Fahrenheit Advisors has been retained to lead the search for Reynolds Community College for their Vice President HR & Organizational Development position. This position will report directly to the President and be based in Richmond, VA . This is an exciting opportunity to join a dynamic team of professionals committed to advancing an organization focused on supporting and developing their people.
Overview:
Reynolds Community College is in its second year of implementing its Strategic Direction entitled It’s a New Day. A key focus area is focused on their people. Specifically, they aspire to become a model of inclusive excellence, innovation and agility where their people will contribute their best. Reporting directly to the president, the Vice President, of HR & Organizational Development is a key member of the college’s executive leadership team. The VP of HR & Organizational Development provides senior leadership for all aspects of the college's organizational development, human resources, and diversity programs, including: recruitment and selection; organizational communication; employee development; talent and succession planning; workforce analysis; compensation; benefits; human resources information management; policies; and payroll. The VP of HR & Organizational Development provides senior leadership in the transformation of the college’s culture by creating, implementing, and assessing programs which improve the overall health of the organization. This position serves as the advisor to the President in such matters. The College anticipates that the person filling this position will need to be available throughout the workday and, on some occasions, after regular work hours.
Essential Job Functions
- Ensures the strategic direction and implementation of organizational and talent development initiatives college wide.
- Leads efforts to develop and sustain an organizational culture of excellence, collaboration, and student success through employee development, performance management, organizational communications, and employee relations efforts.
- Directs planning, research, and development of programs to create and sustain a culture of inclusive excellence for all members of the Reynolds community. Works collaboratively with college partners to develop strategies to recruit, retain, and sustain the success of employees and students from diverse backgrounds.
- Leads all organizational development and human resources functional departments to ensure goals and priorities align with institutional strategy and to ensure compliance with all local, state, and federal regulations.
- Directs the recruitment, selection, and placement of faculty and staff. Oversees the issuance of contracts to administrative, professional, and instructional personnel.
- Directs and establishes procedures for the recommendation of personnel actions to the President.
- Serves as the Chief Human Resources Officer, Chief Diversity Officer, ADA Compliance Officer and Title IX Officer, ensuring compliance with pertinent policies, procedures, and regulations. Oversees the implementation of the college's equal access/equal opportunity grievance procedures, directs the investigation of all complaints of discrimination and provides recommendations to the President.
- Oversees the development of policies, procedures, programs, and strategies to provide employee access to on-going professional development programs including leadership and talent development programs, new employee onboarding, compliance training, etc.
- Administers the development and maintenance of the human resources management information system and college-wide compensation program. Oversees the activities of consultants that partner with the college on major organizational development or human resources studies.
- Interprets federal and state regulations and laws related to human resources and collaborates with college administrators and executive leadership on human resources policy, management, and diversity issues.
- Consults with the Virginia Community College System (VCCS) legal counsel to ensure that college policies and human resources management decisions follow federal and state laws.
- Directs the development and management of comprehensive benefit programs, including retirement incentives, terminal pay, alternative social security program, and special retirement programs. Also, directs the college unemployment, workers compensation, and sick leave pool programs.
- Serves as the official custodian for all records of personnel employed at the college. Oversees access/confidentiality of employee files as required by state and federal laws.
Qualifications
- Master's degree from a regionally accredited institution[required], preferably in human resources management, management, industrial psychology, organizational development or a related discipline.
- Progressively responsible experience in human resources management.
- Previous administrative or experience in higher education, non-profit, public or other similar settings desirable.
- This is a position of special trust and requires the individual hired to successfully undergo an extensive criminal background check including finger printing.

Knowledge, Skills and Abilities
- Demonstrated knowledge of the principles and practices of organizational development and strategic human resources management.
- Strong knowledge of federal and state employment, civil rights, and equal opportunity laws.

- Demonstrated ability to collect, sort, maintain and prepare accurate reports as required by federal and state agencies.
- Demonstrated managerial, organizational, and problem-solving ability.
- Ability to work effectively with others in a diverse community and meet the needs of diverse student and employee populations.
- Strong interpersonal, oral, and written communication skills.
