Position Summary

The Title IX Coordinator is responsible for leading the College’s Title IX initiatives, including fulfilling compliance obligations under Title IX and “best practice” requirements associated with administering a variety of additional federal and state laws prohibiting discrimination, harassment, sexual misconduct and retaliation.

This position serves as the point person for compliance on Title IX and related legislation for faculty, staff, students, groups/programs and third party contractors; provides oversight for College response to reports and complaints of harassment, discrimination, sexual harassment, sexual assault, dating violence, domestic violence and stalking; works collaboratively with student affairs, human resources, athletics, academic affairs and campus safety in preventing gender discrimination and responding to reports and complaints; identifies and addresses any patterns or systemic problems revealed by such reports and complaints; serves as lead contact person for inquiries and requests for information regarding Title IX or related legislation; and provides college‐wide advice, training and consultation regarding compliance, regulations and best‐practices.

Directly coordinating the work of the College’s deputy Title IX coordinators, investigators and hearing panelists, the Title IX Coordinator will develop and enact policies, programs and procedures to support a safe and respectful environment for all campus constituents. The Title IX Coordinator will handle claims with sensitivity and neutrality, while ensuring compliance with university policies and procedures. This position will report to the vice president for student affairs and athletics and will have direct access to the College’s president on matters related to Title IX.

Description of Key Responsibilities

Coordinate Policy Development and Compliance:
1. Coordinate Title IX and equal employment opportunity efforts, including the development, implementation, communication and monitoring of disclosures, policies, procedures and practices designed to comply with federal and state legislation, regulation and case law requiring the prompt and equitable resolution of all complaints pursuant to civil rights legislation (Title VI, Title VII, Title IX, Clery Act, child abuse laws and other intersecting laws/regulations).
2. Lead, direct and supervise all activities and personnel of the Title IX program at the College, including consulting with senior leadership for the purpose of advising, clarifying and identifying necessary action to eliminate sex/gender‐based discrimination in all educational programs and activities, to ensure that access to facilities, opportunities and resources is gender‐equitable throughout the College. Remain current on legislation and developments and lead efforts to ensure that the College maintains compliance.
3. Develop, implement and coordinate the College’s strategic efforts aimed at the prevention of sexual violence and other forms of sex/gender‐based harassment and discrimination in collaboration with the Dyson Wellness Center.
4. Coordinate with internal and external service providers specializing in sexual violence and violence prevention, MOUs with police agencies and other activities to provide support and prevent gender discrimination. Including leading the College’s required Bi-Annual Task Force on Sexual Misconduct.
5. Monitor and work closely with the College’s athletic department to ensure the College’s compliance with Title IX, NCAA adopted principles related to gender equity and related intersecting federal and state laws prohibiting discrimination and providing for the equitable opportunities and treatment of student athletes. Including but not limited to the annual disclosure review.

Coordinate Complaint Investigation and Grievance Procedure Compliance:
6. Develop materials and train individuals who accept reports of gender‐based violence, harassment, discrimination and retaliation. Develop and strengthen policies, protocols and reporting structures. Measure the College’s enforcement and educational efforts.
7. Oversee prompt, effective and equitable intake, investigation and timely resolution of all instances of sex/gender‐based violence, harassment, discrimination and retaliation made known to responsible employees and/or reported by students, faculty, employees, groups/programs, third‐parties or by members of the broader College community. Ensure proper record‐keeping on all concerns/complaints.
8. Coordinate the Title IX‐related work of Title IX deputy coordinators, investigators, hearing panelists, victim services, campus safety, DWC counseling services, student affairs, human resources, academic affairs, athletics, academic support and others involved in campus efforts to maintain an environment free of gender‐discrimination.
9. Make sure that responding parties are provided a written overview of the College’s procedures, possible courses of action and rights of all parties. Provide referral to and assistance in accessing support resources (on and off campus).
10. Play a leading role in complying with state and federal mandates such as generating, administering and analyzing information from the mandated campus climate survey, evaluating the effectiveness of primary prevention programs and awareness campaigns, and overseeing campus sexual violence prevention task force.
11. Organize and maintain files, reports and other records related to Title IX compliance, including annual reports of the number and nature of filed complaints and the disposition of complaints, data collection and pattern monitoring.
12. Provide Information and Coordinate Professional Development and Training for Faculty, Staff and Students.
13. Provide support for data collection and report generation for the College’s Clery Act and Department of Justice/Office of Violence Against Women grant‐reporting requirements, Colleges’ Annual Security and Fire Safety Report, State of IL Attorney General Report, NCAA Attestations, and other annual reports as regulations change. In addition, ensure there is on-going communication with Campus Safety to ensure compliance with the Clery Act and daily crime log reporting requirements.
14. Serve as a primary educator within the College community on gender‐based violence, harassment, discrimination and retaliation. Co-organize workshops, seminars, outreach programming and training with the DWC . Determine which campus groups need specialized training and provide or arrange for it. Teach or arrange for teaching of awareness, response and prevention programs designed for faculty, staff, administrators and para‐professional student staff (RAs, orientation leaders, campus safety student officers, health educators, etc.).
15. Train, consult and provide ongoing technical assistance on Title IX for students, faculty, staff, administrators, groups/programs and third‐party contractors, with specialized training content for hearing panels, investigators, campus safety and deputy Title IX coordinators. Document all training and educational programs.
16. Ensure the success of bystander intervention programs, oversight and/or administration of climate surveys to target prevention programs for sexual violence/bullying/ LGBTQ bias and other forms of discrimination by working with key campus partners.
17. Develop and disseminate educational materials, including (but not limited to) brochures, posters or web‐based materials which inform members of the College community (students, faculty, staff, administrators, third‐party contractors and parents) of Title IX and other relevant rights, processes, responsibilities and resources both within and external to the College’s premises. Develop tailored information to specific communities as appropriate.
18. Ensure compliance with all federally required training for new students (first‐year, transfer and graduate). Coordinate with relevant departments including orientation, graduate programs, admissions and the wellness center to ensure effective communication with incoming students and to monitor on‐line mandatory violence prevention training completion rates. Work with orientation and athletics staff to provide robust in‐person sexual misconduct and bystander intervention education for incoming students.

