Job Description Summary

Responsible for providing oversight of internal and external reporting, development of the college’s reporting system, and leadership in developing the ability to forecast future performance at the College. This includes providing vision and leadership for processes that coordinate college data needs to provide accurate information about the College related to historical trends, current performance as well as forecasting future performance. Oversees and coordinates the preparation and submission of all institutional reporting.

Minimum Qualifications

EDUCATION / EXPERIENCE
  • Master’s degree in computer science, data analytics, social science, education, or related field required.
  • Minimum of five years of institutional research experience to include data reporting, visualization and trend analysis, designing, maintaining, and reporting from large databases and multiple tables, working with relational databases, preferably SQL . Experience in a community college setting preferred.
  • Minimum of three years supervisory experience.
  • Doctorate preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Demonstrated knowledge of database software, mainframe applications, and/or statistical software; experience using SPSS or comparable software preferred
  • Intermediate knowledge of statistics (descriptive statistics, means testing, and regression analysis) required; advanced statistical and statistical software knowledge preferred.
  • Knowledge of relational database design and management and expertise in a major database package i.e. Microsoft Access, Microsoft Excel, SQL Server and Infomaker
  • Demonstrated knowledge with higher education administrative/student information systems including technical understanding of data warehousing and data mining
  • Ability to produce accurate and high-quality reports in a fast-paced environment
  • Experience accessing Ellucian Colleague System preferred.
  • Demonstrated knowledge using predictive analytics.
  • Knowledge of governmental policies/regulations for data reporting requests as well as grant information.
  • Coursework or knowledge of research methods
  • Excellent interpersonal, analytical, and communication skills critical
  • Ability to articulate complex data to mainstream users.

Criteria

CRITERIA : The following criteria, which are not the sole criteria used in the final hiring decision, will be used to review the applications of those persons who meet the stated minimum qualifications and to select those qualified applicants who will be interviewed. ESSENTIAL DUTIES
  • Supervise the activities of the research analysts and consultants
  • Manages and prioritizes internal and external data requests
  • Serves as the keyholder for IPEDS and Maryland Higher Education Commission ( MHEC ) reporting.
  • Collects and disseminates data, statistics, facts, and studies/analyses on the college and its programs via multiple media for use by internal and external stakeholders.
  • Interprets data, establish standards and practice from local databases and available external data sources.
  • Coordinates forecasting for future performance through historical trends, current performance, and forecasting.
  • Oversees and coordinates the preparation, compliance, and submission of institutional reporting mandated by the federal government, Maryland Higher Education Commission ( MHEC ) and other accrediting agencies, and associated organizations.
  • Oversees the production of annual internal reports (e.g., Fact Books) as well as the production of other data sets for analysis and decision making.
  • Coordinates data collection and reporting to regional and national benchmarking studies.
  • Provides vision and direction for the college’s reporting system(s) to include: designing system structure, building reporting within the system, conducting training on usage of the reporting system, and controlling appropriate security access to the reporting system.
  • Manages with Research, Assessment, & Effectiveness, Enterprise Technology and front-line data entry offices to ensure that data entry and maintenance processes in official systems of record are monitored for accuracy to fulfill internal and external reporting requirements.
  • Develops reports using the college’s reporting system for all areas of the college
  • Collaborates with college faculty and staff to provide consultation in the areas of data collection, interpretation, analysis, and reporting and tracking methodology
  • Provides critical feedback on the design, data analysis, and results of research conducted by other offices at the college
  • Evaluates the performance of all employees under his/her supervision
  • Represents office of research, assessment, & effectiveness statewide, regionally, and nationally in initiatives and affinity groups devoted to the improvement of institutional research and analytics.
  • Works closely with technology staff to manage security access to the reporting system.
  • Performs other related duties as assigned
