The University of Central Florida's Office of Institutional Equity (OIE) seeks an Assistant Director/Title IX Coordinator to join its talented 13-member team of investigators and compliance staff (www.oie.ucf.edu). OIE's mission is to ensure equal opportunity and to protect the civil rights of all University community members through proactive outreach, education, and effective responses to reports of discrimination. The office is part of the President's Division, reports to the Vice President of Compliance and Risk, and oversees compliance with all civil rights laws and regulations, including but not limited to Title IX, Title VI, Title VII, the ADA, the Equal Pay Act, and OFCCP regulations. The selected candidate will report directly to OIE's Director and supervise a team of three Title IX Investigators and one Deputy Title IX Coordinator/Training Specialist, as well as manage the day-to-day responsibilities associated with the University's Title IX Compliance program to ensure effective, timely, and consistent responses to reports of sex discrimination (including incidents of sexual harassment, sexual violence, relationship violence, and stalking) involving employees and students.

 

The Opportunity:

The Assistant Director, Title IX Coordinator serves as the subject matter expert on campus ensuring institutional compliance with Title IX of the Education Amendments of 1972. In addition to ensuring impartial, neutral, and effective responses and investigations to reports of sex discrimination, this position develops applicable institution-wide policies and procedures, develops and delivers training related to nondiscrimination, oversees the facilitation of pregnancy-related accommodation requests, assists with responses to external agency audits and information requests, and communicates risk and remediation strategies to leadership to ensure compliance with Title IX-related laws and regulations. This position routinely collaborates with multiple campus partners including but not limited to staff in our Student Conduct and Academic Integrity Office, Student Care Services Office, Department of Human Resources, Provost's Office, UCF Police Department, and Department of Housing and Residential Life. This position chairs biweekly meetings with the University's Title IX Response Team and quarterly meetings with the University's Title IX Advisory Council, participates on the University’s Clery Compliance Committee, and periodically participates on threat management committee discussions. This position leads on training various groups on campus including Deputy Title IX Coordinators, Title IX Liaisons, UCF Police Department officers, Student Conduct hearing officers, and Athletics' staff; as well as periodically serves as a liaison to local and state government agencies (i.e. law enforcement, DCF). This position, in collaboration with campus partners, also continuously reviews and modifies as necessary the campus-wide Title IX awareness campaign ("Let's Be Clear") and associated website (www.letsbeclear.ucf.edu).

 

Responsibilities:

  •  Monitor all reports regarding sex discrimination received by the University in a timely and effective manner and coordinate a responsive course of action (including access to remedial measures for parties, investigations, and collaboration with campus partners) to ensure a timely and effective response (this includes supervising and conducting independent and unbiased investigations, including preparation and finalization of investigative reports)

  • Develop and provide consultation, education, and training to the University community regarding the prohibition of unlawful discrimination, harassment, and retaliation, as well as available resources for support and reporting options and processes

  • Assist in maintaining OIE's case database and oversee the preparation and maintenance of subject matter data related to tracking and trending analysis, including gathering data requested in response to public record requests, litigation-related requests/subpoenas, and external agencies' information requests

  • Work collaboratively with colleagues and campus partners to ensure Title IX and VAWA compliance with regard to the University's response to reports of sex discrimination, including but not limited to the development of University policies and procedures, leading the University's Title IX Response Team, and leading the University's Title IX Advisory Council

  • Recruit, train, supervise, and/or provide leadership to staff who serve as Title IX Investigators, Deputy Title IX Coordinators, and Title IX Liaisons or whose roles intersect with the University's procedures for responding to reports of unlawful discrimination, harassment, or retaliation;

  • Monitor the University's responses and ensure implementation of processes related to requests for accommodations based on pregnancy-related conditions

  • Other duties as assigned by the OIE Director, including, serving as a liaison and representative for internal and external committees and professional associations.

 

Minimum Qualifications:

Bachelor's or Master's degree and 4+ years of relevant experience with at least 1+ year(s) of leadership experience

 

Preferred Qualifications:

  • Five years of experience in conducting investigations of sex discrimination allegations, including allegations of sexual assault, relationship violence, and stalking

  • Experience working in a unionized environment

  • Juris Doctorate degree

  • Demonstrated ability to work constructively with diverse populations

  • Experience working in a higher education environment or with higher education clients

  • Strong command and working knowledge of basic and advanced principles of federal and state laws and regulations prohibiting sex discrimination (including but not limited to Title IX and the Violence Against Women's Act), as well as demonstrated knowledge of best practices for compliance with these laws as they relate to institutions of higher education

  • Resume reflecting demonstrated skill in witness examination/interview and investigation techniques, including leading effective party and witness interviews and producing high-quality written work products

  • Demonstrated ability to independently/efficiently manage a significant caseload

  • Experience training individuals (small and large groups) on non-discrimination, particularly with regard to Title IX

  • Supervisory experience
