Position Summary

The Director will administer the Department of Education TRIO program serving Student Support Services ( SSS ) eligible college students. The duties of the position include the following: assure that the missions of both TRIO and SSS are completed, which is to retain and graduate program participants by completing the objectives outlined in the grant proposal; supervise professional staff; oversee budget expenditures associated with all accounts supporting SSS ; write and submit annual performance reports ( APR ) and SSS grant proposal; serve as a liaison with campus administrative and academic departments; serve as a liaison with the Department of Education to assure compliance with federal regulations; provide direct services to SSS participants.

Duties/Responsibilities These are the job duties for required of the position.

Program Management (30%)

• Plan and coordinate yearly program activities to assure successful completion of grant objectives.
• Supervise overall SSS services offered – advising, tutoring, workshops, Pell Scholarship, and Fostering Success for Independent Scholars and UWL First! Scholars grant services.
• Oversee general office operations.
• Assess and monitor program database to assure that accurate data is maintained to measure the success of the program.
• Maintain records/database and reports in accordance with local/state/ and federal policies.
• Provide academic, personal, financial and career advising to program participants.

Staff Supervision (25%)

• Hire, train and supervise six professional staff members, student help and a student intern.
• Work with each staff member to develop yearly goals which meet grant objectives and allow professional and personal growth of staff members.
• Conduct yearly staff evaluations and hold a goal review session every semester.
• Address and resolve staff performance issues if concerns/conflicts arise.

Budget Management (15%)


• Negotiate annual budget with the Department of Education and revise budgets accordingly.
• Oversee budget disbursements and expenditures as defined by the Department of Education.

Grant Management (15%)

• Remain current on the intricacies of the federal regulations as described in Education Department General Administrative Regulations ( EDGAR ), as well as UW System regulations.
• Interpret grant policies and procedures to assure that program activities comply with federal regulations.
• Write and submit federal grant proposal every five years.
• Collect and analyze data for annual performance report and budget.
• Write and submit annual performance report and budget.
• Develop and maintain a positive working relationship with the Department of Education’s program officer.
• Consult with the Diversity and Inclusion Business Manager and University Budget Office for grant related issues.
• Consult with Institutional Research, Assessment and Planning Office when gathering data for reports and grant proposal.

University Liaison (10%)

• Serve as a program liaison and representative with campus academic departments, Student Affairs, Diversity and Inclusion and University administration.
• Represent program at campus events including student orientations, incoming student registration and campus close-ups.
• Work with ACCESS Center to ensure services for students with disabilities are being met in accordance with state and federal law.
• Serve on University committees and task force groups.

Professional Development (5%)

• Maintain memberships to the Council for Opportunity in Education ( COE ), Midwest Association for Educational Opportunity Program Personnel ( MAEOPP ) and Wisconsin Association for Educational Opportunity Program Personnel ( WAEOPP ).
• Attend conferences, workshops and TRIO training sessions sponsored by the above organizations and the Department of Education.
• Other duties as assigned by supervisor.

Required Qualifications
  • Master’s degree in Administration, Counseling, Education, or a related degree.
  • Minimum of two years of demonstrated experience in the administration and management of a program or department, including program development and administration, supervision of personnel, budget development and management.
  • Minimum of three years of work related experience teaching at a post-secondary level, counseling, academic advising, or direct support to students.
  • Have demonstrated a strong commitment to underrepresented populations including but not limited to first generation, racially and ethnically diverse students, low income, veterans, returning adults, and students with disabilities
Preferred Qualifications
  • Ph.D. in Administration, Counseling, Education, or a related degree.
  • Three or more years of experience in the administration and management of educational opportunity or support services programs, including program development and administration, supervision or personnel, budget development and management.
  • Successful experience in grant writing and management.
  • Two or more years of experience working with TRIO and/or traditionally underrepresented populations including first generation, low income, racially and ethnically diverse students, veterans, returning adult and students with disabilities.
  • Successful experience in developing a collaborative team approach within a unit or department.
  • An individual with similar experience or background of TRIO participants.
