Job Description Summary
The Office of Animal Welfare (OAW) seeks a full-time Compliance Liaison to manage the day-to-day oversight of biomedical research activities through post-approval monitoring on behalf of the IACUC. Reporting to the OAW Compliance Liaison Manager, the Compliance Liaison will be responsible for ensuring that all laboratory animal research activities are performed in accordance with federal regulations as well as IACUC-approved policies and guidelines. The Compliance Liaison represents the OAW and IACUC when liaising with internal stakeholders at Penn (i.e., research faculty) and plays a key role in disseminating information/advice on various aspects of the animal care and use program to those who participate in animal-related activities.
This position requires being comfortable working in a typical compliance unit: complex, fast-paced, both team- and service-oriented, collaborative, and being sensitive to the confidential nature of IACUC activities.
The Compliance Liaison's (CL) primary roles will be focus on post-approval monitoring (PAM). During PAM visits, the CL will review protocols and procedural records for performance, accuracy, and completeness; PAMs may be conducted in-person as well as virtually, using Microsoft Teams or Zoom. The CL will also review incidents of potential non-compliance reported to the OAW or IACUC, and work with the IACUC Compliance Subcommittee to facilitate reviews and resolution of non-compliant incidents. The CL will work with principal investigators and laboratories to ensure compliance with institutional policies and guidelines.
The CL will be involved in the coordination and scheduling of IACUC semiannual facility inspections and other animal use locations. This will involve coordination with research laboratory personnel, IACUC members, associated offices (ULAR veterinarians, safety personnel, and facilities representatives) during the visits. The CL will be an ad hoc member of the IACUC Compliance Subcommittee and other IACUC Subcommittees as assigned. The CL will also support the Office of Animal Welfare with external audits and inspections (e.g., USDA, AAALAC).
The CL will be expected to perform other IACUC associated monitoring and coordination projects as assigned. Periodic travel between Philadelphia and remote campuses located in King of Prussia and Kennett Square is required.
Job Description
Job Responsibilities
- Post-approval monitoring (PAM) of research activities in
approved research protocols and procedural records for performance,
accuracy, and completeness and ensure that laboratory animal
research is performed in accordance with federal regulations as
well as IACUC-approved policies and guidelines.
- Coordinate (on a rotating basis) IACUC semiannual inspections,
including coordination with other Animal Care and Use Program
offices (ULAR, EHRS, facilities) and PIs for scheduling. Involves
data input, generating reports, and tracking deficiency correction
schedule.
- Maintain reports and track resolutions of non-compliances noted
during PAMs or external regulatory inspections/site visits. Will
work collaboratively with principal investigators and laboratories
to resolve gaps with compliance.
- Maintain reports of IACUC-approved exemptions from the Animal
Welfare Act (AWA), the Guide for the Care and Use of Laboratory
Animals, or UPenn IACUC Guidelines or Policies
Qualifications
- Bachelor's degree in biological, animal science fields or
veterinary technology, and 2-3 years of experience, or equivalent
combination of education and experience, are required. Master's
degree in a related field, AALAS certification at a LAT (Laboratory
Animal Technician) or higher level. Certified Veterinary
Technician/Technologist preferred
- Minimum of 3 years of animal research experience with at least
1 year of regulatory experience in IACUC administration or animal
welfare compliance is preferred, or equivalent combination of
education and experience
- Working knowledge of applicable federal regulations related to
IACUC and animal welfare.
- Excellent written and verbal communication, as well as
excellent interpersonal and customer service skills, is required
for interactions with PIs, laboratory personnel, veterinary staff,
and IACUC members.
- Intermediate/expert level of function in all Microsoft Office
applications, as well as applications for team interconnectivity
such as Slack, Microsoft Teams, Zoom, WebEx, etc.
- The ability to organize various activities, work under time
constraints, handle sensitive matters with discretion and
professionalism while maintaining confidentiality, and work both
independently and collaboratively within groups is
essential.
