The Controller serves as the chief accounting officer for the University and is responsible for the leadership and management oversight of accounting, financial reporting, and financial internal control operations. Supports the Vice President Financial Administration and Chief Business Officer (VPFA/CBO) in providing information to the Audit & Risk management Committee and the Finance Committee of the Board of Trustees. The Controller is responsible for developing policies, procedures and systems that foster the responsible use of funds, sound accounting practices, strong internal controls, and efficient user-friendly business practices.

The Controller is responsible for implementing and communicating approved policies and procedures and facilitating their use. The Controller also shares responsibility with the VPFA/CBO and other financial leaders (reporting to the VPFA/CBO) for communicating key financial practices to the community and for developing training on these practices when appropriate.

Responsibilities:

Accounting and associated functions:

  1. Serves as the chief accounting officer of the University; ensures that all public financial information is maintained in accordance with GAAP and that effective internal procedures and controls are in place and maintained.
  2. Oversees monthly and quarterly close and prepares Statement of Financial Position, Statement of Activities, Statement of Cash Flow and footnotes in accordance with GAAP and supported by auditable schedules and analysis.
  3. Oversee the Bursar function, including:
  • Tuition and fee billing, collections, and payment processing
  • Payment Plan administration
  • Title IV refund disbursements
  • Institutional loan portfolio management
  • University-wide Account Receivable processing
  • Tuition insurance administration
  • Student Emergency Fund disbursements
  • Student Club reimbursements
  • eMarket management
  • 1098T production
4. Oversee the Tax and Compliance Manager to ensure compliance with all appropriate federal, state and local tax laws. Ensure the timely filing of all tax returns and the timely payment of any taxes, assessment, or other requirement payments. Acts as the University’s primary liaison with tax authorities and outside tax advisors; coordinates and prepares responses to all tax related information requests.

  • Ensure the efficient and effective use of all financial/ERP systems to support evolving accounting and reporting needs and to maintain and improve internal controls. Recommend standards and protocol for access to financial data by University users and oversees/maintains/authorizes individual data access levels within University approved standards and protocol framework.


  • Internal Controls/Policies and Procedures:

    Ensure the maintenance of effective University-wide internal controls by developing, implementing and maintaining appropriate policies and procedures, systems, and business processes.

    1. Control structure associated with all funds/orgs and all associated components including authorized signatories, coding details, restrictions and designations, etc.
    2. Develops, maintains and delivers a comprehensive program for educating and training the Xavier community on policies and procedures related to internal controls and financial operations.


    External Audits:

    Responsible for the timely scheduling, fee estimates and completion of the annual Financial Statement audit, NCAA Agreed-Upon Procedures audit, the federal Uniform Grants Guidance audit, state-mandated audits, and any other customary or special audits that may be required.

    Other:

    Ensure the cost-effective operation of the Controller’s functional areas through effective use of systems, appropriate staffing and development and training of staff. Lead and participate in campus-wide initiatives that support the development and implementation of effective and efficient business processes across campus.

    Qualifications:

    At least 10 years of increasingly responsible professional experience and management in Higher Education or similar institutions required.
    • Knowledge of GAAP accounting standards related to private universities and federal, state, and local laws and regulations are strongly preferred.
    • Effective leader and manager with demonstrated ability to mentor subordinates.
    • Exceptional interpersonal, written and verbal communication skills, and strong presentation skills.
    • Demonstrated ability to build strong, collegial relationships across all levels of the organization and lead all effective work groups.
    • Represent the University at professional organizations, conferences and University-sponsored functions.
    • Possess excellent problem-solving, analytical and business skills, and strong project management skills to meet deadlines and work effectively with others.
    • Demonstrated ability to present complex financial issues to Board of Trustees, Senior Administration, Deans and Directors
    • Proficient in complex accounting systems and possess strong understanding of the use and potential of technology in the area of financial management.
    • Bachelor’s degree in Accounting, Finance or related field, active CPA License or MBA preferred.
