The Historic East Baltimore Community Action Coalition (HEBCAC) is seeking aMental Health Therapist.HEBCAC is a non-profit partnership based in the community, established to enhance the quality of life for all who live, work, and visit historic East Baltimore and serves as an umbrella organization for several East Baltimore programs. The HEBCAC Youth Opportunity (YO) Center, provides free GED and job placement assistance to youth ages 18-24. The Mental Health Therapist helps facilitate a non-traditional, innovative and comprehensive system of mental health outreach, education, referrals and treatment.


Since 2000, the YO Program has provided comprehensive services to out-of-school youth ages 18 to 24 and moves them to economic independence. YO! maintains an annual enrollment of 300 participants. Committed instructors lead classes so youth can get their high school equivalency certificates (GEDs) and then connect to high-growth careers. Advocates make referrals to supportive social services and offer leadership development opportunities.

Specific Duties & Responsibilities

  • Provide mental health services and treatment plans for YO participants, as well as participants of affiliated HEBCAC programs, NEST residents and referred Dees Place clients.
  • Provide and document assessments, screenings as well as individual and group therapy as needed for YO participants/Supportive Employment Participants.
  • Maintain a consistent presence in the YO Center to reduce stigma associated with accessing mental health services.
  • Facilitate groups designed to address the specific needs of the youth, e.g. anger management, stress management, grief and loss, healthy relationships, etc.
  • Available as a resource for other YO staff with regard to crisis management and able to navigate and manage crisis for individuals on caseload.
  • Knowledgeable about community resources and programs to ensure participants have access to the full continuum of mental health services as needed.
  • Track and complete daily contacts with individuals and groups and complete all necessary submissions and documentation.
  • Assist with insuring non-insured clients through Maryland Health Connection.
  • Prepare necessary reports and provide programmatic oversight from a clinical perspective.
  • Solicit and incorporate participant feedback into mental health programming.
  • Excellent communication and interpersonal skills, demonstrating tact and diplomacy to consistently interact effectively and flexibly with diverse groups of people including executive management, staff and the public.
  • Have experience and knowledge with working with people in recovery or with substance use disorders.
  • Knowledge of Supportive Employment programming and assist with the development of a Supportive Employment program in the center.
  • Ability to work effectively both as part of a team and as an individual clinician with minimal supervision.
  • Confidence with operating as the sole mental health entity in an agency that provides education, job development, and case management services.


Minimum Qualifications
  • Masters' Degree in Counseling, Psychology, Social Work or a closely related field.
  • Must be licensed/certified by the Maryland Board of Professional Counselors and Therapists as LCSW-C, LCPC or LGPC.
  • Two years related experience required including some experience working with youth, chronic mental health issues, homelessness, or people in recovery or with substance use disorders.


Preferred Qualifications
  • An understanding of, and experience using, Trauma Informed Care throughout an agency setting.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
