Annual hiring range: $ 53,440 to $70,830, contingent upon qualifications and experience.

Position Summary

The Office of Sponsored Projects and Research Compliance (SPARC) is seeking a qualified candidate to serve as a Compliance Administrator II for Conflicts of Interest. The individual is responsible for activities associated with the Conflicts of Interest (COI) program at Rice University which includes managing the electronic disclosure process, reviewing outside activities and financial interests, supporting the Faculty Conflicts Committee (FCC), and assist with evaluating, reporting, and monitoring of such interests, in accordance with University policy and federal or other sponsoring agencies’ Conflict of Interest (COI) regulations and/or policies.

Ideal candidates is able to work independently and has three or more years of experience in compliance with the ability to drive compliance activities in an organized and collaborative manner.

This position offers a hybrid work schedule.

Essential Functions
  • Perform initial review and analysis of confidential financial interests and outside activities disclosures; managing annual disclosures and transactional reviews; follow up to reconcile incomplete or inconsistent information; and confers with deans/department chairs, faculty, researchers and/or administrative staff to clarify disclosed information
  • Evaluate disclosures for level of review required, draft management plans according to established guidelines, and performs moderately complex reviews for conflicts of interest with consultation with his/her supervisor and committee chair
  • Attend, facilitate, and ensures smooth functioning of committee meetings and record meeting outcomes; compose precise case summaries, meeting agendas, meeting minutes, processes comments, reviews, and investigates responses
  • Serves as the liaison between the program, faculty and researchers, and other university offices reliant on conflict of interest processes and procedures (e.g., Office of Technology Transfers, Office of General Counsel, etc.) and the research community as appropriate.
  • Consults and advises faculty, staff, and students in the preparation of required documents based on knowledge of guidelines, rules and Federal regulations.
  • Assist with developing and implementing policies, procedures, business processes, and system improvements to increase efficiencies within the conflict of interest program.
  • Prepare federal reports for the conflicts of interest program and serve as a liaison for Rice and sponsors.
  • Performs all other duties as assigned
Additional Functions / Information
  • Follows up on post approval issues and noncompliance
  • Provides training to faculty, researchers, and stakeholders
  • Assists in updating and maintaining online system, training resources and other materials and program websites
  • Applies knowledge, research, and interpret federal, state, and local regulations, as well as university policies and practices to advise in the development and application of policies and procedures, respond to inquiries, and supports his/her supervisor, the committee, and other members of the Rice community (deans, department chairs, faculty, administrators and staff) to ensure satisfactory compliance.
Required Qualifications
  • Bachelor’s Degree
  • Three years of related experience working in a compliance department in a university, medical institution, government agency, and/or a corporate environment
    • In lieu of the experience requirement, additional related education, above and beyond what is required, on an equivalent year for year basis may be substituted
  • Excellent oral and written communications, excellent interpersonal, communications, collaborative and analytical skills
  • Organizational skills and the ability to manage multiple priorities
Preferred Qualifications
  • Excellent collaborative, judgement, leadership, negotiation, problem solving, and critical thinking skills with attention to details and willingness to take initiative
  • Ability to work independently and as part of a team to meet expected deadlines and schedules with excellent time management skills to plan and schedule
  • CHRC, CHC, or CRA certifications
