(Job #526073) Administrator I, Assistant Controller, Salary Range: $3,750 - $11,146 monthly. Hiring Range: $7,917 - $9,167 monthly. Appointments are typically made at the beginning of the salary range. Salary is commensurate with qualifications and experience. This is a full-time, benefited, exempt, 12-month pay plan permanent. This position is an Administrator I in the California State University Management Personnel Plan (MPP). Under this plan, incumbents are subject to normal management reviews and serve at the pleasure of the University President. Position Summary: Under general supervision of the Controller, the Assistant Controller will perform advanced professional accounting work involving the application of accounting principles and practices to the resolution of a wide variety of complex accounting problems. The incumbent leads the delivery of state accounting services and activities, serving as both as a high-level individual contributor and leader of the stateside accounting team. The incumbent provides expertise and supervision to other Accountants and Accounting Technicians, ensuring that assigned accounting activities are carried out in accordance with established policies, procedures and generally accepted accounting standards; work collaboratively with departments on internal/external audits of the campus and auxiliary organizations, and provide assistance with a variety of audit resolutions; lead and assist with the month-end and year-end close processes, year-end GAAP analyses and preparation of financial Statements, and general internal and external reporting for the University; work collaboratively with colleagues to provide innovative solutions to policies and processes and lead process improvement efforts; assist in system-wide implementations/modifications of the enterprise system and support software; Implementation and compliance of internal controls; and support the mission and values of the University.

Key Responsibilities:
  • 20% - Provide training, guidance and assistance to other staff, including leading the day-to-day activities of the state accounting functions and reviewing the work of other technical or professional employees engaged in accounting, financial record-keeping, or financial reporting work.
  • 20% - Provide direct management and oversight to accounting staff, including preparation of annual performance evaluations.
  • 20% - Advanced professional accounting work such as financial analysis and complex journal entries for monthly, quarterly, and annual financial close for the campus and auxiliary organizations; perform complex analysis related to the year-end preparation of GAAP financial reporting, develop financial statements and reports.
  • 10% - Coordinate internal/external audits of the campus and auxiliary organizations; work collaboratively with the campus departments and divisions to assist with a variety of audit resolutions.
  • 10%- Researching authoritative literature, formulate conclusions and recommend implementations.
  • 10%- Evaluate procedures for efficiency, effectiveness, and compliance; advise departments of feasible improvements.
  • 5% - Special projects and ad hoc reporting
  • 5% Other Duties as Assigned

Knowledge, Skills, and Abilities Associated with this Position Include:
  • Extensive knowledge of generally accepted accounting principles (GAAP) and governmental accounting and internal control methods and related laws, rules, and regulations; extensive knowledge and understanding of GASB and FASB accounting pronouncements and applications.
  • Demonstrated experience in providing leadership to a diverse staff and delivering a service-oriented approach in a highly regulated and compliance driven environment
  • Strong management skills, team building experience, and change management abilities in directing and coordinating staff commitment to excellence; demonstrated ability to effectively lead teams and prioritize tasks to meet deadlines
  • Knowledge of or ability to learn quickly the financial structure and financial procedures of the CSU
  • Extensive knowledge of general ledger responsibilities and financial statement preparation
  • Demonstrated ability to communicate clearly and effectively
  • Experience building and sustaining collaborative working relationships with a variety of individuals from diverse backgrounds
  • Advanced ability to analyze financial and statistical data and draw sound conclusions, including presentation of data to a broad range of constituent groups
  • Advanced financial, analytical and planning skills including experience preparing financial statements and developing and implementing policy as related to the duties assigned
  • Ability to lead projects and collaborate effectively with diverse campus stakeholders to improve processes and systems
  • Highly developed interpersonal and written communication, technical writing, public speaking and negotiating skills. Ability to present information clearly and effectively
  • Ability to function independently with minimal guidance and supervision is essential
  • Advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems
  • Ability to research authoritative literature, formulate conclusions and recommend implementations required
  • An understanding of the dynamics of diversity and equity in higher education and a demonstrated ability to incorporate this understanding, as appropriate, in all levels of work
  • Ability to operationalize sustainability concepts (economy, society, environment) into all aspects of performing job duties



Minimum Qualifications:
  • Education equivalent to a bachelor's degree with a major in accounting, business administration, or a closely related field and five years of progressively responsible accounting experience - OR -
  • An equivalent combination (eight years) of education and experience which has provided the required knowledge, skills and abilities listed below.

Preferred Qualifications:
  • CPA license
  • Government accounting experience, CSU accounting experience, including work with grants, contracts, endowments, gifts, knowledge of CSU structures and processes
  • Experience using PeopleSoft
