Reporting to the Vice President of Finance & Administration
(VPFA), the Senior Director of Human Resources is responsible for
developing and administering policies, procedures, and programs for
a variety of functions including compensation and benefits,
recruitment and retention, on-boarding/orientation, professional
development and training, payroll, reporting, employee relations,
diversity, equity and inclusion, and EEO. The Senior Director will
provide advice and counsel to the University’s senior staff and
hiring managers and is expected to be knowledgeable in industry
best practices and the legal and cultural aspects of human resource
administration. The Senior Director serves as a Deputy Title IX
Coordinator.
Essential functions include but are not limited to:
Employee Relations – Works with all levels of employees to
foster a positive working environment. Investigates and resolves
complaints and other problems in a timely manner that is fair to
employee and the University. Determines, recommends and designs
employee relations practices and programs necessary to establish a
positive employer-employee relationship and promote a high level of
employee morale and an inclusive and equitable culture.
Compensation – Establishes and maintains classification program
ensuring internal and external equity and competitiveness,
including establishing and/or maintaining University salary band
matrix(s), and performing and/or managing periodic peer institution
(or other comparative baseline) salary comparative analysis
projects. Responsible for preparing and monitoring the faculty and
staff salary budget.
Benefits – Analyzes and reviews employee benefits to ensure
cost competitiveness, and employee value. Responsible for preparing
and monitoring benefits budget.
Performance Management – Develops and maintains appropriate
performance appraisal systems. Assists supervisors in determining
appropriate corrective action while ensuring fairness, equity and
proper documentation. Consults with legal counsel as
necessary.
Recruitment – Establishes and/or maintains an effective
employee recruitment and selection program to attract and recruit a
diverse workforce of high ability to NDMU.
Policy and Procedure –Establishes and/or maintains HR related
policies and procedures in alignment with industry best practices
and standards and applicable federal, State, and local laws. Engage
in continuous evaluation and improvement of University policies,
procedures, and practices, including initiating or revising
policies as appropriate, and assisting managers in the
interpretation and implementation of policies and procedures.
Payroll and Reporting – Oversees departmental responsibility
for faculty/staff and student payroll management, execution and
required reporting.
HRIS – Responsible for HRIS and other related vendor selection
and contract maintenance. Periodically evaluates HRIS use and
recommends changes or enhancements to ensure maximum utility of
system.
Professional Development and Training – Establishes internal
and external training programs that address University professional
development and training needs across department lines, including
new employee on-boarding and orientation. Works with senior staff
to identify and meet these needs via internal and external training
resources.
Worker’s Compensation & Unemployment – Responsible for
maintaining the OSHA compliance, integration with existing safety
initiatives, and return to work policies. Manages workers
compensation claims. Responsible for maintaining Unemployment
claims and monitoring with the State of Maryland, and applicable
compliance.
Consults and advises senior staff and supervisors on a wide
variety of personnel issues (e.g. hiring, promotions, discipline,
leave policies, etc.) related to effective college operations,
decision making and fidelity to all relevant policies and
procedures.
Conducts routine and ad-hoc data analysis and reporting of
human resources information to internal and external stakeholders
including the VPFA, President’s Cabinet, CUPA-HR, IPEDs, AAUP,
etc.
Manages applications for H1-B and permanent residency for
faculty and staff.
Provides leadership, supervision, and counsel to the Office of
Human Resources staff to ensure efficient and effective operations
and the use of best practices in their respective functions.
Responsible for effectively allocating and monitoring HR resources
within scope of department budget.
Selects and coordinates use of HR consultants including
benefits broker, insurance carriers, retirement savings
administrators, training specialists, labor counsels and other
external resources.
Ensure proper management of sensitive and confidential data and
information in accordance with applicable federal and state laws
and University policy.
Maintains and enhances professional knowledge and skills by
attending training sessions, workshops/seminars and reviewing
published literature.
In coordination with the Title IX/504/ADA Coordination,
develop, coordinate, facilitate, and conduct Title IX and other
non-discrimination related-trainings, awareness events, and other
compliance efforts for new and continuing faculty and staff.
Conduct Title IX and other non-discrimination-related
investigations, in collaboration with other human resources staff,
which may include meeting with reporting and responding parties,
witnesses, and other parties to reach an investigative finding of
responsibility.
Serve on University committees, taskforces, workgroups, etc. as
designated.
Performs such similar, comparable, or related duties as may be
required or assigned.
Qualifications:
Knowledge : Bachelor’s degree in Human Resources, business or non-profit management, or a related field from an accredited college or university required. Master’s degree preferred. SPHR or SHRM-SCP certification preferred. Some knowledge of or exposure to diversity, equity and inclusion concepts and practices preferred.
Experience : Minimum of seven (7) years of progressively responsible experience in Human Resources administration, with at least two (2) years in a supervisory role. Experience in higher education is strongly preferred.
