The Network for Public Health Law’s Eastern Region Office, situated at the University of Maryland Carey School of Law in Baltimore, Maryland, is seeking a Staff Attorney (full-time non-tenure track position with payroll title of Research Fellow, Research Assistant, or Research Associate depending on selected candidate’s qualifications).

Position Description:

The Staff Attorney will conduct legal and social science research, including legislative coding; prepare written responses to requests for assistance; develop toolkits, policy papers, factsheets, and other written materials; coordinate and present at meetings and webinars; and respond to requests for technical assistance from federal, state, and local public health officials, state motor vehicle administrators, legislators and regulators, community organizations, and researchers across the country on the myriad and dynamic issues of public health. The Staff Attorney may also conduct in-person and virtual training sessions for public health professionals, law enforcement, government attorneys, motor vehicle administrators, and judges and judicial staff. The Staff Attorney will assist with tasks under a Cooperative Agreement with the National Highway Traffic Safety Administration (NHTSA), including coding driver’s licensing laws and regulations; preparing training materials, presentations, and manuscripts; and assisting in the preparation of grant reports. The Staff Attorney will also assist with work funded under the Kresge Foundation’s Emerging Leaders in Public Health (ELPH) Initiative. The position includes occasional out-of-state travel. Other reasonably related duties may be assigned.

Qualifications :

Minimum Qualifications:
  • J.D. from an ABA-Accredited school.
  • Experience in public health law and policy preferred.
  • Experience with analyzing and coding legislation for outcomes research and/or policy surveillance (“legal epidemiology”) preferred.
  • Membership in the bar of any state is preferred.
Knowledge, Skills, and Abilities:
  • Excellent research, writing, oral communication, and presentation skills.
  • Familiarity with basic concepts of public health law.
  • Skilled in online presentation platforms, including Zoom, WebEx, and Google Meet.
  • Experienced with Microsoft Office products, including Outlook, Word, Excel, and PowerPoint.
  • Excellent coordination and organizational skills and meticulous attention to detail.
  • Ability to network and interact as well as support effective partnerships with key groups and individuals.
  • Ability and willingness to travel as needed.
  • Ability to work independently and as a member of a team.
  • Ability to work with a wide range of people, including law students, government and industry representatives, and members of the general public.
  • Openness to critical feedback and sincere desire to learn and grow as a professional.
  • Grant writing experience is a plus.
This is a grant-funded annual appointment, with the ability to renew dependent on performance and continued funding. The Staff Attorney position is in-person in Baltimore, with the opportunity for remote work two days a week consistent with University policies and subject to approval of supervisors.

Salary: Salary is commensurate with experience, plus full benefits package including paid leave and health insurance. Retirement benefits are available at the Research Assistant and Associate levels.
