Position Summary:

The Heating Plant Superintendent is a working management role and is responsible for directing and supervising the operations and maintenance of the campus central heating plant, the underground steam distribution piping system, and the cooling plant. The position has direct supervision of plant operators and oversight of contracted service provider staff as well as interfacing with various campus and State departments working to operate, maintain, and renovate the plant. The plant equipment includes high pressure boilers and large capacity chillers along with associated mechanical and electrical equipment. Oversees the safe, efficient, environmentally friendly, and cost-effective operation and maintenance of systems, performs administrative duties, and supervises staff at campus Heating/ Cooling plants to supply the campus with critical services.

Responsibilities
  • Supervises and directs plant operation
  • Leads, mentors, and coaches plant staff to ensure safe, reliable, and uninterrupted utility production of critical services
  • Manages schedules
  • Develops and maintains plant operational standards and procedures
  • Trains operating personnel in use of the procedures
  • Monitors control systems and operations, watches for changes, and makes adjustments and repairs as necessary
  • Assesses problems and takes corrective actions as appropriate to maintain critical plant operations
  • Makes technical decisions, coordinates with other plants’ production activities, performs hands-on mechanical maintenance, repairs, and adjustments, and inspects the work of staff and ensures optimum performance of critical equipment
  • Oversee operation and maintenance of all plant equipment, including high pressure steam boilers along with associated mechanical and electrical equipment
  • Troubleshooting, investigation, and solving issues that arise in heating/cooling plant environments
  • Oversee operation and maintenance of underground steam distribution piping and manholes from the central plant out to each campus building.
  • Oversee operation and monitor compliance with WI DNR permits applicable to the facility
  • Provide Wisconsin Department of Administration (DOA) with monthly plant reports for fuel usage for the plant and per boiler
  • Follow DOA fuel policies
  • Work with DOA personnel on monthly and yearly gas nominations
  • Schedule fuel oil deliveries and manage fuel oil inventory
  • Maintain and adjust heating plant water chemistry by working with the State Contracted Water Treatment Vendor
  • Interface with various campus and State departments working to operate, maintain, and renovate the plant.
  • Plans, coordinates, and reviews plans for major plant repairs
  • Monitors contractors and project status
  • Be available or assign others for consultation of plant operations, as needed, for a plant in operation 24/7 year-round
  • Participate in on-call emergency communication for Facilities Management
  • Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees

Qualifications
Required:
  • Minimum of five years of operating and maintenance experience within a central heating plant or closely related process plant
  • Ability to lead a team of operation and maintenance employees
  • Proficiency with office applications including email, spreadsheets, word processing, and team virtual meetings
  • Effective written and verbal communication skills
  • High School Diploma (or equivalent)
  • Ability to work in confined spaces and in unpleasant conditions, including extreme temperatures, dirt and dust.
  • Ability to perform heavy manual labor including frequent lifting up to 50 or more pounds.
  • Ability to perform basic plant maintenance tasks using power and hand tools.
  • Must pass a post-offer employment test.

Preferred:
  • Associate Degree in Boiler Operation or Power Engineering or closely related field
  • High Pressure Boiler Operator License (Facility, Stationary Engineer, or Power Plant) administered by a nationally recognized organization (ASOPE or NIULPE).
  • Experience directly supervising maintenance or operations employees
  • Proficiency in writing requests for proposal for service work and interpreting and evaluating same
  • Experience in developing and writing plant operational procedures
  • Familiarity with PLC controls
  • Evidence of experience with managing annual operating budgets
  • Familiarity with maintenance management software tools
  • Demonstrated success with conflict resolution and elevating organizational standards of performance.
  • Knowledge of engineering principles of thermal utilities, HVAC, and thermodynamics of steam production
