Job Description

Oversee the development of all projects and ensure they proceed through the appropriate initial studies, initiation, design, construction documents, bidding and negotiation, construction administration, and close-out phases in accordance with Office and University policies and procedures.

Collaborate with Office of the Provost and the Deans and Budget Managers of all Schools and Colleges in near and long term facility planning. This includes the facilitation and/or independent execution school and college level planning studies, and well as facilitation and/or independent execution of administrative or functional area planning studies. This position will also maintain documentation of all planning work, summarized and organized by school, college, division and departments, etc., for office use.

Provide leadership in overseeing of the day to day operations of Project Planning and Project Development staff of 3-4 within CPDC . Responsible for continuous process improvement of information technology driven work-flow processes and procedures for development of capital projects, programs to meet institutional and regulatory requirements, and departmental requests.

Qualifications

Registered Architect, bachelor’s degree in Architecture
Four years of experience supervising professional level staff.

Job Specific Qualifications
  • Knowledge of regulatory approval and permitting
  • Higher Education laboratory experience
  • 10 years of relevant project design development,
  • Extensive programing, building codes, regulatory and permitting experience.
  • Laboratory experience is preferred.
  • Demonstrated ability to effectively communicate across levels (verbal and written), collaborate, and attention to details.
Responsibilities

School, College, and Division/Departmental Planning and Project Development
Work collaboratively with Dean, Budget Directors and Division and Department Heads in facility planning ranging from full school, college, or unit framework or master planning to, departmental level planning, and small scale space studies. Subsequently, develop project scopes, schedules and cost estimates for projects deriving from larger scale planning efforts. Critical to this is planning for accommodation of faculty hiring needs; including offices and research laboratories; specifically critical laboratory research requirements.

Framework and Master Planning for School, College, and Divisions/Departments
Facilitate consultants in, or directly execute, Framework or Master Planning for School, College, and Divisions/Departments. Maintain and update these documents over time, utilizing them in the development of future projects, and as a “book of knowledge” reference for the office.

Execution of Medium and Small-Scale Feasibility Studies; Facilitation of Large-Scale Feasibility Studies.Meet with departmental requestors and develop feasibility study responses, summarizing scope, schedule, and anticipated budget for medium and small-scale requests.
Facilitation, coordination, and oversight of larger scale feasibility studies executed by consultants hired by office.

Management of Process Workflow and Feasibility Studies.
  • Responsible for the management of the intake and distribution project workflow through office in an integrated manner. This includes departmental feasibility studies with cost estimates, capital projects planning via facilities condition database, and phased major renovations planning.
  • Responsible for the development and review of feasibility study requests from departments and colleges.
  • Responsible for review of regulatory and codes requirements to ensure compliance, develop and present alternatives, then evaluate alternatives and make recommendation to director based on estimated costs, building implications, programmatic adjacencies, etc.
Space Management
  • Responsible for all campus space management from all nine million square feet of campus, including the selection, implementation, and management of information technology tool used for space management.
  • Supports the Director and Chief Facilities Officer in space and move planning, by providing alternative courses of action and recommendations.
