Mental Health Services is transforming into an integrated organization that provides quality care at four clinic locations; this position offers an exciting opportunity to meaningfully contribute to the new clinical service delivery model for psychiatric care and innovative approaches to supporting the well-being of a diverse community of learners.

Reporting to the Chief Mental Health Director, the Director of Psychiatry is a key member of the newly expanded and restructured MHS leadership team and is responsible for the leadership and direct supervision of the psychiatry providers across all clinic locations. The incumbent will also serve as person-in-charge in the absence of the Chief and the Director of Clinical Services.

This inaugural position holds responsibility for the refinement and innovation of the psychiatry clinical service delivery model for all locations of Mental Health Services, which includes clinics in East Baltimore, Charles Village, Washington D.C. The successful candidate will be an experienced clinician and energetic leader with deep knowledge of psychiatry treatment of the young adult and adult populations with an emphasis on providing inclusive, culturally sensitive and affirming care.

In collaboration with the Director of Clinical Services, the Director of Psychiatry will support the development of a clinical consultation model that enables providers to engage in collaboration within an interdisciplinary team to ensure high-quality care for all learners. The incumbent will also serve as the liaison to SHWB primary care and collaborate with the Lead Physician.

This position will have multiple reporting locations (East Baltimore, Charles Village, and occasionally Washington D.C.) during the work week. Flexible hours are required at key times in the academic year (e.g. orientation and special events) including evenings and weekends. The Director of Psychiatry will be a member of the MHS leadership team call schedule, which provides back-up support to the JHU Behavioral Health Crisis Support Team and contracted on-call services.

Essential Job Functions:

Psychiatry Services Administration (25%)

  • In close collaboration with the Director of Clinical Services and members of the MHS leadership team, develops and implements an MHS-wide psychiatry clinical service delivery model to meet a wide range of learner needs.
  • Develops and implements an interdisciplinary team approach to the psychiatric evaluation and treatment of learners with ADHD.
  • Refines provider-to-provider consultation process for primary care prescribers and serves as liaison to SHWB primary care lead physician.
  • Develops, maintains, and reviews clinical policies, procedures, and other written materials to reflect current psychiatry practice and maintain fidelity to accreditation standards.
  • In close collaboration with the Director of Clinical Services and MHS leadership team, identifies and defines psychiatry-related clinical systems issues; and implements effective solutions to ensure equitable and consistent delivery of psychiatry services.
  • Ensures that psychiatry providers maintain fidelity to philosophy of care and scope of service through regular review of scheduling, individual clinical work plans, treatment outcome measures, peer chart review, and other relevant processes.
  • Serves as primary liaison to the Johns Hopkins Medicine Department of Psychiatry; maintains positive working relationship and collaboration with department chair and other colleagues within the hospital system.
  • Maintains relationship with Sibley Hospital for contracted psychiatry services in Washington, D.C. as well as any other contracted or locum tenens providers and associated contracts.
  • Designs and monitors psychiatry clinical services schedule, ensures coverage for consultation and urgent referrals.
  • Serves as person-in-charge and representative of MHS in the absence of Chief Mental Health Director and the Director of Clinical Services

Supervision (15%)

  • Provides leadership, supervision, and consultation to all staff psychiatry providers and psychiatric nurse practitioners within the practice.
  • Ensures the psychiatry providers are engaged in delivering culturally inclusive and gender affirming care which includes the evaluation of current practices, ongoing training and development of staff.
  • Leads or participates in key MHS staff recruitment and hiring processes.
  • Develops and oversees onboarding plans and credentialing process for new psychiatry providers and psychiatric nurse practitioners.
  • Effectively manages direct reports, including goal setting, performance evaluations, performance management, and related HR processes.

Direct Clinical Services (~55% depending on clinic needs)

  • Creates a warm and welcoming clinical environment where clients feel supported and respected as they pursue their personal, academic, and professional goals.
  • Provides psychiatric diagnostic evaluations, medication evaluations and follow-ups to undergraduate, graduate and professional students and trainees.
  • Assists with crisis/urgent referrals and supports transitions to higher levels of care.
  • Participates in care coordination with therapists, primary care, and other JH resources.
  • Exercises independent medical judgment consistent with approved, evidence-based methods according to specialty and in the best interest of patients.

Collaborative and Other Activities (5%)

  • Participates in multi-disciplinary clinical and administrative teams, including case consultation, peer chart reviews, committees.
  • Participates in training programs and professional development of staff through provision of didactic training, consultation, and seminars.
  • Participates in MHS leadership team call rotation.
  • Actively contributes to MHS leadership team activities and strategic planning,
  • Other duties as assigned.

Special Knowledge, Skills, or Abilities:

  • Clinical experience treating issues prevalent within student/learner population is strongly preferred. Examples include anxiety, mood disorders, co-occurring substance use disorders, sleep disorders, and ADHD.
  • Commitment to one’s own ongoing development of multicultural competence.
  • Commitment to actively engage in practice with diverse populations.
  • Ability to manage and supervise team members across multiple locations.

Experience in the following areas is strongly preferred:

  • AAAHC accreditation
  • Informatics and data management
  • Electronic Health Record expertise
  • Quality improvement and program assessment
  • Working in a complex organization with multiple sites

Minimum Qualifications
  • M.D. Degree from an accredited institution.
  • Eight years or more of post-licensure clinical practice.
  • All residency and post-graduate training from accredited programs.
  • Board Certified or Board Eligible. If Board Eligible, should be prepared to certify within a year of hire.
  • Unrestricted license or eligible for unrestricted licensure to practice medicine in the state of Maryland. Licensure in Washington D.C. is also desirable.
  • DEA Certification and State of Maryland Controlled Substance (CDS) Certification.
  • Credentialing through Johns Hopkins Hospital and SHWB (initiated at hire unless already credentialed through JHH).
  • Three years or more of progressive leadership experience, and a minimum of two years in a supervisory role responsible for the management and evaluation of employees.
  • Four years or more of experience working with individuals from traditionally underserved identities including but not limited to first generation, LGBTQIA+, BIPOC, Latinx, and international learner populations.
  • Demonstrates commitment to diversity, equity, inclusion and belonging in clinical work and all professional activities.
  • This position does not allow for education or experience substitutions.
