Job Summary

Reporting to the District Executive Director of Grants Development and Compliance, the Director of Grants Development is responsible for the College-wide development, processing, submission, and monitoring of all grant proposals.

Primary Duties and Responsibilities

Essential Performance Requirements*
  • Oversees grants development processes, including managing department personnel in the preparation and production of proposals
  • Responsible for grant writing and managing the grant development process for the District; administers and manages a comprehensive, College-wide Office of Grant Development
  • Coordinates College and campus work with internal and external groups to promote college-wide and campus grant projects, assures smooth coordination and avoids duplication of effort
  • Maintains regular contact with external network and funding agencies at the Federal, State, and local levels and markets the funding needs of the College to potential partners and funders
  • Disseminates information about funding sources and opportunities to faculty and staff College-wide
  • Develops proposals and monitors the progress of proposals after submission
  • Prepares all correspondence to fulfill the Tarrant County College District Board of Trustees’ requirements
  • Partners with Finance/Grants Accountant and Director of Grants Management and Program Managers to set up grant budgets once funding is secured
  • Writes or assists in writing final reports as required by funding source
  • Writes a specified number of major grants on an annual basis
  • Reviews RFA and RFP bid solicitations and prepares cost proposals
  • Supports data for conformity with government agency and company policies
  • Manages pre-award contracts, subcontracts, and cooperative agreements so approvals, extensions modifications, supplemental funding requests, key personnel notifications
  • Supports as needed post-ward activities such as closeouts and other grant actions
General Supervision and Management
  • Leads a grant development team of grant resource specialists and administrative development support. Works collaboratively with the District Executive Director and TCC leadership to develop pre-award strategies to align with funding goals to develop proposals
  • Supervises pre-award processes including but not limited to grant proposal development, application review, alignment of partners, review of pre-award MOUs, letters of agreement, letters of support, identifying pre-award regulations, policies, and procedures in connection with the grant development contract administration function
  • Co-leads post-award activities with the Director of Grants Management and Grant Resources Specialists and works collaboratively to determine post-award resources needed to ensure grant success
Service Excellence
  • Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through Tarrant County College ( TCC )
  • Supports the values of the College: diversity, teaching excellence, student success, innovation, creativity, and service to the College
  • Supports the mission, values, goals, and principles of the College
Supervision
Works under the general supervision of the District Executive Director of Grants Development and Compliance

Required Minimum Qualifications
  • Bachelor’s degree
  • Five (5) years’ working experience related to post-secondary education Federal and State grants
  • Two (2) years’ experience supervising (e.g., managing, evaluating the performance of others; leading projects or processes)
Preferred Qualifications
  • Master’s degree in English, Higher Education Administration, Business Administration, Public Administration, or a related field
  • Experience in developing and writing programmatic proposals to governmental agencies, including the development of curriculum, training programs, budgets and budget narratives, timelines, and job descriptions
  • Experience writing successful grant proposals
Knowledge, Skills and Abilities
  • Knowledge of Federal, State, and local grant requirements
  • Skilled in excellent customer service and interpersonal relationships
  • Skilled using Microsoft applications and enterprise systems, including word processing, spreadsheet, and presentation software
  • Ability to work effectively in a collaborative, diverse environment
  • Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
  • Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
  • Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables

Work Environment
The work environment characteristics described here are representatives of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to risk of electrical shock. The noise level in the work environment is usually quiet.
