Position Summary

The Director of Human Resources and Payroll provides strategic leadership and direction to all facets of human resources management as it pertains to all employees. This position performs a variety of complex administrative, managerial, and professional duties in directing and supervising the Human Resources and Payroll systems for the university, including classification, compensation, benefits, recruitment, selection, employee and labor relations, training and development, and payroll.

Duties and Responsibilities

· Coordinates and oversees the development and implementation of the university’s Human Resources management policies and procedures, oversees the processes of entering into employment agreements and contracts with various employee organizations, associations, or unions, serves as a member of the management team in negotiating contracts, assumes leadership role in managing employee and labor relations issues.
· Provides leadership and direction in the development of short- and long-range plans, gathers, interprets, and prepares data for studies, reports, and recommendations, coordinates department activities with other departments and agencies as needed. Provides professional advice to the university’s administration, department heads and employees, makes presentations to leadership, employees, councils, boards, and the public. Communicates official plans, policies/procedures to employees and the public.
· Prepares and administers human resource budget, ensures that assigned areas of responsibility are performed within budget, performs cost control activities, prepares annual budget requests, ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
· Directs the conducting of formal recruitments for vacant and created positions, monitors and verifies appointments are made in accordance with established policies and rules, conducts or coordinates background investigations, plans and conducts new employee orientation. Ensures all Federal and State laws, regulations, and standards are met. Conducts training on applicant tracking system to campus.
· Plans and directs implementation and administration of benefits programs designed to ensure employees against loss of income due to illness, injury, layoff, or retirement, directs preparation and distribution of written and verbal information to inform employees of benefits programs such as insurance plans, pension plan, paid time off, and special employer sponsored activities, and analyzes existing benefits policies.
· Prepares a variety of studies, reports, and related information for decision-making purposes, conducts wage survey within labor market to determine competitive wage rate, analyzes existing benefits policies of organization, and analyzes best practices among similar organizations, to establish competitive benefits programs. Coordinates, creates, and maintains position classification system.
· Manages all record keeping functions related to insurance coverage, pension plan, and personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, directs or performs the preparation of employee separation notices and related documentation, and ensures exit interviews are conducted to determine reasons behind separations, prepares reports and recommends procedures to reduce absenteeism and turnover.
· Oversees payroll processes including ensuring correct insurance premiums and are in the human resource information system and increases in compensation are completed in a timely manner.
· Initiates the development and implementation of recognition, training and incentive programs, conducts training for various departments upon request, monitors departmental compliance with certification and licensure requirements for the university’s positions, assists employees when resolving work related problems, develops working relationships with community professionals as needed to secure special employee assistance.
· Coordinates the university’s performance management program, facilitates the development of performance standards and goals, monitors quality of performance documentation to support and defend personnel actions.
· Provides strategic guidance and consultation to university constituents regarding Human Resources best practices, policy interpretation, problem resolution, and compliance with university regulations and state and federal law. Collaborates with management on issuing disciplinary actions in accordance to policies, procedures, and union contracts.
· Monitors and ensures the university is compliant with various federal regulations and guidelines, including, FMLA, COBRA, and ADA .
· Manages the ongoing process of ensuring internal pay equity and market comparability, conducts or oversee labor market studies and analysis, oversees the maintenance of accurate and up to date job descriptions as needed to ensure the accuracy of job classification and pay grade determination.
· Partners with administration to develop and monitor campus wide risk mitigation efforts and programs related to liability exposures. May coordinate with the university’s legal counsel in the investigation, evaluation, and settlement negotiations of risk management claims.
· Responsible for the administration of employee benefits coordinates with state office(s) for various university insurance and risk protection programs, i.e., health insurance, property, and casualty insurance; etc., provides the finance department with cost projections for inclusion in the annual budget.
· Administers all Worker Compensation claims filed by university employees, monitors payment of weekly indemnity benefits, medical expenses, etc., reviews necessary medical treatment.
· Ensures diversity, equity and inclusion practices.
· Performs other duties as assigned.

Minimum Job Requirements

Master’s degree in any related field; 10 years of work experience with three (3) years in a supervisory capacity.

Preferred Qualifications

· Doctoral Degree in related field.
· Knowledge of and experience with Ellucian BANNER Human Resources module.
· Training in Diversity, Equity and Inclusion ( DEI ) best practices.
· Bilingual skills in the English and Spanish languages.

· Ability to perform complex mathematical computations, operate office equipment including personal computers and apply various program applications and human resources software.

· Ability to protect confidential information and communicate with discretion in all matters related to employees and internal processes.

Physical Demands

While performing the duties of this job the employee is regularly required to: walk, sit, use hands and fingers, reach with hands and arms, talk and hear. May be required to stand for long periods. The employee must regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds or more. Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus.

Working Environment

Normal office conditions exist, noise level may vary, and overnight travel may be required.
