Duties and Responsibilities
  • Collaborates with faculty, staff, and administrators from across the institution to fulfill the institutional mission and strategic plan.
  • Assists the Provost with oversight of Institutional Accreditation, Assessment, and State and Local Licensure to ensure the institution’s alignment with all applicable standards and requirements.
  • Supports planning and project management in the Division of Academic Affairs.
  • Works with Academic areas as assigned to develop strategic plans, create policies, and collaborates with other divisions to analyze and develop recommendations in response to evolving issues.
  • Supports the Provost in planning, directing, evaluating, and developing academic programs, certificates, stable credentials, and badges.
  • Oversees the development and implementation of any academic MOUs and ensures collaboration with the Assistant Vice President of Enrollment Management and the Dean of Students in the Division of Student Affairs.
  • Oversees articulation agreements with community colleges and assist in the development of 2+2 program pathways.
  • Facilitates resolution on issues related to student academic performance and grievances, ensures compliance with established BSU and USM policy, and provides ongoing review and revision.
  • Co-organizes and leads the development of new hire orientation/onboarding exercises (e.g. Deans, AVPs, and Directors).
  • Oversees annual updates to Academic Catalogs and Academic Calendars in consultation with the University’s Registrar, along with working collaboratively with the Associate Provost for Faculty on Academic Affairs Operations, University planned Convocations, Honors and Awards Day, and Commencement.
  • Assists in the development of funding strategies for academic programs.
  • Facilitates academic policy development and implementation.
  • Serves on University-wide Committees or represents the Provost as assigned.
  • Assumes supervision of select non-academic administrative units (ex. Experiential Learning, Career Services, and Continuing Education).
  • Facilitates academic reviews and annual reports in collaboration with OPAA and CAPA .
  • Collaborates with the Office of Planning, Analysis and Accountability ( OPAA ) and the Center for Academic Program Assessment ( CAPA ), and works closely with the Assistant Vice President ( AVP ) for Online Learning and Regional Centers.
Minimum Qualifications

Education

An earned doctorate degree with academic credentials consistent with appointment as a tenured faculty as demonstrated by a distinguished record of teaching, scholarly publications, and/or creative accomplishments that exhibit commitment to academic excellence.

Experience
  • A minimum of seven (7) years of progressively responsible administrative experience working in academic leadership at an institution of higher education, including a minimum of three (3) years of administrative leadership in academic affairs.
  • Experience with higher education regional accreditation organizations, standards and articulation processes and program reviews.
  • Knowledge of public policy related to higher education.
  • Knowledge of planning processes in higher education.
  • Knowledge of assessment of student learning and performance measurement.
  • Knowledge of online learning administration and pedagogy.
  • Ability to plan, organize, document, and follow through on initiatives.
  • Ability to maintain confidentiality of sensitive materials and work-related information.
  • Proficient in the use of Microsoft Office and other common software applications.
  • Strong analytic, writing, and communication skills.
  • Knowledge of faculty development and assessment.
  • Knowledge of curricular and program development.
  • Knowledge of USM, MHEC, MSCHE policies and processes.
  • Knowledge of LMS, Blackboard, and Starfish.
Knowledge Skills and Abilities

The ideal candidate will possess a commitment to the mission and core values of Bowie State University; a record of progressively advanced administrative experience in higher education; demonstrated responsibility for a broad range of organizational areas; experience developing, implementing, and overseeing academic curricula, programs, and policies; experience with assessment of learning outcomes, online learning, general education, program review and accreditation; understanding of MSCHE, USM, and MHEC guidelines, processes, and requirements; and knowledge of accreditation and institutional effectiveness measures and methods.
The successful candidate will also have superior leadership, organizational, planning, and management skills, along with outstanding written and oral communication skills; professional and ethical standards of the highest caliber; sound judgment, maturity, and composure; commitment to providing superior service by example and through administrative practices; demonstrated ability to establish and maintain collaborative and effective working relationships with diverse groups and to engage stakeholders in decision-making; and commitment to promoting success of all students and reducing barriers to success related to differences in dimensions such as race, gender, sexual orientation, ethnicity, culture, and disability.

Reporting directly to the Provost and Vice President for Academic Affairs, the candidate for the position of Associate Provost for Academic Affairs is expected to be a dynamic, experienced, forward-thinking academic leader, who possesses strong personal and professional integrity to qualify him/her to join the energetic team in the Division of Academic Affairs team to help us advance the institutional mission and strategic plan of Bowie State University. The incumbent will provide comprehensive and confidential advice and assistance to the Provost on a broad range of academic and administrative issues, both internal and external, to the campus.

The Associate Provost for Academic Affairs has oversight for academic planning and initiatives and experiential learning, including new degree and certificate programs and accreditations; academic policies and procedures; curricular reviews, approvals of new programs, and modifications to existing programs; submissions of new and revised programs to the University System of Maryland ( USM ) and the Maryland Higher Education Commission ( MHEC ); program reviews; college catalogs and calendars; and memoranda of understanding (MOUs), articulations, and other academic agreements. The incumbent will play a critical role in both the development and execution of strategic initiatives within the division of Academic Affairs and across the university. The ideal candidate shall be competent to help the Office of the Provost facilitate and support existing and emerging cross-divisional partnerships.
