Position Summary

The National Telecommunications and Information Administration ( NTIA ) – Connecting Minority Communities ( CMC ) Grant is awarded to eligible Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs), Minority-Serving Institutions (MSIs), and consortia in anchor communities for broadband Internet access service, eligible equipment, or to hire and train information technology personnel.

The NTIA - CMC Technology Connected Communities ( TCC ) Project, that uses digital technology to deliver culturally responsive curriculum to underserved populations in Northern New Mexico. The curriculum is grounded in Acequia and Land Grant Education ( ALGE ), a topic that infuses the New Mexico heritage of Native, Indigenous, Hispanic and also Anglo populations and will be delivered using stackable micro-credentials in an open educational resource ( OER ) model using a MOOC platform. As the NTIA - CMC project will be heavily bounded by Northern New Mexico culture, versatile design strategies are important.

The Content Developer will be responsible for working collaboratively with faculty and community experts to planning and create educational materials through an online platform (e.g. online, blended, synchronous, asynchronous, interactive web applications and technologies). The Content Developer will synthesize ideas with the Director, project teams, subject matter experts, instructional designers, librarians, professors, and the Center for the Education and Study of Diverse Populations ( CESDP ) to developing content goals and the strategies to reach those goals.
Examples of content may include illustrations, designing lesson plans, and educational games that specifically address the unique culture of northern New Mexico. All materials must meet accessibility standards both on and offline.

Duties and Responsibilities
  • Analyze, plan, develop, QA, and deliver content for instructor led training and web base training.
  • Manage social media marketing (if applicable)
  • Develop print, electronic and web communication to support project goals and student needs.
  • Support project publications and information dissemination.
  • Deploy computer-based training to SCORM compliant LMS .
  • Translate UI requirements for projects and develop templates.
  • Break down of designs using appropriate tools such as Photoshop.
  • Create online content with programs such as Lectora, Camtasia, Articulate Storyline and Snagit software.
  • Experience making short videography projects and creating content for YouTube.
  • Develop SQL store procedures and provide database support for the intranet website applications.
  • Design responsive layout compliant with HTML5 and CSS3 standards.
Minimum Job Requirements
  • AA in Communication Media Arts (Technology) or closely related field.
  • Experience with e-Learning technology platforms and learning management systems.
Preferred Qualifications
  • Bachelor’s degree in Marketing, Mass Communications, English or a related field.
  • Two (2) years’ experience in content development creating online education resources.
  • Ability to interface and work with team members to provide content that performs as expected.
  • Able to communicate with a variety of different people to create effective content.
