Position Definition:
To plan, coordinate, develop, implement and facilitate student support or instructional services for large - scale and complex program(s) in order to attract, retain and support a diverse population of students; and to provide technical program administration for all related activities.

Distinguishing Characteristics:
Positions in this classification are responsible for the planning, organization and preparation of large, complex student support or instructional programs. Senior Program Coordinators are more involved in program planning and coordination involving two or more major programs.

Examples of Duties/Essential Functions:
Duties may include, but are not limited to, the following:
Provides overall direction and guidance to the day-to-day operations, problem solving and decision making regarding a large and complex assigned program; implements program policies and directives according to District, federal or State guidelines.
Performs program development and administration for large and/or multiple programs.
Assists in the development, preparation and/or administration of department and program budgets.
Maintains and compiles data for statistical reports, student data reports, student records and files, or material requested by the District and State Chancellor’s Office.
Prepares periodic reports, financial statements and records on program activities, progress, status or other special reports for management or outside agencies.
Coordinates with other departments and/or external vendors to arrange for support equipment, materials, services or resources for students and orients students in processes or use.
Develops, schedules and leads training programs for faculty, staff and managers to promote access to and increased awareness of available student support services and programs.
Develops and implements support programs; conducts research appropriate to the operation and effectiveness of the program.
Reviews applications or other program documents to determine acceptance or make decisions pertaining to program; advises students on issues associated with assigned program; identifies problems and provides advice.
Designs and develops presentations, written information and other resource materials concerning available college and community services and programs.
Assists students with navigating college processes as appropriate for assigned program; guides students in utilizing the services of the college and outside agencies; provides referral to auxiliary resources.
Participates in special activities and events as needed.
Maintains and monitors payroll records for student assistants.
Advances program objectives consistent with college’s organizational mission and goals.
Creates program policies and processes to facilitate student success.
Meets with community members, business leaders and external agencies to solicit their participation and interest in college student service programs.
Performs related duties as assigned.

Minimum Qualifications:
Education/Experience:
EXPERIENCE AND TRAINING
Four (4) years of experience performing responsible student services duties in a related college program.

EDUCATION/LICENSE OR CERTIFICATE
Possession of a Bachelor’s degree from an accredited college or university, or the equivalent.

Knowledge Of:
Current policies, procedures and regulations related to assigned student services program.
Modern office procedures, practices and technology/equipment.
General college classroom procedures and requirements.
General needs of population of students supported.
Philosophy and objectives of students services programs; problems encountered by students supported.
General principles and practices of supervision.
Basic interviewing and test proctoring techniques.
Modern software applications (Microsoft Office Suite, etc.).

Identify and obtain resources and other needed programs and services to meet students’ academic and vocational needs and objectives.

Desirable Qualifications:
a. Knowledge of the unique needs of, and barriers faced by, adult learners, justice involved and returning students when trying to enroll or reenroll in college.b. Experience working with identified special populations. Including currently or formerly incarcerated, English as a second language, economically disadvantaged, foster youth, out of workforce Individuals and skill building adults.c. Ability to develop and maintain strong partnerships, working relationships with college faculty, staff, students and external partners such as Adult Education schools, City and County Justice related and community-based organizations.d. Ability to utilize a framework of creativity and excellence in planning, implementation, marketing, and facilitation of innovative programs and services (i.e. presentations, workshops, tours, events, etc.) for prospective and incoming students.e. Familiarity with research and current initiatives related to Adult Education, currently and formerly incarcerated individuals.f. Experience collecting and utilizing data for program improvement and reportingg. Proficiency in technology platforms utilized in student enrollment and student services program delivery, project management and Microsoft platforms.h. Ability to effectively communicate in more than one language (Spanish, English) preferredi. Demonstrated commitment to fostering student equity and inclusion, and ability to communicate and work effectively with students, faculty, staff, and community members of diverse backgrounds, cultures, languages, and abilities.

Special Instructions:
The Senior Program Coordinator for Adult Programs will be directly responsible for the coordination and implementation of the Rising Scholars Grant. In addition, this position will provide transition support for Adult Education students looking to further their education at Contra Costa College. This position is under the direction of the Senior Manager of Workforce and Economic Development. The Sr. Program Coordinator will work closely with student services departments, community partners and adult education schools in the greater West Contra Costa and Contra Costa County area.
Note: New employees will be placed at the first step which is $6,141 per month, second step $6,452 per month or third step at $6,779 per month (depending upon experience). Based on current salary placement guidelines, all step increases for which an employee becomes eligible shall take place on July 1st of each fiscal year. These increases will occur, on annual basis, until the maximum step of $7,481 per month is reached on the salary schedule.