19. Participate as a member of the College’s Behavioral Intervention Team as appropriate.
20. Evaluate and control Title IX compliance operations through monitoring activities, both planned and unplanned, and comparing program expenses to the available budget.
21. Other job-related duties as appropriately assigned.

Required Knowledge, Skills and Abilities

1. Demonstrated knowledge of and ability to interpret federal and state affirmative action, equal opportunity, non‐discrimination and other civil rights‐related regulations (e.g. Title IX, Clery Act, FERPA, etc.).
2. A clear understanding of the ways in which Title IX developments are impacting college campuses across the nation. Ability to utilize best practices and trends in a right‐sized fashion. Sound strategic‐ thinking and consulting skills in guiding the college toward workable strategies and solutions.
3. Deep sensitivity to and a thorough understanding of the many experiences and expressions of trauma caused by sexual violence, sexual misconduct and harassment. This includes the effects on victims, survivor recovery, medical and legal procedures.
4. Ability to multi‐task with demanding timeframes. Strong organizational and planning skills, including the ability to work independently to manage and prioritize multiple projects.
5. Skill in coordinating the work of a wide array of individuals, many of whom are not direct reports.
6. Effective skill in using discretion and good judgment and a history of working with confidential and sensitive information.
7. The courage, boldness and integrity to pursue the right course of action for the College community, even in the face of vocal or powerful opposition.
8. Experience conducting sensitive neutral “fact finding” interviews and dealing with emotionally charged fact patterns. Ability to conduct oneself non‐judgmentally and in a non‐threatening manner in investigations, training and other interface requirements with the College community.
9. Ability to recommend and effect changes to policies, to develop/revise practices and to implement equitable procedures across many departments.

Distinguishing Characteristics

Professional work experience in regulatory, student conduct federal/state compliance, human resources, Title IX compliance and/or sexual violence investigation/prevention are key to success in this role, as is experience with administration and knowledge of higher education policies and procedures.
Demonstrated knowledge and ability to interpret federal and state non‐discrimination laws and regulations, including Title IX, FERPA, the Violence Against Women Act, the Clery Act and other applicable laws and regulations.

Demonstrated ability to use discretion, good judgment and maintain confidentiality is necessary in this role. Strong conflict resolution and negotiation skills and experience needed, as is the ability to build relationships and work collaboratively within and outside of the campus community. Well‐developed organizational skills and the ability to guide the work of others are critical to success in this role.

This position will require work outside of the normal business hours/days, including evening and weekend hours.

Education/Training

Bachelor’s Degree required. Master’s degree in higher education, social work, human resources or a closely related field or a Juris Doctorate preferred.

Experience

Experience in higher education, law enforcement, human resources or a regulatory compliance setting strongly preferred. Experience investigating, adjudicating and resolving allegations of discrimination, harassment sexual misconduct/sexual violence or in administering and coordinating a comprehensive program addressing Title IX compliance preferred. Understanding of a residential college experience and a willingness to work collaboratively within the College campus is required.

Licenses or Certifications

Title IX investigator or coordinator certification desired.
