Labor Relations Manager, Office of Employee Equity
SUMMARY:
Administers and resolves day-to-day contractual issues for Rowan University and Rowan SOM negotiation unit agreements. Administers the grievance and disciplinary process in accordance with the policies, rules, regulations, practices and procedures of Rowan University including SOM and the applicable provisions of negotiation unit agreements. Assists both the Associate Vice President of Human Resources and the Director of Labor Relations in labor contract negotiations and performs work involved in contract administration and labor force oversight and administration, including providing guidance and direction to various university departments on labor-related matters; does other related duties as required.
DUTIES:
- Drafts and prepares disciplinary actions (suspensions, removals, resignation not in good standing, working test appeals).
- Administers statewide and RowanSOM negotiation unit.
- Assists with and acts as the University representative in matters appealed in grievance or disciplinary proceedings.
- Maintains liaison with the Governor's Office of Employee relations for labor relations matters.
- Conducts or participates in labor management meetings with the certified majority representative organization.
- Maintains liaison with the appropriate representatives of the certified majority representative organizations.
- Reviews and/or prepares the content of labor relations training programs for management and supervisory personnel.
- Provides assistance to management in contract negotiations and conciliation and arbitration procedures.
- Reviews labor contracts to ensure that management adheres to contract specifications.
- May confer with department heads, labor representatives, and employees to resolve labor relations issues.
- Prepares reports as required.
- Participates in informational programs to effect cooperation and coordination in union-management relations.
- Assists with employee accommodation matters in ADA.
- Graduation from an accredited college or university with a bachelor’s degree.
- A Juris Doctorate is required.
REQUIRED EXPERIENCE:
- Four (4) years of professional experience in labor relations and management-side labor law.
- Direct work and experience in management representation in disciplinary actions, contract grievances, processing unfair labor practices, arbitration and public employee contract negotiations, employee-employer agreement interpretation and administration.
- Extensive experience in public labor law and labor relations.
- Experience with the New Jersey Civil Service, higher education environment.
