QUALIFICATIONS:

Required: 

Bachelor's Degree from a regionally accredited institution in a related field and five (5) years (full-time equivalent) of human resources, payroll, or employee development which includes two years of supervisory experience

OR

Associate's Degree from a regionally accredited institution in a related field and seven (7) years (full-time equivalent) of human resources, payroll, or employee development which includes two years of supervisory experience

OR

High School Diploma/GED and nine (9) years (full-time equivalent) of human resources, payroll, or employee development which includes two years of supervisory experience

 

Preferred: 

Certification in Human Resources, Payroll, and/or Organizational Development

Title IX experience and/or certification

Community College or University experience

Experience with Human Resources and Payroll software

 

Additional Eligibility Requirements: 

Valid Driver’s License

Position Type & Work Schedule: 

Full-time, 12 months

Monday–Thursday, 7:00 am – 5:00 pm, 38 hours per week

May work Fridays, nights, and weekend hours

Demonstrated understanding of legal and financial components of managing human resources in a community college environment.

Strong ability to communicate both verbally and in writing; ability to work with individuals within the organization and the community.

Knowledge of Federal, State, and Local laws and regulations.

Knowledge of FMLA, ADA, EEOC, and FLSA.

SUMMARY OF FUNCTION:

The Chief Human Resources Officer serves in a leadership role for Human Resources, Payroll, and Employee Development for all employees of Arizona Western College. Plans, implements, and directs programs for employees; oversees and enforces policy, procedures, and best practices. Serves as a member of the President's Cabinet.

 

TYPICAL DUTIES:

Serves Students. Identifies, investigates, and resolves complex employee relations issues using policy, procedures, knowledge, and best practices in human resources management. Conducts investigations, makes recommendations, and coaches employees and supervisors. Works with employees to resolve complex employee concerns and performance evaluations, and maintains a culture that demonstrates a quality working environment for employees.

Plans and administers all recruitment and employment of full and part-time Faculty, Professional Administrative, and Classified staff. Directs all areas of employee recruitment and retention. Oversees Faculty, Professional Administrative and Classified staff performance management and improvement programs. Modernizes and updates programs as necessary to ensure professional growth that adds value to employees, the College, and students. Directs the design and delivery of all identified employee training needs. Oversees and directs the Organizational Development department through goal setting of AWC strategic plan.

Responsible for compliance with regulatory bodies. Understands laws and legislation essential to human resources and payroll functions and provides advice and guidance. Designs, communicates, and implements strategies for College-wide in alignment with and in compliance with federal, state, and local mandates. Analyzes existing procedures and practices and directs necessary corrections to enhance services and improve processes. Identifies needs and creates procedures to enhance the facilitation of Human Resources, Payroll, and Employee Development services to stakeholders.

Designs, directs, and communicates employee classification, compensation, and benefit programs. Oversee the job descriptions, band and grade, and compensation assignments of all college jobs. Directs the preparation of all compensation, salary calculations, release time and other employment components Serves as a Board Member and Trustee of the Yuma Area Benefits Consortium (YABC).

Works with President, Cabinet Members, and other Professional staff to implement succession planning, employee development, cross-training, and long-range strategic growth across departments and throughout all campuses. Serve on various councils or committees.

Accountable for the Human Resource Information System (HRIS) and the maintenance of employee records. Oversees mandatory and specialized reports and necessary filings for Title IX, and various fair employment practice allegations. Act as the Co-Coordinator for Title IX in conjunction with the Dean of Student Services.

Prepares the departmental budget and oversees the preparation of specialized human resource and payroll reports. Works closely with the Business Services Department on annual compensation.

Responsible for the recruitment, hiring, evaluation, development, and supervision of the Human Resources, Payroll, and Organizational Development department employees.

Support and participate in strategic planning initiatives and perform other duties as assigned.
