Position Primary Purpose and General Responsibilities
The Assistant Director of Procurement Services Business Solutions reports to the Director of Procurement Services and serves as his/her backup for information technology operations. This position is the primary technology expert and application manager for the University’s Procure-to-Pay, Travel Management and other procurement and analytics systems as well as Procurement’s liaison to University Technology Services. The Assistant Director of Business Solutions assists the Director with development, deployment and maintenance of high-level solutions, strategies and enterprise wide procurement applications specifically overseeing the design, development and management of software applications for purchasing/sourcing, accounts payable, travel management and contracts (Jaggaer, Chrome River, eVA, Banner). This position continually monitors and audits systems for adherence to financial controls, University policies and standards and, as the technology expert, assists with identifying/researching future technology improvements and solutions.

The Assistant Director serves as project manager for new software implementations and upgrades/releases, including configuration, testing and systems administration. This position is responsible for proper development and management of all software integrations, interfaces and scripts to ensure continuity among systems.

This position establishes adequate data structures and reliable reporting systems to support the business intelligence needs of the Procurement Services Department and its customers. Oversees the smooth functioning of the department’s website and integrations with other VCU and State financial and e-commerce systems. Provides Desktop, Telecommunications and Network Support to the department to ensure smooth day-to-day business operations. Coordinates, develops and delivers user training and training tools to users throughout the university who utilize the university’s centralized procurement software applications.

The Assistant Director leads a staff of IT professionals to support the University’s Procurement function with a focus on improving the customer experience. The position is responsible for utilizing resources in the best possible way by ensuring that staff have educational and professional cross training and development opportunities. It is expected that the position will become active in various professional organizations or community outreach groups to enhance personal professional growth as well as provide tangible evidence of the University’s commitment in supporting the community with a goal of becoming a model operation within higher education. The position will promote and ensure diversity, in its many forms and specifically in the University’s supply chain. Minimum Hiring Standards
• Bachelor’s degree from an accredited college or university. Equivalent workplace experience considered in lieu of a degree.
• Strong experience as a business technology manager for enterprise-wide software tools for a large clientele base, as well as, project management
• Considerable knowledge of generally accepted accounting principles and practices as well as fiscal and accounting functions and operations.
• Demonstrated ability to supervise staff.
• Ability and organizational skills to handle a high volume of work & multiple assignments independently.
• Strong analytical skills with the ability to reach logical conclusions required.
• Excellent oral and written communication skills required.
• Knowledge of public policies and procedures affecting centralized procurement systems with emphasis on financial controls, travel and reimbursement regulations, reporting requirements, etc.
• Ability to interpret policies and develop procedures as required.
• Ability to provide excellent customer service to a diverse organization required.
• Demonstrated experience working in and fostering a diverse faculty, staff and student environment or commitment to do so as a staff member at VCU . Preferred Hiring Standards
• Bachelor’s Degree in IT, Business Analytics or a related field preferred.
• Experience in higher education preferred.
• Banner, Jaggaer and/or Chrome River knowledge/experience preferred.
• Several years of management and supervision experience preferred.
