DIRECTOR-COLLEGE GRANTS MANAGEMENT

OLIVE-HARVEY COLLEGE

Reporting to the Executive Director of Strategic Initiatives, the Director-College Grants Management works collaboratively with the college’s grant committee in the identification of funding sources and the planning and development process to include supporting the writing of grant proposals/applications and their submission to the district’s Office of Institutional Advancement. The Director-College Grants Management also monitors and oversees the work of personnel accountable for the implementation and management of grants to ensure compliance with grant funding requirements and policies including appropriate spend-down of funds, reporting, and close-out of grants. Olive-Harvey College’s Department of Institutional Effectiveness provides a centralized support structure to assist the college’s faculty, administrators, and staff with funding source identification, proposal development and grant writing, proposal submission, pre- and post- award processing, and records maintenance of grant awards received and closed-out.

ESSENTIAL DUTIES:
  • Functions as a key member of the college’s grant committee, fostering an assertive and pro-active approach in the identification of grant opportunities and preparation of grant applications and proposals.
  • Consults with faculty and staff on strategies for procuring grants and identifying public and private funding sources.
  • Provides technical assistance to faculty and staff on pre-award grant activities including developing grant proposals, packaging and submission of proposals for district approval, and submission to funding agencies.
  • Supports and participates in proposal development, coordinating with subject matter experts, grant writers, and other staff to create, edit, and review content and narratives and ensure the submission of high-quality proposals.
  • Oversees the selection and hiring of grant writer consultants for individual grant proposals.
  • Maintains the college’s grants management database to effectively track the status and progress of grant proposals and grant awards from pre-award to close-out.
  • Coordinates with district and college personnel to ensure grant award documents (signed contracts, grant award notifications) are submitted to the Board of Trustees.
  • Works closely with finance team and Business Managers on grant-related financial matters including loading and start-up of budgets and modification requests.
  • Works with Principal Investigators (PIs) and Program Directors in monitoring grant account records to track expenditures and spenddowns and prepare required budget reports.
  • Meets with and holds PIs and Program Directors accountable for creating spending plans and that expenditures are appropriate and within grant budget guidelines and requirements.
  • Monitors grants to ensure the timely preparation and submission of required financial and programmatic reports and compliance with grant requirements.
  • Establishes and implements processes for the monitoring of post-award grant activities to ensure timely compliance with financial and programmatic reporting, close-out, and audit requirements.
  • Provides trainings, workshops, and communications to grants staff, faculty and college administrators relating to pre- and post- award grant activities to support their success.
QUALIFICATIONS:
  • Bachelor’s degree from an accredited college or university in Higher Education, Business Administration, Accounting, or a related field. Master’s degree preferred
  • Five (5) years of work experience in grant administration/management, proposal development, or grant writing
  • Grants Professional Certification (GPC) or similar credential, such as PMP, highly desirable
  • Knowledge of general accounting structures for grants
  • Good understanding of public (i.e., city, state, and federal level) funding sources and the private philanthropic community
  • Understanding of post-secondary education, equity, community issues a plus
  • Excellent written and oral communication skills
  • Excellent interpersonal and group communication skills
  • Strong analytical and problem-solving skills
  • Ability to work independently
  • Ability to work within a culturally diverse environment
  • Proficiency in the use of PeopleSoft and Microsoft Office (Word, Excel, and PowerPoint)
