the direction of the Dean of Academic & Career Pathways for Healthcare & Emergency Professions ( organizational chart ), will be responsible for supporting, developing, implementing, and evaluating programming aligned with labor market and industry needs. This position will lead a team of dedicated department chairs, faculty, and staff in assigned programs, including EMS , EXS , FN , FP , MI/RAD , PE and/or others in the pathway as assigned. The successful candidate will have direct experience and strong knowledge of best practices in Career Technical Education and implementing initiatives to address equity and opportunity gaps in community colleges. This position will also be responsible for partnering with department chairs, faculty, staff, academic affairs and student affairs colleagues to align programming with equitable student retention and success metrics. This position serves programs that currently span four PCC locations (Cascade, Rock Creek, Southeast & Sylvania Campuses). The primary office location will be Sylvania Campus, with an expectation that the Program Dean spends time at each location where their associated programs operate. In addition, there will be some occasions where business will be required at other PCC or off-site locations. There will be some opportunities for remote/hybrid work, as approved by the position supervisor and executive leaders.

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).
  • Master’s Degree
  • Five (5) years of progressively responsible professional experience related to the area of assignment, providing program/project management or program/project coordination.
  • Three (3) years of management experience, including employee supervision, in higher education or in an industry related to the area of assignment.
Position Grade

Starting Salary Expectations
Minimum $99,575 to range midpoint of $121,979. Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity.

PCC Benefits

PCC currently fully funds the Oregon Public Employees Retirement System (PERS/OPSRP) pension and contributes an additional 6% into the employee's Individual Account Program under PERS/OPSRP. After one year of management or confidential service, PCC also provides a 2% contribution to a 403(b) account for eligible management and confidential personnel. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.
Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.

Working Conditions and Physical Requirements
Work environment includes frequent disruptions and changes in priorities. Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and occasional evening or weekend work is required. Frequent travel to other locations is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.

The ASR contains current security and safety-related policy disclosure statements, emergency preparedness and evacuation information, crime prevention and sexual assault prevention information and resources, and drug and alcohol prevention programming. The ASR also contains crime statistics for Clery Act crimes which occurred on PCC properties for the last three calendar years. Paper copies of the ASR are available upon request at all Department of Public Safety offices.

Special Conditions for this position:

This position has been identified as a Campus Security Authority (CSA) pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act). Campus Security Authorities must immediately report Clery Act crimes that occurred on Portland Community College’s Clery geography on the Crime Incident Report (CIRTrac™) located on the Department of Public Safety’s Clery Act compliance webpage . Following entry of a report on CIRTrac™ PCC’s Clery Specialist will (1) analyze the report for issuance of a timely warning or emergency notification; and (2) will determine if the report should be included in the annual statistical disclosures. The Clery Specialist shall annually assign CSAs online Clery Act training to ensure they are provided proper training to fulfill their reporting responsibilities required by the Clery Act and PCC’s Clery Act policy.
