Talent Acquisition Consultant will serve as a strategic partner in attracting and recruiting top talent for new business/proposal development, global and senior staff roles (as business needs require). This includes candidate sourcing and attracting top talent, consistent screening, selection, and hiring practices that are efficient and offer an excellent candidate experience from first contact through onboarding. Working with the Global Talent Acquisition Lead, this position will serve as a strategic partner to broaden Jhpiego's outreach and ensure a diverse candidate pool, improve proposal recruitment processes and systems, and position Jhpiego as an employer of choice.
Responsibilities:Sourcing
- Markets open positions via the organization's careers page and job boards such as LinkedIn, Devex, etc.
- Develops and maintains a network of contacts and candidates via proactive use of social media (LinkedIn, Facebook, etc.)
- Sources passive candidates using a variety of search methods such as LinkedIn, Devex, etc. to build a robust candidate pipeline
Recruitment
- Manages full-cycle recruitment activities for a load of ~10-15 active and proposal recruitment
- Proactively manages full life-cycle recruitment campaigns for staff positions and proposal submissions including management of sourcing, advertising, screening, interviewing, selection, and closing process
- Manage offer process including salary, benefits and allowances as required
- Aligns the recruitment of each position to the overall global talent acquisition strategy and utilize diverse sourcing mechanisms to proactively identify potential key personnel
- Provides timely progress updates on pipelining, interview, and placement activity to hiring managers, Senior Management Team(s)
- Collaborates with New Program Development department in building a pool of key personnel candidates
- Trains in country HR Managers on new business development recruitment of key personnel
- Trains staff on Bio data form as per donor requirements
- Grows and maintains relationships with the business leaders, staff and external stakeholders (partner organizations and donors)
- Establishes recruitment networks with regional institutions in Africa, Asia and LAC regions
- Conduct reference and background checks
- Maintains open position report and track recruitment activity, analysis and metrics
- Maintains compliance with policies and procedures and federal and state regulations with regard to all recruitment practices
- Backstops other recruitment activities and special projects as needed
Relationship Management
- Builds strong relationships with hiring managers to understand current and future hiring needs, developing job descriptions/specifications, and hiring strategies
- Manage all communication with key personnel after proposal submission and until a funding decision has been determined by the donor
- Support the Jhpiego workplace diversity strategy by building strong networks with key internal and external personnel as well as skilled professionals
Database Management
- Manages Jhpiego's Applicant Tracking System (iCIMS) striving continuously to populate with appropriate candidates
- Ensures that iCIMS is kept current and user-friendly
- Manage iCIMS role out in designated country offices by training in country HR reps and staff
- Continuously sources new recruitment sites, appropriate headhunters and update recruitment sources database
Special Skills Knowledge & Abilities:
- Proposal recruitment experience for USG donor (i.e., USAID,
CDC, DOD) or other international donor agencies
- Working knowledge of sourcing international candidates for
overseas field missions: expat, TCN, and local national
staff
- Experience managing and prioritizing multiple searches,
projects and client relationships
- Experience developing positive working relationships with
hiring managers
- Ability to execute recruiting strategy, including employer
promotion in the marketplace, candidate management, diversity
sourcing, and interview process management.
- Self-sufficient and able to work with little direct
supervision.
- Tenacious with a solutions approach
- Strong consulting skills and demonstrated ability to work in a
team environment, as a team leader and member
- Ability to work in a complex environment with multiple tasks,
short deadlines and intense pressure to perform
- Knowledge of employment laws, EEO regulations, standard HR
practices and procedures
- Strong oral and written communications skills; able to interact
effectively, and in a professional, tactful manner with candidates,
employees and senior management
- Proficient in using applicant tracking software
- Metric-oriented, analytical thinker who is able to analyze,
interpret, present and act upon data
- Appreciation of socio-cultural differences in countries,
preferably having lived and worked in a low resource
setting
- Proficient in Office 365
Minimum Qualifications
- Bachelor's degree in Human Resources, Business Administration,
Psychology or other related field. Degree in specialty area of
recruiting may also be considered
- Five plus years of recruiting and sourcing experience required
- Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula
Preferred Qualifications
- 8 + years full-life cycle international recruiting experience
- Recruiting experience in international development or public
health arena
- HR certification (HCRI or SHRM) or equivalent HR qualification

JHU Equivalency Formula: 30 undergraduate degree credits (semester

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.
The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing.
