Deputy Registrar - Operations

About the Opportunity

The Deputy Registrar for Operations will provide critical leadership and support necessary to ensure the successful day-to-day operations of the Registrar's Office in the areas of academic records, registration, scheduling, credential progress and conferral, catalog, enrollment and degree compliance reporting, and transfer credit. Reporting to the Associate Vice President and University Registrar, the Deputy Registrar will serve on the Registrar's leadership team and will be integral in the development of the vision, strategy, and plan for how the Registrar's Office will support the Northeastern University's academic plan and the expanding global university system. As a key member of various university committees, the Deputy Registrar will contribute perspective & expertise related to best practices, accreditation standards, innovative and relevant solutions and opportunities, student-centered approaches, and regulatory considerations. The Deputy Registrar will inspire a culture of constant and rapid business process assessment and development to improve the student experience; innovate and modernize services for faculty, students, and staff; automate to increase efficiencies; influence policy and practices; and grow the professional depth and breadth of the Registrar team. The incumbent will partner with the Deputy Registrar for Solution Delivery and Strategic Reporting, Global Regulatory Affairs, Student Financial Services, and others, to implement routine error reporting and self-auditing practices to ensure data cleanliness, as well as to ensure Registrar processes meet regulatory requirements. As a member of the AACRAO, the Deputy Registrar will continuously engage in the professional network to remain current on relevant topics, regulations, and best practices. The Deputy Registrar will have three direct reports with a full team.

The Deputy Registrar will develop strong partnership with other units within the Provost's Office, as well as the Chancellor's Office, the colleges, the global network partners, Office of the General Counsel, Institutional Research and University Decision Support, and Information Technology Services, among many others.

The Deputy Registrar will have responsibility for:
  • Leading the office in its support for overall student success and an exceptional student experience
  • Developing unit priorities and providing necessary direction to achieve the goals identified by the Registrar leadership team, the Provost Office, and other university senior leadership.
  • Serve as the primary FERPA officer for the Registrar's Office and consult with AVP &University Registrar and OGC (Office of the General Counsel), as necessary
  • Overseeing the management, maintenance, and safeguarding of academic records of all students enrolled at the University, ensuring the accuracy, confidentiality, security, and integrity of records and of the Northeastern degree and certificate.
  • Guiding and implementing new policies and procedures recommended through partnership with campus constituents.
  • Serving as an active participant on a variety of academic committees and task forces; participating in discussions regarding current and future trends in opportunities and challenges related to enrollment, new programs, certificates, degrees, academic and records policies and procedures, and other related topics as they develop.
  • Proactively providing professional development and mentorship opportunities to staff; managing and setting clear goals, objectives, and measures of success for the team; creating and encouraging an environment that values diversity of thought and experience, equity in involvement and contribution, and inclusive of each team member; and
  • Communicating and presenting to academic administration, faculty, and external campus partners.
  • As new opportunities and shifting priorities are realized, maintain an agile, nimble, and positive disposition and response, including reprioritization in operational effort and focus.

MINIMUM QUALIFICATIONS

The ideal candidate will have many or all the following attributes and demonstrated abilities:
  • Master's degree is required.
  • Minimum 5 years of progressive administrative experience in Registrar's Office or closely related unit.
  • Demonstrated ability to lead diverse constituents through a major change
  • Experienced analytical and creative thinker, one who leverages relationships to get buy-in and support for solutions and enhancements.
  • Must possess the ability to creatively solve problems, maintain curiosity; and demonstrate empathy.
  • Supervisory experience managing professional and support staff
  • Demonstrated proactive and consultative customer service and student service orientation.
  • Familiarity with state and federal laws, including Compliance/Criminal Offender Record Information (CORI) and Family Educational Rights and Privacy Act (FERPA); experience working in partnership with a general counsel's office; experience with and knowledge of governmental and accrediting agencies.
  • Thorough understanding of academic and operational best practices, policies, and procedures in a fast-paced, complex, and dynamic setting, including strong analytical skill and data management.
  • Exceptional team leadership, development, and management ability.
  • An ability to influence, engage, and ignite groups; inform and lead discussions on university policy and process; strong active listening with a presence that conveys confidence, respect, and credibility.


KEY RESPONSIBILITIES & ACCOUNTABILITIES

Functional Leadership 45%
Direct and manage the core functions in the office of the University Registrar. Provide leadership and direction managing human resources and workload to deliver exceptional outcomes related to the core operational areas in the Registrar's Office, such as registration, academic records, scheduling, transfer.

Process Enhancements 25%

Develop a culture of process review and enhancements which focuses on outcomes and experience, while also ensuring the most effective and efficient processing is leveraged.

Committee Representation 20%
Serve on university committee assignments to contribute to policy, process, and service, and network initiatives.

Reporting 10%
Provide accurate and timely student enrollment and degree reporting to the NSC (National Student Clearinghouse) and regulatory bodies within the growing global network.
