Job Description:
The Institutional Equity Investigator will play a central role in resolving complaints of discrimination, harassment, and retaliation involving faculty, staff, graduate and undergraduate students at Brown University, complaints of discriminatory conduct that occur on University grounds, and complaints of discriminatory conduct that occur off campus during University sanctioned programs and activities. This position reports to the Assistant Vice President of Equal Opportunity and Diversity and will work closely with the AVP in managing the day-to-day responsibilities associated with the University's civil rights investigations. As a member of OIED, the Institutional Equity Investigator will serve as one of several entry points in which community members and/or guests of the University can report or seek information on the complaint processes and non-discrimination policies of the University. The incumbent will work closely with OIED, University Human Resources, Campus Life, and Title IX to develop and implement training programs and informational materials for faculty, staff, and students on reporting and adjudication processes related to equal opportunity, nondiscrimination, Title IX and other related topics.
Major Responsibilities:
Investigations
Supporting Actions:
- Conduct prompt, equitable and impartial investigations. This includes identifying and interviewing parties; identifying, gathering and assessing information relevant to the investigation; and following other required investigative procedures based upon established policies.
- Exercise judgment regarding the resolution of complaints including informal resolution and formal investigation.
- Develop and prepare comprehensive investigative reports based upon investigation findings.
- Maintain a thorough and well-documented investigative process
by gathering and documenting evidentiary materials and maintaining
accurate and thorough notes.
Supporting Actions:
- Assist OIED in the development and implementation of training and education programs for faculty, staff, and students on equal opportunity, non-discrimination, and other related topics.
- Provide information to students, employees and others regarding the Student Conduct Code, University Code of Conduct, and University policies related to discrimination and harassment
- Stay abreast of current movements in the field of investigations by participating in conferences, workshops, etc.
- Continuously identify and integrate best practices in civil rights investigations into University policies and procedures to ensure that the University's processes, responses, and policies are consistent with federal and state laws and regulations related to compliance with non-discrimination laws.

- Actively foster and maintain a climate that is supportive of Brown University community members and respectful of difference.
- Cultivate positive relationships with campus stakeholders (e.g., faculty, students, and staff)
- Develop and maintain relationships and clear lines of communication with campus and community partners including Campus Life, General Counsel, University Human Resources, and Academic Affairs.
- Build relationships with colleagues at peer institutions; review current literature and research; participate in local, regional and/or national professional associations and organizations.
- Other duties as assigned.
Minimum Qualifications:
- Five (5) to seven (7) years of related experience with a minimum of three (3) successive years of recent, substantive work experience and ability conducting investigations of discrimination in a higher education, non-profit or other relevant setting.
- Master’s Degree in higher education administration, law enforcement, criminology, social work, psychology, or related field required, or 10+ years experience in lieu of Masters.
- In depth knowledge of the federal and state laws pertaining to civil rights, discrimination, harassment and affirmative action, as they apply to colleges and universities including the Equal Employment Opportunity Act of 1972 (EEO), Americans with Disabilities Act (Title II), Title VI of the Civil Rights Act of 1964 (Title VI), Title VII of the Civil Rights Act of 1964 (Title VII), Title IX of the Educational Amendments Act of 1972 (Title IX), the Jeanne Clery Act of 1990 (Clery Act), the Violence Against Women Act of 1994 (VAWA), the Age Discrimination in Employment Act (ADEA), all as amended where applicable, and other federal and state anti-discrimination laws and requirements.
- Ability to work weekends and evenings and travel (when necessary or assigned).
- Juris Doctorate or Doctorate degree.
- Experience in an office of discrimination and harassment is highly preferred.
- Professional experience conducting investigations in a University setting.
- Experience investigating cases of interpersonal violence utilizing trauma informed best practices.
- Knowledge of complexities surrounding investigations in a college setting.
- Title IX Investigator training certification.
- Knowledge of the Maxient software.
Criminal and education background check satisfactory to Brown University.
