The District enrolls over 25,000 students in a broad range of transfer and occupational curricula. The colleges in the District include College of Alameda, Laney College, Merritt College and Berkeley City College, which operate under the governance of a seven- member Board of Trustees and are administered by a Chancellor/Superintendent.

Job Description Summary

Under the direction of the Deputy Chancellor, the Executive Director of Grants Management develops, coordinates, and writes grant applications for the District. This position is responsible for pre-award coordination, post-award support, and the management of all aspects of project implementation in accordance with the grant schedule. The Executive Director of Grants Management provides a full spectrum of service related to grant development and management to faculty, staff, and external agencies.

Duties & Responsibilities

• Provide leadership in the development, acquisition, and management of external funding opportunities; identifies resources which meet funding needs and are consistent with the District’s mission and goals. Serves as primary District liaison with public funding agencies and promotes the District’s interests with those agencies. Represents the District in negotiations with grantor agencies/organizations including federal rates for indirect funds.

• Develop educational partnerships and linkages with the community, including business, industry, government, labor, education and other community and statewide agencies.

• Research, identify and analyze state, federal and private grant offerings that present viable funding, including long-term opportunities, and complement Peralta Community College District’s strategic direction and educational master plan to achieve educational objectives. Develops, coordinates and monitors state, federal and private workforce projects and grants.

• Serve as the District’s representative in local and regional consortiums formed to advance economic development and related workforce education.

• Provide direction for the planning and prioritization of projects and resource needs.

• Administer grant preparation, maintenance of documentation and prepare reports and items for submission to the Board of Trustees. Develop grant ideas and prepare major grant proposals/applications on behalf of the District. Works collaboratively with college administrators and faculty to advance workforce education in the District.

• Provide leadership and coordinate with both internal and external partners related to grant opportunities and activities. Provide technical expertise and analysis in the planning, preparation, program design, budget development, and evaluation of grant submissions.

• Administer the development and monitoring of performance outcomes. Supervise and conduct research of potential federal, state, private and non-profit funding sources. Create and maintain systems (i.e. grants database) for dissemination of information about external funding opportunities and other grants-related information.

• Maintain a positive, proactive relationship with District-wide constituents and funding agencies to ensure full grant compliance and process efficiency.

• Train and assist faculty and staff assigned to grant activities and grant implementation, including instruction regarding internal procedures, funding agency compliance, grant deliverables/outcomes, terms, mandates, financial requirements, personnel, payroll, budget monitoring, financial reporting, purchasing, administration of funded awards, grant management best for ensuring compliance, and direct projects as assigned.

• Working with District Finance, ensure that all grant expenditures are reasonable, allocable and allowable according to federal, state, and agency regulations and guidelines.

• Create, design and implement processes and procedures related to grant management and proposal development; keep records of grants; track college resources allocated to grants; provide mechanisms for audit verification and reconciliation.

• Conduct research related to needs assessment and background information for proposal development.

• Train, supervise, evaluate and direct the work of personnel as assigned; participate in selection and hiring processes; support equity, diversity and inclusion in the hiring process.

• Performs other related duties as assigned.

Minimum Qualifications

1. Possession of a Master’s Degree or equivalent from an accredited college or university.

2. One (1) year of formal training, internship or leadership experience reasonably related to the position.

3. Knowledge and proficiency in the operation and use of personal computers utilizing various software applications (i.e., word processing, spreadsheet and database management software) including the Internet.

4. The successful candidate will:

a. Have direct experience in:

▪ Planning, implementing, administering, and evaluating programs and services.
▪ Employing, supervising and evaluating staff members.
▪ Budgeting, fund accounting, and financial reporting.
▪ Developing and managing grants

b. Demonstrate the following knowledge and abilities:

▪ Shared governance principles, recognize the importance of the democratic process and foster open communication among all divisions, programs and services; adhere to principles of trust teamwork and collaboration.
▪ Work effectively with diverse students, staff and faculty, both individually and as team members. ▪ Effective oral and written communications.
▪ Use independent judgment in the interpretation and application of rules, regulations, policies and procedures.

5. Applicant must have demonstrated cultural competency, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college staff, faculty, and students.

Desirable Qualifications

• Three (3) years of full-time administrative experience, formal training or leadership in an area related to grant development and management.

• Experience in managing and leading diverse personnel in team building, conflict resolution and team projects.

• Resource development experience with grants, foundations or similar development activities.

• Work experience at the community college-level.

• Sensitivity and commitment to the crucial role that diversity and pluralism play in a community college.

CONDITIONS OF EMPLOYMENT

REQUIRED FOR ALL EMPLOYEES
Tuberculosis Examination: Prior to employment, the successful candidate will be required to submit evidence (either skin test or X-ray report) of being free of tuberculosis within the past sixty (60) days. The TB test is a condition of employment and any expense must be borne by the successful candidate.

Fingerprinting Requirement:

As a condition of employment, all employees working for community colleges in the State of California are required to be fingerprinted within the first ten (10) working days of the date of employment pursuant to Education Code Section 88024. The District Office of Human Resources processes fingerprints electronically. During the employment intake process, new employees will be given information to have their fingerprints taken at another location.

Immigration Requirement: According to the Immigration Reform and Control Act, the Peralta Community College District is required to verify that all new employees are:

1) A citizen or national of the United States;
2) An alien lawfully admitted for permanent residence in the United States; or
3) An alien authorized by the U.S. Citizenship and Immigration Service to work in the United States.

All new employees are required to complete and sign a verification form and provide documentation attesting that he/she is a United States citizen, national, or an alien lawfully authorized to work in the United States.

District Policy: A Social Security Card will be required following selection and prior to completion of the hiring process. The employment process cannot be completed without a copy of the Social Security Card on file in the Office of Human Resources.
