The Position : Under the general direction of the Deputy Chief Information Officer for Information Technology Services (ITS), the Senior Director, Enterprise Applications, leads an IT professional team in building out the next-generation platform and architecture for Cal State LA’s modernization and growth needs. As a key member of the ITS leadership team, the Senior Director reports to the Deputy CIO and provides strategic planning, operational guidance, and implementation leadership to campus units providing best-fit solutions to campus administrative and academic business needs. In addition, the Senior Director, Enterprise Applications, will be a champion for building the cloud first strategy as well as implementing best-in-class cloud solutions and integrations that deliver web services and application platforms that meet end-user needs. California State University Los Angeles Information Technology Services (ITS) is undergoing a transformational change process and seeks to completely redesign its approach to designing and delivering campus enterprise systems. This effort aims to improve the end-user experience, support the increasing need for analytics, enable technology modernization based on business process redesign, and integrate campus application systems to deliver value to campus stakeholders.
Major responsibilities include leads the assessment, architecting, and implementation of campus-wide enterprise systems, integration with other systems, streamlining business processes, and designing multi-year technology roadmaps; lead the design, development, and implementation of an enterprise service platform for delivering and integrating administrative applications, student information system applications, and web services through the leadership and management of 17+ ITS professionals; delivering technical and functional lead oversight on implementing a campus workflow and document management solution, working closely with business partners to develop requirements, verify business processes, and implement solutions per strategic priorities and roadmaps; and collaborating with Deputy CIO and Operations leadership on the deployment of reliable, standardized enterprise applications, platforms, and infrastructure. Develop strategic and operational priorities, and adopt ITIL best practices for incident, change, and problem management.

Required Qualifications & Experience : Bachelor’s degree in any major from a four-year accredited college or university. Minimum of ten years of comprehensive experience with Enterprise Resource Planning Solutions (Student Administration), Finance, and/ or Human Resources Management. The incumbent must have general experience in evaluating and implementing the latest developments in advanced technologies and information systems and merging new technologies into existing ones. The incumbent must have working knowledge of data warehouse, Single Sign-On (SSO), Application Programming Interface (API), full stack mobile development, Office 365, Tableau, Microsoft Identity Management System, Drupal content management environment, EAB, ServiceNow, and Degree Planner; technical knowledge of client-server networks, SQL, SQR, and SQL Query; technical, procedural, and functional knowledge of the interrelationship between the user/institutional need to access data and the requirements for data presentation; technical knowledge and understanding of accessibility mode within Student, Financial, and HRM systems; learning management systems such as Canvas, including the ability to integrate with campus systems; knowledge and testing experience in mobile application development and support; project management methodologies, tools, resource planning, and change management principles and business processes; MS 2013 Professional Office software, including Word, Excel, Access, Project, Visio, and Outlook; security and information integrity requirements; and state and federal laws and regulations affecting the handling, access, storage, and disposal of confidential information. The incumbent must have demonstrated success in managing complex, long-term projects in higher education and project management responsibilities for institution-wide system implementations and conversions. The incumbent must have the ability to comprehend strategic plans and directions and integrate them into daily operations through information technology application implementations; comprehend institution needs and requirements through preparation of needs analysis and feasibility studies that reflect desired outcomes; create and manage disaster recovery measures for administrative systems; work with external vendors; communicate effectively both orally and in writing, as well as solid constructive listening skills; coordinate multiple projects and tasks without the loss of integrity to work, as well as organizing, monitoring, and guiding others to ensure desired outcomes are achieved; and collaborate with the ITS managers and directors to produce internal ITS semester and year-end reports. The incumbent must have a demonstrated interest and/or ability to work in a multicultural/multiethnic environment. A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the California State University. Desired Qualifications : Graduate degree is from an accredited college or university. Experience with Oracle Business Intelligence Enterprise Edition tools, Oracle and the Oracle toolset, Oracle Fusion Middleware, or equivalent; working in higher education; and experience planning and directing the activities of professional and technical personnel involved in the design, development, and systems analysis functions required to install and implement software purchased from outside vendors, cloud-sourced solutions, or new computer application programs; data integration and the specification of data services; and with a wide range of application software packages, working knowledge of IT-related products and services, and general knowledge of other areas of IT. Demonstrated knowledge of the systems development life cycle, structured analysis, design and programming techniques, programming languages, file access methods, web-based tools/solutions, system utilities, and development tools, application software packages, and PC-based packages used in the development or support of production systems; of desktop and business/technical support systems, including working knowledge of microcomputer and workstation hardware, operating systems, and network hardware and software; and of supervisory and leadership techniques in managing staff. Experience in supervising and managing students and other employees in a university environment. Excellent oral and written communication skills, including effectively presenting technical topics to individuals and groups with potentially varying levels of technical sophistication. Demonstrated broad, state-of-the-art technology awareness that can be applied creatively to business problems and opportunities. Demonstrated a comprehensive understanding of how system management actions affect other systems, system users, and dependent/related functions. Ability to understand and model complex knowledge-intensive processes; investigating, negotiating, and selecting vendor services and vendor communication; and oversee and develop tools to aid day-to-day operations and functions. A desire to have an impact, a drive for change, and a passion for leading the pack.

Compensation : Salary is commensurate with experience and qualifications. Salary range is $6,250 - $20,063/monthly. A comprehensive benefits package is provided.

Appointment : The Administrator III appointment will be made under the guidelines for management and supervisory employees of the California State University. All rights and benefits associated with this appointment are governed by the Management Personnel Plan.
