Sr Director Budgets

Reporting to the Assistant Vice President for Planning and Budget, we are seeking a Sr. Director of Budget who will be a key member of the senior finance administration responsible for providing overall leadership and direction for operating and capital budgets and five-year financial plans. S/he will lead the development, implementation, and management of the University's annual operating and capital budgets and five-year financial plans and will work to align plans to the University's strategic goals by integrating the planning and budgeting processes. S/he will work closely with the Controller's General Accounting staff to oversee the preparation of quarterly financial statements and budget variance reports and the annual fiscal year close. S/he will work closely with the Office of the Vice President for Facilities and Real Estate and the Treasury Office to oversee the preparation of the capital budget and five-year plan and to evaluate the feasibility of individual capital project proposals, particularly the business plan and financial impact of the investment. S/he will manage the operations of the Budget Office and supervise a staff of four budget officers.

S/he will foster a collaborative and service oriented approach with the Deans, directors, divisional business officers, faculty and staff of the ten academic and research divisions and numerous centers and institutes of the University in support of their development of budgets and financial planning and benchmarking projected costs against stated priorities.S/he will work collaboratively with the Senior Vice President for Finance & Administration, Vice President, CFO and Treasurer, Provost and Vice Provosts, University Controller, Deputy Treasurer, and central finance team, as well as the Facilities and Real Estate team. The Sr. Director of Budget will support the Vice President, CFO and Treasurer in their role as Secretary to the Trustee Finance Committee and will participate in quarterly meetings with the Committee to report the operating results for the University and to review financing plans for major capital projects and other financial initiatives. S/he supports the work of the University-wide Faculty Budget Advisory Committee. S/he will aid the Vice President, CFO and Treasurer and the Assistant Vice President for Planning and Budget in developing and implementing various financial and administrative strategies to improve the operations of the administrative and supporting functions throughout the University.

The Johns Hopkins University comprises 10 academic and research divisions and numerous centers, institutes, and affiliated entities throughout the Baltimore Washington area and abroad. Divisions of the University include: the Zanvyl Krieger School of Arts and Sciences, the G.W.C. Whiting School of Engineering, and the School of Education on the Homewood campus; the School of Medicine, the Bloomberg School of Public Health, and the School of Nursing located nearby in East Baltimore; the Peabody Institute and the Carey Business School in downtown Baltimore; the Paul H. Nitze School of Advanced International Studies in Washington, D.C. with campuses in Bologna, Italy and Nanjing, China and the Applied Physics Laboratory in Laurel, Maryland. Johns Hopkins has a total enrollment of almost 40,000 students and the University's endowment is approximately $8.3 billion.

The Sr. Director of Budget will coordinate with the Assistant Vice President for Planning and Budget to significantly strengthen the quality of financial planning and analysis required to inform University leaderships decision making regarding allocation of scarce capital and operating resources in support of University priorities. Johns Hopkins is a very large, ($7.4 billion in 2022 operating revenues; $13.3 billion in 2022 net assets and ~$500M+ in annual capital expenditures) highly decentralized and complex institution, with significant local resource control and decision making responsibility. The Sr. Director of Budget, working with the Assistant Vice President for Planning and Budget, has the unique opportunity to promote a central planning function that provides a strategic view to the fiscal management of the University and its academic and cultural centers.

Specific Duties & Responsibilities

  • Oversee a comprehensive operating and capital budget and five-year planning model that presents a coherent view of the University's financial activities and provides a common understanding of operational and financial opportunities and challenges for all major operating divisions.
  • Establish effective budget planning presentations and communications to Johns Hopkins Board of Trustees, senior leaders, and campus stakeholders.
  • Evaluate and enhance resource and cost distribution practices to achieve the highest standards of efficiency and transparency and to achieve strategic goals and priorities.
  • Provide analytic capacity in support of strategic initiatives, capital investments, and business and academic program opportunities, in collaboration with senior leadership at the divisional or University level.
  • Frame key questions and develop recommendations to help inform decision-making among senior leaders across the University.
  • Oversee and review the preparation of the divisional quarterly financial statements, the annual operating and capital budget and five-year plan, midyear projections, and annual fiscal year close.
  • Investigate enhanced budget planning and reporting tools either by leveraging current systems or exploring external systems.
  • Assist in planning the agendas, preparing and presenting materials, and staffing the Trustee Finance Committee, Capital Subcommittee, various ad hoc subcommittees, and the University Faculty Budget Advisory Committee.
  • Carry out ad hoc reporting and analysis in support of University-wide financial policy issues. Manage a team of four budget officers.
  • Provide support and oversight of the Budget and Planning tool in order to maintain and enhance the user experience and streamline strategic planning exercises.

  • Strong organizational skills, a flexible work style and be able to manage multiple challenging projects simultaneously in a fast-paced work environment.


Minimum Qualifications
  • Bachelor's Degree required.
  • An advanced degree in business or related field is preferred.
  • The successful candidate will have at least ten years related work experience demonstrating increasing responsibility.
