Overview

The Princeton Plasma Physics Laboratory is a world-class fusion energy research laboratory managed by Princeton University for the U.S. Department of Energy’s Office of Science. PPPL is dedicated to developing the scientific and technological knowledge base for fusion energy. The Laboratory advances the fields of fusion energy and plasma physics research to develop the scientific understanding and key innovations needed to realize fusion, the processes that power the stars, as an energy source for the world.

The PPPL campus includes 30 buildings (90.7 acres, 760,000 square feet) electrical distribution (138kV to 110V), mechanical, process and control systems supporting accelerator operations, research laboratories (laser, materials, chemical and other dry and wet labs), in addition to office space and support facilities.

The Facilities Design and Construction Branch Head, will report to the Facilities and Site Services Department Head, supporting the department’s effort to define and execute its site wide strategic and tactical planning of infrastructure improvement initiatives. This individual will lead a diverse multidisciplinary team to plan and deliver a portfolio of design and construction projects of ranging size and complexity.

Responsibilities

The Facilities Design and Construction Branch Head is responsible and accountable for the strategic planning, coordination, and overall execution of project delivery for all projects in the portfolio assigned that include operational, campus planning, and capital infrastructure design and construction projects. This position will oversee a staff (1-15 people) of direct reports consisting of project managers, construction managers, and field supervisors, each of whom have varying career expertise and each of whom are assigned to a variety of concurrent projects.

Core Duties:

  • Hire, develop, and lead the Facilities Design and Construction Branch.
  • Steward practical and efficient project management, design, and construction practices. Provide leadership for Project Management improvements across PPPL.
  • Oversee the operational, campus planning, and capital infrastructure design and construction projects. Project portfolios in the excess of $50M and varying project sizes.
  • Establishes, updates, and maintains a comprehensive database on all assigned projects and reports to management on progress and cost.
  • Supports the development of infrastructure planning strategies and ensures integration with the broader laboratory strategic plans.
  • Contributes to the development and execution of the PPPL infrastructure annual plan and long-range strategy.
  • Assist in development and maintenance of existing project management policies and procedures.
  • Ensure high quality project documentation is prepared for each project.
  • Supports preparation and development of budgets and financial forecasts.
  • Ensures adherence to scope, budget, and schedule for various new construction and renovation projects. Projects may involve complex, multi-phase and multi-year construction, upgrade, and building infrastructure.
  • Verifies individual project milestones and specific goals; tracks and objectively evaluates progress toward goals and, when appropriate, working with the project team, implements appropriate remedial solutions.
  • Identify and manage project risks.
  • Ensure that project activities are conducted in a safe and environmentally sound manner, and Environmental, Safety and Health responsibilities and requirements are integrated into all stages of the project.
  • Coordinates with administrators, faculty, staff, consultants, contractors, DOE and governmental agencies in the planning, design, and execution of uniquely large/ complex construction programs.
  • Manage the interface and coordination of requirements with other projects and activities at PPPL.
  • Ensure that required and effective project management and control systems are developed, deployed and implemented to successfully manage and assess the project performance.
  • Makes effective presentations to groups with disparate levels of technical knowledge of design and construction.
  • Performs other duties as assigned.


Qualifications

Education and Experience:

  • Bachelor’s degree in Engineering, Architecture, Construction Management, or similar field required.
  • Minimum of 10 years of experience in project management, engineering, architecture, or construction disciplines.
  • Direct management of construction projects of at least $20M.
  • Experience in the DOE or federal sector is desirable.
  • Experience in managing major capital (out of the ground) construction projects.
  • Experience in managing multiple projects at one time.
Knowledge, Skills and Abilities:

  • Strong foundation in project management and engineering principles and techniques.
  • Strong foundation in principles of contract management.
  • Demonstrated ability in cost estimating, tracking, and scheduling techniques for capital projects with the ability to develop staff in the same capability areas.
  • Excellent presentation, verbal, and written communication skills.
  • Ability to interact with all levels of Laboratory management and staff, as well as Princeton University and DOE stakeholders is necessary.

Certificates and Licenses:

Preferred Qualifications

  • Licensed Professional Engineer or Registered Architect (PE/RA).
  • Project Management Professional (PMP).
  • LEED Accredited Professional.
Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Must be able to climb ladders and have the physical dexterity to climb into tight, awkward, restricted areas and occasionally around obstacles.
  • Must be able to look at facilities issues near live electrical equipment, rotating machinery, and other mechanical systems.
  • Must be able to work at a computer workstation for extended periods.
  • Must have visual ability, plus hand and finger dexterity to operate a computer keyboard and other office equipment.
Working Conditions:

  • This position will be a hybrid mix of work int the office/on-site and work from home. Once hired, a hybrid schedule will be determined with candidate and management as to what days will be on-site and what days will be from home.
