This position performs its duties on both the Kentfield and Indian Valley (Novato) campuses, so if not already residing within the Bay Area, the successful candidate must be willing to relocate.

POSITION OVERVIEW
Under the direction of an assigned supervisor, the Health & Safety Program Coordinator is responsible for overseeing the District's comprehensive safety and risk management programs and activities to establish and maintain a safe environment while maintaining compliance with various internal and external entities and developing and administering the district's loss control programs for property and casualty and to ensure best practices are identified and implemented to mitigate loss, including but not limited to Occupational Safety Health Administration (OSHA), Injury and Illness Prevention Program (IIPP), Communicable and Infectious Diseases, Sustainability, Prevention, and other related safety programs.

Essential Functions

Provide regular reports to management and federal/state agencies as requested; participate on program reviews; assure program compliance with federal or state program guidelines; prepares a variety of materials to communicate health and safety information to the College community and state and federal agencies.

Lead, implement, and participate in the planning and implementation of the district's response to communicable and infectious diseases not limited to prevention, education, identification through examination, surveillance, immunization, direction and follow-up, isolation, tracking and reporting.

Oversee District compliance with public health requirements for contact tracing; participate in the development and implementation of contact tracing strategy and changes in protocols; communicate with the Response Team to address new guidance, protocol updates/changes and training.

Maintain and analyze the district communicable and infectious diseases data; track, analyze, advise, consult, and implement public health guidelines in coordination with Student Health Services and Human Resources, and other district stakeholders.

Plan; perform advanced administrative support including monitoring compliance in accordance with public health rules and guidelines and all other applicable laws, regulations, standards, and policies.

Regularly communicates with District stakeholders and the campus community on important risk, safety, and emergency management trends, updates, and training opportunities.

Coordinates monthly District Health & Safety Committee meetings for the purpose of identifying hazards and safety issues, reviewing complaints, and providing follow-up on corrective actions, including coordinating with the National Safety Program Training Center for the purpose of providing training to staff, faculty, and students and maintaining training records and supplies.

Assist administrators with investigations and provides follow-up of all safety complaints for both campuses for the purpose of providing a safe work and educational environment.

Assists the Chief of Police/Director of Safety with the District Disaster Response Program for the purpose of providing systematic responses to disasters; and assists with inspection of all District facilities and equipment to ensure a safe work and educational environment.

Develops and maintains OSHA required programs for the purpose of ensuring the District's compliance with federal and state laws and regulations.

Maintain compliance with a wide variety of applicable regulatory programs and standard risk management practices; participate in the development and review of District policies and procedures; ensure that requirements are met related to employee safety training and refresher training on both a standard frequency or due to unsafe acts or accidents; prepare and maintain accurate records of trainings.

Assure compliance with the District's IIPP by providing training on safe work practices, reporting, and investigating accidents, maintaining necessary documentation, and requiring employees to receive mandated training.

Prepare and maintain records of chemical inventories includes but not limited to IIPP, Chemical/Hygiene, SDS, hazardous waste disposal manifests, universal and medical waste disposal, instrument calibrations, inspections, medical records from exposure monitoring, environmental testing, and hazardous waste determinations.

Review, analyze and provide the services needed to ensure that all certifications for the District are up to date including but not limited to fire extinguishers and elevators

Review, analyze and make recommendations related to all ADA complaints as it relates to health and safety of all facilities, parking lots, roadways, bridges or other sundry areas related to the same.

Communicate with faculty, staff, students, and external organizations to coordinate activities and programs, resolve issues and exchange information; communicate with external organizations to discuss hazardous material/waste issues, inspections, permitting, training, and other matters related to environmental, health and safety programs.

Provide overall direction and guidance to the day-to-day operations, problem solving and decision making regarding a large and complex assigned program; implement program policies and directives according to District, federal or State guidelines.

Other Functions:
  • Provide regular reports to management and federal/State agencies as requested; participate on program reviews; assure program compliance with federal or State program guidelines.
  • Establish appropriate linkages to special populations or community groups served; promote program through participation in advocacy groups, associations and other local, regional or national organizations.
  • Prepare funds applications; prepare grant requests and serve as the primary contact for large programs or multi-programs.
  • Provide work direction and guidance to others assigned to the program; assign work to other classified personnel, students, volunteers and others.
  • Conduct regular meetings to communicate, review and revise program guidelines.
  • Develop, recommend and implement program plans and objectives; coordinate delivery of services to program participants; assure participation guidelines are followed.
  • Assure program expenditures are within allocated budgets; monitor budgets; propose budget changes and participate in project budget applications as necessary.
  • Serve as liaison between program personnel, participants, clients, administrators, faculty and students; provide information, program requirements and other pertinent information.
  • Develop, coordinate, promote and oversee a broad range of programs.
  • Develop workshop materials, promotional materials and other program documentation.
  • Operate a computer and other office equipment as assigned.
  • Plan, coordinate and prepare a variety of materials used in program literature, marketing, catalogs and brochures.
  • Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.


  • Requirements & Desirables
    REQUIREMENTS
    1. Bachelor's Degree with study in job related area and job related experience; or
    2. Any combination of education and training equivalent to (2) two years of college-level coursework from an accredited institution in a related field and (2) two years of responsible experience working in higher education; and
    3. Demonstrated sensitivity to and an understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, abilities and learning styles of community college students and staff.
    DESIRABLE QUALIFICATIONS
    • Associate in Risk Management (ARM) or Certified Safety Professional (CSP).
    • CRM or other professional certification in risk management or insurance.
    • Prior experience in managing risk in higher education.
    • Prior experience serving in a crisis management leader/facilitator capacity.
    • Prior experience in threat assessment methodology.
    • 1+ years of verifiable work experience in public safety, emergency communications, risk and emergency management using technology.
    • Strong computer skills for reporting and tracking.
    • Demonstrated experience working successfully with diverse populations.
    • Ability to effectively communicate verbally and in writing on a regular basis with internal and external customers, build relationships, manage customer expectations, and take responsibility for a high level of service.

    CONDITIONS OF EMPLOYMENT
    Prior to employment, the selected candidate will be required to complete the following:
  • In accordance with Federal Law all employees must provide proof of eligibility to work in the United States;
  • Criminal Justice/Fingerprint Clearance;
  • California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
  • DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect.     NOTE: The College is closed on Fridays during the summer period, when the work schedule may change according to departmental needs.

    SALARY INFORMATION
    FLSA Status: Non-exempt
    Salary Range: CSEA 127
    Starting Salary Range: $39.39 to $43.45 per hour (Step 1 to 3). Normal entering step is Step 1.

    CLASSIFICATION & RETIREMENT PLAN
    Employees in classifications represented by the California School Employees' Association (CSEA) Chapter 196 and are required to comply fully with the CSEA/Marin Community College District (MCCD) Collective Bargaining Agreement. CSEA employees are also members of the California Public Employees Retirement System (CalPERS), to which the member contributes up to 8% of their reportable compensation on a monthly basis.
