Job Description:

Under the general direction of the Controller, the Director of Post Award Grant Reporting leads the University’s comprehensive post award management function. The Director interprets regulations and guidelines of multiple sponsors and funding agencies with complex and broad award requirements to ensure accurate and timely financial oversight and reporting, leading efforts to balance minimization of compliance risks with the University’s goals and mission. The Director also serves as a resource and subject matter expert to faculty, university and cost center administrators, and external sponsors / parties for questions related to award management.

The Director will achieve this by leveraging knowledge and practical experience of grant and contract management rules and regulations (GAAP, financial accounting, reporting rules and best practices), technical expertise, and analytical skills. In coordination with the Research Department, and specifically the Research Grant Administrator, the Director will provide continuous oversight of all post award activities. Post-award activities include, but not limited to, regular review, reconciliation, and projection of award finances, preparing adjustments and corrections to award budgets, preparing financial reports, and at the end of the award, ensuring all financial requirements have been met, and closing out the award. Disseminates information related to awards and contract fulfillment activities and supports reporting activities.

Essential Duties and Responsibilities include, but not limited to the following :
  • Oversees post award operations from notice of award and initiation of projects through contract completion and closeout. Oversees preparation of financial reports and billings for sponsored projects; monitors compliance with applicable terms and conditions and policies and procedures.
  • Interprets and ensures compliance with agency rules, regulations, guidelines, etc. Works in collaboration with the Research Department Grant Administrator to assist principal investigators, faculty and staff with award compliance.
  • In collaboration with the Research Department, and specifically the Research Grant Administrator, serves as a resource to faculty and department/college level administrators regarding matters related to award set up, sponsor terms and conditions, and policies, procedures, and federal requirements governing post award management of sponsored awards.
  • Manage all audit and compliance of Post Award activities (i.e., sponsored and non-sponsored projects, and other similar projects), including policy and procedure development and review, regulatory compliance, and audit coordination.
  • Responsible for prudent cash management of Post Award accounts which include invoicing and drawdowns to maximize cash flow within regulations and accounts receivable collection follow-up.
  • Oversee the fiscal and accounting analysis and compliance review by project, cost center, and other similar accounts (for both sponsored and non-sponsored activities).
  • Responsible for the coordination, submission, negotiation and acceptance of the University’s Facilities and Administration and Fringe Benefit Rates.
  • Develop, recommend, and implement approved policies and procedures relating to the post award administration of sponsored and non-sponsored projects, ensuring that work processes are efficient and such programs are compliant with applicable federal, state, sponsor financial reporting, and university requirements.
  • Serves as subject matter expert of the University’s grant accounting system(s). Ensures system set up is optimized for efficiency, compliance and accurate financial reporting.
  • Facilitates integration of grant budgets into University financial budgets and forecast.
  • Act as primary liaison to coordinate and respond to audits: single audit, risk assessments, and other sponsor inquiries. Develops corrective action plans to address findings and management recommendations, and ensures that such plans are documented, implemented, and regularly reviewed.
  • Stays abreast of changes in the regulatory and financial reporting environments.
  • Serves on working groups or other special initiatives as needed. Performs other related duties incidental to the position.
  • Seeks continuous improvement in processes and procedures and actively brings to the University best practices.
Qualifications
  • BA/BS in Accounting/Finance
  • CPA or advanced degree preferred
  • 7 - 10 years of Accounting experience
  • Experience with grant accounting and OMB compliance
  • Thorough understanding of Generally Accepted Accounting Principles (GAAP)
  • Strong analytical and accounting skills
  • Self-Starter, customer service and process improvement focused and professional attitude
  • Ability to solve problems, prioritize and multi-task in a deadline driven environment
  • Ability to learn and adapt to new technologies
  • Work with limited up-front guidance and take ownership of work product
  • Able to work in a team environment and interact closely with team members
