Job Summary

The department of Enrollment Management (EM) at CU Boulder encourages applications for a Human Resources Generalist! This role provides professional and technical HR guidance and service to the continuing, temporary and student staff in Enrollment Management, under the oversight of the Director of Organizational Effectiveness and Engagement in all relevant HR proficiencies. This position provides oversight for HR for student and temporary employees in EM and leave and payroll management. The Generalist serves as lead for position management, recruitment and performance management functions for continuing employees, and also guides strategic HR continuous improvement projects for EM, participates on commissioned teams, and provides leadership to EM’s administrative function.

What Your Key Responsibilities Will Be

Lead Position Management, Recruitment, Performance Management & Employee Relations functions for EM Classified/University Staff:
The HR Generalist will assist the Director of Organizational Effectiveness and Engagement in ensuring that EM’s organizational structure, staffing levels, employee classification, and compensation are aligned with strategic goals with regard to EM service to the broader CU-Boulder Academic, research and administrative community. The Generalist will do so by:
  • Position Management: Working with departmental administrative staff to create new/revise position descriptions to fill organizational gaps/needs, and to recommend job classifications and internal pay range comparators to ensure departmental equity and consistency. Partnering with Campus HR to develop an overall compensation and job classification strategy, including consolidation of current EM PD/PDQs for better clarity, to streamline compensation reviews and to better assess internal department equity as well as competencies required for promotional pathways for existing staff.
  • Recruitment: Partnering with Campus HR recruitment function to fill new/vacant positions via open competitive recruitments. This will include communicating with candidates about compensation and benefits offered at CU as well as providing status updates of the recruitment process, performing minimum qualifications assessments, reviewing offer letters, providing coaching to hiring generalists on appropriate interviewing questions & strategy and engaging in compensation negotiations.
  • Performance Management: Leads the performance management process for both classified and University staff. Develops annual communications to EM supervisors regarding the department's specific process for handling performance management. Answers supervisor/staff questions about the performance management process. Tracks supervisor compliance with completion of plans and evaluations for classified and University staff, as well as coaching sessions for classified staff. Audits all performance plans and evaluations for completeness prior to submitting to campus Employee Relations. Follows-up with supervisors who have failed to turn in signed plans, follow coaching session requirements, or turn in complete (fully signed) evaluations by the deadline. Prepares reports regarding performance plans and evaluations not submitted to EM HR by internal timeline for Director. Refers classified employees seeking to dispute any part of the performance management process to Employee Relations. Provides guidance to supervisors on how to conduct coaching sessions and provide positive and constructive feedback to staff and develop effective metric based performance goals.

Project Generalist for EM HR Continuous Improvement Projects:
The HR Generalist will use independent discretion and decision-making to deputy project manage strategic continuous improvement HR projects aimed at EM’s strategic goals, including increasing employee empowerment/engagement and CU Boulder’s movement towards electronic workflows.
  • Develop more robust employee onboarding process for the department.
  • Develop and update EM HR process checklists and making recommendations regarding internal policies, protocols and procedures and appropriate ways to develop and communicate HR processes, protocol, and policies to EM staff in an effective and efficient manner for optimum impact.
  • Assist in initiatives designed to improve employee engagement in EM (i.e. initiatives that will increase work efficiency, employee inspiration and motivation and dedication).

Operational support of HR transactional functions:
  • Provide services and oversight of HR transactional functions including new employee onboarding, HCM entry, leave management, Payroll processing, student/temp HR management, employee record-keeping and other administrative HR duties performed by the Campus HR Service Center and Family medical leave unit as well as the EM administrative staff.
Professional Support to Director of Organizational Effectiveness and Engagement
  • Serve as a back-up for Director when out of the office or otherwise unavailable. Back-up duties include handling situations that involve the need to exercise a high-degree of confidentiality, tact and diplomacy and liaising with Campus HR, University Legal Counsel and other University resources as necessary to handle issues that arise.
  • Attend HCM Community meetings, HR liaison meetings and other HR related forums and communicating interpretation of state and UCB HR policies, rules and regulations and information about HR standard methodologies, as well as changes to these provisions and practices learned in HR liaison meetings to Director.
  • Provide EM personnel data in custom reports as requested by Director and EM Leadership, including but not limited to HR metrics data, training data and compensation analysis data.
  • Assist in development of internal employee, supervisory and leadership training, employee mentoring programs and employee engagement programming for EM employees.

What We Can Offer
  • The salary range for this position is $56,000 - $70,000 per year.
  • Signing bonus offered within departmental guidelines.

What We Require
  • Bachelor’s Degree from an accredited institution in Human Resources, Psychology, Business, or related field. A combination of education and professional experience may be substituted for the educational requirement.
  • One (1) plus years of HR experience, which may include payroll management, position management, management of new employee onboarding, and/or management of annual performance management processes.

  • Excellent organizational and time management skills.
