Job Description

The Assistant Vice Chancellor for Economic & Community Development (AVCECD) is tasked with collaborating across campus and St. Louis to create partnerships with internal and external entities that benefit the university and help advance economic development interests. The AVCECD will strategically amplify the university’s economic impact on the state and region.

The AVCECD will have the gravitas to open doors and think creatively. They will be an outstanding collaborator, inspire colleagues, have a very high organizational EQ, and possess the ability to work with, and influence, senior leadership teams in universities, industry and the public sector. The AVCECD will possess excellent interpersonal skills and high integrity, combined with an outstanding personal style that is characterized by executive-level communication skills, transparency, trust, active listening, authenticity, persuasiveness, self-awareness, and drive.

Reporting to the Vice Chancellor for Research and Economic & Community Development (VCRECD), (AVCECD) will lead the Office of Economic and Community Development (ECD). This unit oversees University-wide strategy to consciously engage and apply its economic and human capital as an anchor institution to drive positive community impact and economic opportunity in North St. Louis County, the St. Louis region, Missouri and beyond. ECD does this by leading and supporting community-university partnerships and initiatives, growing a culture of engagement on campus, building statewide community development capacity, tracking and communicating impact, and fostering connections and relationships with community.

DUTIES AND RESPONSIBILITIES
  • Specific responsibilities include but are not limited to:
  • Lead the Office of Economic & Community Development.
  • Coordinate university activities to support regional, state, industry and business development needs.
  • Lead, facilitate, and work with teams on university-wide economic development, education, health and wellbeing, and community-building initiatives.
  • Increase public-private/university-community partnership activities.
  • Further UMSL’s role as an Anchor Institution.
  • Partner with MU Extension to house Community Development, and Creating Whole Communities programs and work collaboratively on join initiatives.
  • Increase professional development and supports for engaged research and teaching
  • Participate in strategic planning, environmental scanning, grant writing, and special projects.
  • Implementation of the UMSL strategic plan
  • Establish and maintain strategic partnerships and relationships to address regional economic development and workforce needs.
  • In cooperation with the VCRECD, develop and manage the annual unit budget.
  • Responsible for fiscal oversight of all programs operated by the unit.
  • Prepare grant proposals and external funding requests to support economic development and workforce education and training initiatives for UMSL.
  • Supervise personnel assigned to the unit.
  • Develop and track progress on a unit strategic plan that includes strategies for outreach growth and potential revenue generation.
  • Develop and implement a marketing strategy for the area and the University’s economic and community development role in collaboration with the Director of MarCom.
  • Develop and implement processes to continually assess effectiveness of workforce development, business development, and community programs and partnerships.
  • Collect data and submit reports regarding community and economic development programs to appropriate University personnel, state agencies, and other stakeholders.
  • Assume an active role in local community outreach and maintain contact with local leaders to develop long-range programs that meet economic, workforce, and community development needs.
  • Work with University leaders on strategic campus development as it relates to furthering economic and community development.
  • Promote the connection between education and the economy by developing and maintaining close working relationships with the state and local business community, schools, higher education, and workforce/economic development agencies.
  • Expand knowledge and application of new technologies and innovative methods that successfully assist business and industry to ensure quality education for the changing workforce environment and business development.
  • Direct comprehensive needs analysis surveys and program evaluations to ensure the best possible programs and resources are developed and offered throughout the service area.
  • Perform other related duties incidental to the work herein described.

Salary

Pay commensurate with education and experience.
Hiring Range: $103,000 - $182,750 Annually
Grade: GGS-E1A

Minimum Qualifications

A Master's degree in a relevant area and 10 years of experience from which comparable knowledge and skills can be acquired OR a Bachelor's degree in a relevant area and 12 years of experience from which comparable knowledge and skills can be acquired is necessary.
