Context of the Job:
Under the limited direction of the Director of Sustainability, Energy and Engineering, the Energy Systems Manager is responsible for the University’s energy infrastructure, including sourcing, distribution, and optimized usage. The position develops and manages the University’s strategic energy plan, with a focus on campus energy usage including cost and sustainability as it relates to carbon-footprint reduction. This position is an expert resource for recommending energy reduction strategies including but not limited to lighting, HVAC, and BAS system changes. Manages energy consultants as well as providing energy usage forecasts for campus. Assists with all aspects of the University’s energy program including procurement, trending, demand response programs, and general reduction of energy use. The Manager may supervise multiple exempt and union employees.

Major Responsibilities:

  • Provide expert direction and project management for energy optimization, energy distribution and energy information projects ranging from physical equipment design and installation projects to data collection and control architecture and enterprise IT projects.
  • Provide technical direction and engineering consultant oversight and management related to campus energy utility infrastructure planning.
  • Manage and develop the University’s electric distribution monitoring and building power quality monitoring and reporting systems.
  • Provide technical direction for the optimized operations of the campus utility chilled water, steam and hot water plants.
  • Provide technical direction and project management on the development of Advanced Energy Systems integration projects, including faculty and student research projects related to microgrids, electric vehicles, and renewable energy.
  • Manage the University’s major energy procurement contracts including City of Newark Electric Service Agreement (ESA), Natural Gas transportation accounts, and Central Utility Plant fuel oil accounts.
  • Develop and manage strategic energy plan as well as the energy component of climate action plans.
  • Manage energy monitoring systems and metering for the University’s $29M utility budget; collaborates closely with other Facilities departments, units, and management levels.
  • Develop strategies to maximize energy efficiency, reduce consumption and reduce carbon emissions.
  • Make project recommendations based on metered data and other industry best practices to reduce the University’s energy usage. Develop technical project scope.
  • Produce annual university energy reports including benchmarking building- and university- performance against national and peer standards.
  • Produce economic analysis of various energy initiatives.
  • Develop energy reporting tools.
  • Participate in design reviews for new construction and renovations; ensure that projects are reviewed for energy efficiency and that value engineering decisions accurately account for the life cycle impacts of decisions.
  • Responsible for retro-commissioning projects.
  • Interfaces with campus community on energy related projects.
  • Conduct and/or procure energy audits with vendors and/or maintenance personnel.
  • Identify energy investment opportunities across campus.
  • The Energy Systems Manager supervises one exempt employee, Energy Systems Engineer and provides technical direction to at least two union Utility Plant Systems Instrumentation and Controls Personnel.
  • Ensure all related operations within the University guidelines are conducted in accordance with appropriate safety regulations and University ethics policy guidelines.
  • Perform miscellaneous job-related duties as assigned.

Qualifications:

  • Bachelor's degree and seven years in engineering design or facilities experience in a campus/institutional environment, or equivalent combination of education and experience.
  • Registered/licensed professional engineer and Certified Energy Manager preferred.
  • Working knowledge and experience with BAS/EMS and other systems.
  • Ability to supervise and train assigned staff including organizing, prioritizing and scheduling work assignments.
  • Experience working within a facilities management environment with an understanding of organizational structure, workflow and operating procedures is preferred.
  • Familiarity with life safety and applicable federal, state, county and municipal building codes, construction, building, and maintenance codes.
  • Familiarity with standard best business practice and accounting principles preferred
  • Effective communication (both verbal and written) skills.
  • Ability to effectively lead and develop staff including organizing, prioritizing, and scheduling work. and programs.
  • Performance management skills.
  • Ability to foster a cooperative work environment.
  • Ability to negotiate and manage contractual arrangements.
  • Ability to exercise sound independent judgment.
  • Ability to make objective and ethical decisions in a multi-cultural climate.
  • Ability to manage and impart information to a wide range of clientele.
  • Extensive background and work-related experience in the use of computerized technology with various related software packages for this work climate.

Special Requirements:

  • Individual must have a valid driver's license and regular access to private, reliable means of transportation in order to maneuver throughout the Newark campus and other U/D locations when operationally necessary.
