About the Position:
Under the direction of the Associate Vice Chancellor for Facilities Planning & Management (FP&M) at the University of Wisconsin-Madison, this position is responsible for ensuring the successful delivery of capital and strategic facility-related projects in support of the university's mission. The Assistant Vice Chancellor is primarily responsible for managing the delivery of the university's approximately $1.8 billion capital project delivery portfolio currently in design and construction. This position oversees three areas: Capital Budget, Capital Project Delivery, and Strategic Project Delivery, which includes a team of project managers, project coordinators, field construction representatives, process validation experts to ensure proper commissioning and client turnover, and a strategic project delivery group that works with all FP&M units to ensure quality assurance and quality control across the entire division.

The scope of responsibility includes leading the team responsible for managing the delivery of all UW-Madison capital construction projects delivered through both the State of Wisconsin and UW System; directing a team of strategic project managers that work closely with the Associate Vice Chancellor, Deputy Associate Vice Chancellor, and the FP&M Leadership Team to ensure the timely and successful delivery of facility-related, non-capital strategic projects and priorities that impact the built environment portfolio and its operation; and guiding the Capital Budget team in collaboration with the Associate Vice Chancellor, the Assistant Vice Chancellor for Planning and Design, and other FP&M and campus leaders and key stakeholders to develop UW-Madison's six-year capital development plan and biennial capital budget request.

Facilities Planning & Management (FP&M) is a full-spectrum facilities management organization supporting the university's education, research, and outreach activities for a campus with over 400 buildings and 938 acres. FP&M's mission is to provide excellence in facilities and services for our university community.

Responsibilities:

Provides strategic leadership and support in the areas of academic leadership, educational innovation, strategic planning, project management, and process improvement.
  • 40% Coordinates efforts to define priorities, report on progress, and ensure that the priorities are integrated into decision-making
  • 20% Works collaboratively with deans and directors across campus to help shape and advance priorities in their units, align plans in schools/colleges/divisions with the campus Strategic Framework, and advance the mission and vision of the university and their units
  • 20% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
  • 10% Leads the Capital and Strategic Project Delivery Department for UW-Madison's Division of Facilities Planning & Management, including oversight of the unit's capacity, financial resources, and performance
  • 5% Work with the FP&M Leadership Team to ensure timely and successful delivery of facility-related, non-capital strategic projects and priorities that impact the built environment portfolio and its operation
  • 5% Oversee quality assurance/quality control activities for all capital projects to increase business value, build synergies among projects, ensure limited resources are effectively used, and that all projects align with strategic goals.

Preferred major studies in one or more of the following areas: strategic project portfolio management, capital construction project management, architecture, civil engineering, construction engineering, or a related field.

Qualifications:

7 to 10 years of experience as a senior leader with progressively responsible experience in capital construction and/or strategic project portfolio management required.

Principal Duties:

CAPITAL BUDGET
- Guides and directs the team responsible for the development and oversight of UW-Madison's six-year capital development plan, biennial capital budget requests, and capital project funding plans in support of UW-Madison's schools, colleges, and divisions.
- In collaboration with FP&M's Associate Vice Chancellor, Assistant Vice Chancellor for Campus Planning & Design, and other FP&M and campus leaders and key stakeholders, advocate for UW-Madison capital development plans and specific capital projects as they move through UW-Madison, UW System and the State of Wisconsin approval processes.

CAPITAL PROJECT DELIVERY
- Directs the delivery of various capital building and renovation projects in coordination with UW-Madison leadership, UW System, and the State of Wisconsin Division of Facilities Development.
- Monitors project progress and establishes metrics to ensure that UW-Madison standards are met, program requirements are fulfilled, project schedules and budgets are adhered to, and expenditures are commensurate with program needs.

STRATEGIC PROJECT DELIVERY
- Oversees quality assurance/quality control activities for all capital projects to increase business value, build synergies among projects, ensure limited resources are effectively used, and that all projects align with strategic goals.
- Leads project portfolio management, oversees continuous improvement, establishes performance metrics, and monitors facility-related project delivery operations that support UW-Madison and FP&M strategic direction and goals.

SUPERVISION OF STAFF
- Manages the resources, staff, and operating budget of FP&M's capital and strategic project delivery group.
- Leads staff in delivering excellence in service to both internal and external customers.
- Maintains a positive and supportive work environment for staff while promoting a culture of employee engagement, inclusion, diversity, learning, and well-being.

GENERAL MANAGEMENT/MISCELLANEOUS
- Serves as a representative of the Division of FP&M in capital and strategic project discussions and participates as a member of FP&M's core leadership team.
- Maintains collaborative, ongoing and positive working relationships utilizing an open dialogue.
- Attends professional development workshops, professional association meetings and conferences to stay current with state-of-the-art methods and practices, networks with peers and continues learning.
- Maintains membership in professional organizations.
