The Pre-Mail Services Technician will manage the data production operations in mail services to ensure accurate address lists creation and maintenance. Work assignments will be based on departmental production demands. This position will coordinate data editing and formatting to meet postal automation requirements and provide oversight of variable image/data merge printing services. Duties will also include but are not limited to machine operation, handwork and administrative duties.

As a member of the PP&M team, all staff are expected to contribute positively toward fulfilling PP&M's mission of providing high quality print and mail projects for the campus community. Job Duties:
  • Receive and accurately interpret job requirements as defined on the mail specification sheet and work order.
  • Install, maintain, upgrade, update and operate software related to postal automation, and other operational applications.
  • Set up and operate a variety of mail processing machines, including, but not limited to, labelers, ink jet addressers, inserters, tabbers, postage meters, and a variety of small equipment.
  • Manage the National Change of Address (NCOA) process for address data files to meet U.S. Postal Service MOVE update requirements.
  • Import and export data in a variety of formats.
  • Create database with appropriate fields, and populate them with imported data.
  • Perform necessary steps to assign addresses and sort data to meet the requirements of the appropriate mail classification for particular mailings, or for use in print merge applications.
  • Produce all necessary USPS documentation specific to the requirements of mailings being processed.
  • Prepare print ready files for addressing to a variety of devices.
  • Produce peel-off labels and short-run letter quality addressed envelopes by operating a variety of matrix or laser printers.
  • Produce tray labels and tags as required by the specific mailing being processed.
  • Maintain an inventory of supplies and university postage including both postage meters and stamps.
  • Provide back-up coverage for any area within the responsibilities of the mailroom including data entry, data collection and set up and completion of jobs from start to finish.
  • Perform additional jobs as assigned by the team leader.

    Minimum Qualifications:
  • High school diploma or equivalent
  • Demonstrated ability to accurately perform basic mathematical functions.
  • Ability to operate computers at an advanced level in a network environment, using both specialized applications as well as standard administrative applications such as e-mail and the Microsoft Word, Excel and Access.
  • Excellent interpersonal skills, possess strong customer service skills, a commitment to a collaborative team-based work environment, and possess strong verbal communication skills.
  • Demonstrated ability to exercise good judgment and the ability to work under pressure and take initiative.
  • A valid PA driver's license.

    Preferred Qualifications:
  • Postal regulation knowledge.
  • Experience with variable data software programs.


    Physical Demands:
  • Ability to routinely lift packages up to 50 pounds, with occasional heavier lifting with mechanical assistance or help.
  • Ability to work in a standing or sitting position for extended periods.
  • Must possess adequate vision to make judgments concerning the overall quality of finished products.
  • Must be able to tolerate exposure to noise, dust, and fumes, and use personal protective equipment as required.
  • Must be able to work outdoors under a variety of adverse weather conditions.

    Work Type:
    This is a full time, year round, benefits eligible position.

    This role is not budgeted for visa sponsorship at this time, all candidates must be authorized to work in the US at the time of submission of the application.

    Salary Range:
    This is a Staff Non-exempt position with a hiring range of $15.09-18.86. The offer rate will be based on a review of the candidate's credentials compared to the qualifications of the position, internal equity, and our overall compensation philosophy.
