Position Purpose

Autonomously provides financial analysis and oversight of department and sponsored research for faculty members across multiple disciplines. Applies an understanding of the principles and practices of financial and grants management during proposal development, financial management of awarded projects, and strategic planning to support research objectives in the accomplishment of financial and administrative activities. Under the supervision of the Director of Research Administration, the Research Administrator II is expected to assist with training and mentoring of Research Administration team members.

Required Qualifications - Skills, Knowledge and Abilities
  • Three to four (3-4) years of experience or the equivalent in not-for-profit accounting and grants management in an educational and/or research setting.
  • Excellent accounting, management, organizational, and interpersonal skills.
  • Proficiency in database management, spreadsheets, and other computer software.
  • Demonstrated experience required to financially manage complex research projects.
  • Willingness and ability to exercise judgment, to take initiative and to interact with faculty, staff, and outside agencies in a professional manner. Flexibility and openness to change.
  • Ability to plan work, set priorities, and respond to pressures, deadlines, and changes in schedules and priorities.
  • Attention to detail and accuracy.
  • Ability to maintain confidentiality and security of sensitive information.
  • Ability to work effectively, both independently and as a member of a team.
  • Knowledge of fiscal policies and processes and federal regulations.
Preferred Qualifications
  • Five to six (5-6) years of relevant experience in research administration, accounting, or budget management.
  • Thorough understanding of OMB circulars and sponsor regulations.
  • Familiarity with higher education accounting systems and procedures.

Description

Research Administration, Pre-Award:
  • Examines and inspects federal and non-federal solicitations, providing guidance and counsel to faculty and other researchers regarding interpretation of guidelines for potential research projects. Works in partnership with faculty and non-faculty researchers in preparing proposals to funding sources, including development of detailed project budgets for proposal submission, and ensuring compliance with institutional and agency policies. In conjunction with the Office of Sponsored Projects, coordinates electronic proposal submissions and other electronic research-related processes, managing issues that occur during the course of the institutional approval process and agency review.

Research Administration, Post-Award:
  • Post-Award: Responsible for oversight of financial, institutional, and regulatory compliance of faculty research portfolios, including sponsored and non-sponsored funding as well as complex research projects such as center grants and multi-project awards. Independently makes decisions regarding expenditures being reasonable, allowable, and allocable to grant funding per institutional and sponsor policies. Provides guidance and counsel on financial and personnel expenditure forecasts, evaluating and advising on potential risks. Coordinates and assists faculty in preparation of necessary reports to meet internal and sponsor requirements. Advises faculty on issues of spending and budgeting to ensure compliance with sponsor and institutional policies, and interpreting policies in collaboration with the Office of Sponsored Projects and Thayer School of Engineering to mitigate audit risk and address funding fluctuations. Interacts with representatives of Dartmouth College, Thayer School, Dartmouth-Hitchcock, other academic institutions, industry partners, and funding agencies to provide information requested, seek clarification of requirements, and collaborate on financial issues.

Research Administration, Personnel Management:
  • Formulates and implements plans to accurately monitor faculty effort to assure compliance with research effort commitments and academic obligations. Monitors payroll funding levels; anticipates and identifies potential payroll shortfalls; communicates and advises investigators and department on shortfalls and initiates changes as necessary. Responsible for the personnel/payroll process for all appointments to research accounts including research faculty, research associates, technicians, graduate students, faculty offsets, and summer supplements. Monitors payroll funding levels, preparing and processing FTE distributions based on grant and departmental budgets.

Description

Training and Mentoring:
  • Participates in onboarding newly hired faculty to include review of financial tools, proposal and award portal, and general principles of research administration. Serves as a resource to investigators and staff on regulatory, compliance, and sponsor requirements. Provides initial and ongoing training of Research Administrator I team members. Assists with process improvement and training initiatives related to pre-award and post-award activities. Support the Dean’s Office and Thayer Human Resources Director with research personnel related issues.
