    PRINCIPAL PURPOSE OF JOB:

    Under the general direction of HSE Manager, researches, designs, and manages environmental health and safety protection programs and standards; implements directs and coordinates approved programs; assures compliance with local, State, and Federal reporting and licensing requirements to maintain University licenses or permits; oversees the activities of all professional and classified employees within a major technical subgroup of EH&S (i.e., Radiation Safety, Chemical and Biological Health and Safety, Occupational Health and Safety, Emergency Response and Fire Department)



    ESSENTIAL JOB FUNCTIONS:
  • Directs and administers the preparation and maintenance of all mandated environmental regulatory licenses, records, and permits on behalf of the University.
  • Develops University policies and procedures regarding the use of hazardous materials at the University and its branch campuses.
  • Develops, implements, and administers technical training programs for University faculty and research personnel in hazardous materials safety to ensure compliance with cognizant regulations and trains hazardous material incident responders regarding hazardous materials health and safety.
  • Develops policies and procedures for the legal, safe, and economic disposal of hazardous waste materials.
  • Supervises and administers procurement, reception, and distribution of regulated hazardous materials arriving or departing the University.
  • Serves as an expert technical staff resource to the University Health and Safety Committee.
  • Contracts with outside licensed hazardous materials disposal companies for disposal of University generated hazardous waste.
  • Prepares health and safety status reports on current programs and activities.
  • Provides expert technical consultation to University faculty and principal investigators regarding appropriate health and safety protection parameters and safety needs of proposed experiments or procedures.
  • Serves as the technical expert on behalf of the University in interactions with local, state, and federal regulatory agencies in areas of hazardous materials.
  • Inspects University work facilities and equipment, consult with staff, faculty, and supervisors to determine if planned experiments and research activities or any other University sanctioned work involving the use of hazardous materials meet safety standards; determine if equipment and work facilities conform to health and safety standards, consults with engineering and construction personnel on renovations or new proposed projects.
  • Recommends improvements and changes to existing health and safety programs and their application.
  • Interacts with professional and regulatory groups such as the Health Physics Society, American Industrial Hygiene Association, Campus Safety Association, American Biological Safety Association, American Chemical Society, Environmental Protection Agency, the Department of Environmental Protection, etc. Provides information to other schools and institutions. Develops materials for University/Community related activities.
  • Conducts applied research to develop standards for hazardous materials exposure limits for personnel, safe working methods, decontamination procedures and hazardous waste disposal.
  • Performs related duties as required.

QUALIFICATIONS:
  • A Master’s degree in Technical Health & Safety or a related discipline or two years of direct experience may be substituted for an advanced degree.
  • Five years experience in direct health and safety program management.
  • In-depth knowledge of hazardous material technology and environmental health and safety.
  • Excellent communication skills
  • Demonstrated administrative and managerial skills.
  • Certified Professionals preferred.
  • Program development experience.






KNOWLEDGE, SKILLS, and ABILITIES:
  • OSHA Safety environmental compliance
  • Current developments and trends in areas OSHA compliance.
  • Practice and principles of occupational, environmental health and safety.
  • Principles of industrial hygiene, environmental and public health, and State and federal laws, rules, and regulations on the health of industrial workers.
  • Computer programs, including Microsoft Office suite.
SUPERVISORY RESPONSIBILITY: This position will have no supervisory responsibility.

PHYSICAL REQUIREMENTS :
  • Moderate physical activity. Requires some heavy lifting, pushing, or pulling of objects up to 50 pounds, standing for long periods of time, climbing, stooping, or squatting; physical work is a significant part (less than 65%) of the job.
  • The work environment involves some exposure to hazards or physical risks, which require following basic precautions.
