Position Summary:
Oregon State University and the Division of Extension and Engagement are seeking applicants for a Director of Extension Evaluation and Reporting. This is a full-time (1.0 FTE), 12-month, professional faculty position.

This position will lead division-wide evaluation and reporting. This position will also partner with individual Extension programs to direct strategic alignment in evaluation, assessment, and reporting best practices, while telling the exciting story of the impact Extension has in communities throughout Oregon and beyond.

Purpose of Position Oregon State University Extension Service serves communities throughout Oregon and has physical offices in each of Oregon's 36 counties and on the Confederated Tribes of Warm Springs Reservation. Extension programs reach close to 100,000 young people annually through club-based, in-school, and out-of-school programming. We engage over 13,000 community volunteers to extend and build capacity among our over 600 employees in six regions and several program areas. The overarching goal of this position is to envision, develop, lead and support a cohesive process for evaluation and reporting between and among Extension programs. This includes primary responsibility for evaluation and reporting activities for the entire OSU Extension Service, for example the data collection, writing, and submission of the annual USDA National Institute of Food and Agriculture's (NIFA) federal report for Extension. This position also contributes expertise and vision for strategic alignment of evaluation and reporting activities related to OSU Engagement. All work should take place through a lens of equity.

Position Duties
The Extension Evaluation and Reporting Director actively demonstrates the commitment of the university to a collaborative and inclusive community in all interactions and duties performed and contributes to a welcoming and respectful workplace culture.

45% Evaluation for the OSU Division of Extension and Engagement
  • Lead strategic vision and implementation for evaluation for Extension between and among programs (e.g., 4-H Youth Development, Agriculture and Natural Resources, Family and Community Health, Forestry and Natural Resources, KidSpirit, Open Campus and Juntos, Outdoor School, Oregon Sea Grant) to create more cohesive evaluation process and reporting for Extension.
  • Establish and maintain ongoing relationships with internal Extension and Engagement leaders [e.g., Program Leaders, Regional Directors, Director of DEI, Faculty Success (formerly Digital Measures) leadership] and external community, industry, and government partners, in order to create new and expanded opportunities to quantitatively and qualitatively showcase the successes and impact of the Division.
  • Convene, set the agenda for, and facilitate regular meetings of Division researchers/evaluators to ensure better alignment and collaboration, and robust methods relating to project logic models, evaluation plans or tools, data collection and data analysis, including qualitative and quantitative measures and instruments.
  • Make strategic and operational recommendations to Division senior leadership collaborative on how to set, coordinate, and align evaluation expectations for the Division.
  • Lead preparation of data collection systems and instruments and implementation of data monitoring plans; periodically review all data being collected, and partner with others to ensure data integrity.
  • Collaborate with the person/team who leads faculty impact reporting within the Faculty Success (formerly Digital Measures) tool to ensure software features and enhancements are optimized for evaluation efforts and data entered is accurate.
  • Contribute to evaluation activities for the Division’s Engagement.
  • Coordinate with Division’s Director of Diversity, Equity, and Inclusion to ensure data justice and equitable evaluation practices.
  • Convene and facilitate collaboration among Division subject matter experts (e.g., Program Leaders and faculty) to operationalize Extension and NIFA’s “Critical Issue” strategic priorities to ensure cohesive planning and evaluation.
  • Recommend or facilitate training and professional development related to evaluation, impact and reporting for Division leaders, faculty and staff.
  • Provide leadership for employees within the division’s programs who have evaluation and reporting requirements.
  • Travel is required to fulfill the responsibilities of this position, including facilitating trainings and establishing and maintaining partnerships throughout Oregon.



25% Reporting for the OSU Division of Extension and Engagement
  • Analyze assessment data, interpret findings, and draw conclusions about the results of evaluation activities.
  • Prepare evaluation reports and presentations for the Division, funders and other stakeholders. (e.g., lead the NIFA Smith-Lever program of work and reporting).
  • Collaborate with program leaders to input program impacts to NIFA.
  • Analyze data, interpret findings, and prepare reports for Division leadership and development of marketing and communication materials (e.g., biennial reports, peer reviewed publications, white papers).
  • Work with the Division’s Director of Sponsored Programs to help ensure effective evaluation support for Extension grants.
  • Lead or support other gift, grant, or contract reporting as needed for Division (e.g., sponsored programs or other funders).

15% Other Reporting and Data Needs
  • Lead statewide Extension equity-centered needs assessment and provide training or technical assistance for local needs assessments for programs and county level faculty.
  • Co-lead Extension Annual Report and impact statements in coordination with Extension Communications team and Associate Director of Extension.
  • Compile data and reports for policy makers in Oregon or nationally.

10% Evaluation Collaboration
  • Participate actively in the Western Extension Directors Association (WEDA) Western Region Evaluation Network (WREN) sub-committee.
  • Facilitate alignment between Extension and Experiment Station federal reporting, including Critical Issue areas, in collaboration with the College of Agricultural Sciences.
  • Coordinate evaluation with partners and other universities in multi-state projects, with an emphasis on building and maintaining relationship to sure high-quality work and outputs.

5% Service and Other
  • Facilitate a work environment that encourages respect for all people involved, including promoting the development of knowledge and skills to engage with those of other cultures or backgrounds.
  • Participate in and contribute to professional development opportunities that are appropriate for the current assignment and specialty.
  • Establish and maintain relationships with other professionals, including involvement in local, state and national professional associations.
  • Supervise student workers to assist with activities related to this position (research activities, graphics design, general support).

Preferred (Special) Qualifications
  • Doctorate in discipline related to the work of the Division (e.g., Agriculture, Education, Evaluation, Forestry, Positive Youth Development, Human Development and Family Studies, Public Health) and/or program development and evaluation broadly.
  • Record of primary authorship on evaluation reports or peer-reviewed papers for the purpose of communicating outcomes and/or informing programmatic or organizational change.
  • Experience writing and securing grants, gifts, and contracts from private and public sources.
  • Experience providing professional development/training.
  • Ability to use additional software, web applications, and technology and to adapt to the changing technological environment (e.g., Qualtrics, SalesForce CRM, statistical software).
  • Ability to build and maintain positive community relationships, including experience in community engagement projects and engaged scholarship.
  • Ability to lead groups and to plan, organize, evaluate, manage, facilitate, resolve conflicts, and delegate details.


Working Conditions / Work Schedule
  • Flexibility to work evenings and weekends.
  • Travel throughout Oregon is required to fulfill the responsibilities of this position. Position duties will include working in varied environments in performance of Extension work throughout Oregon.
