Position Summary

The New Mexico Forest and Watershed Restoration Institute ( FWRI ) is seeking a Geographic Information Systems ( GIS ) Coordinator with a focus on developing forestry and wildfire mapping applications. The FWRI provides technical assistance and practical knowledge in forest and woodland restoration to reduce the threat of catastrophic wildfire and restore healthy and sustainable forested ecosystems across New Mexico and the Interior west. The FWRI is one of three Southwest Ecological Restoration Institutes ( SWERI ) and this position will support a multi-year, national project funded through the bipartisan “Infrastructure Investment and Jobs Act” ( IIJA ) of 2021 working closely with the other SWERI . The program of work, as specified in the IIJA, includes compiling and managing geospatial data for federally funded fuels treatment projects and wildfires occurring across jurisdictions; coordinating and facilitating use of these data in assessing, planning, and monitoring fuel treatment interactions with wildfires; and reporting fuel treatment effectiveness to Congress and affected entities. This position will be responsible for oversight and administration of the SWERI’s IIJA GIS projects. To be considered, the candidate will have a minimum of 2 years’ experience working as a GIS program manager, or similar position, or more than 4 years as a project lead doing GIS in a professional setting. The candidate will also have a minimum of 5 years’ experience working with ESRI software and 2 years’ experience working with web mapping applications in a professional setting.

Duties and Responsibilities

· Acts as a team lead for the SWERI IIJA GIS Project compiling and managing national geospatial data for federally funded fuels treatment projects and wildfires occurring across jurisdictions; coordinating and facilitating use of these data in assessing, planning, and monitoring fuel treatment.
· Responsible for working in a team environment, managing budgets and working with deadlines.
· Travels to meet with federal and state partners, be representative of FWRI and the SWERI /s
· Collaborates with a diverse team and partners to coordinate data sharing, integration, and publishing of spatial databases.
· Represents the Institute and Interact with federal/state agency personnel to facilitate goals of the project.
· Plans and coordinates periodic meetings and other events that support the projects mission.
· Assembles reports and materials needed for grant reporting.
· Works with GIS contractors and oversees performance.
· Monitors data quality and makes recommendations for improvement as needed
· Coordinates and follows up on feedback from the public on published datasets
· Leads the vision and development of interactive web tools to engage with the vegetation treatment database

Minimum Job Requirements

· EDUCATION : Bachelor’s Degree in Geography, GIS, Remote Sensing or Related Field
· EXPERIENCE : 2 years’ experience working as a GIS program manager, or similar position, or more than 4 years as a project lead doing GIS in a professional setting. 5 years’ experience working with ESRI software and 2 years’ experience working with web mapping applications in a professional setting.

Preferred Qualifications

Highly desirable candidates can demonstrate the following characteristics:
· EDUCATION : Master’s Degree in Geography, GIS, Remote Sensing or Related Field
· EXPERIENCE : More than 3 years’ experience working as a GIS program manager or more than 5 years as a project lead doing GIS in a professional setting. More than 2 years’ experience managing federal grants and contracts. More than 5 years’ experience working with ESRI software and 2 years’ experience working with web mapping applications in a professional setting.

Special Conditions for Eligibility

· Must have a flexible schedule, travel is required.
· Must have a state issued driver’s license.
· Continued employment is contingent on grant funding

Knowledge, Skills, and Abilities

· Advance experience using ESRI ArcGIS software, ArcGIS Online and/or other related GIS software packages.
· Experience in designing, developing, and maintaining ESRI Geodatabases to include managing data quality control workflows and creating and editing metadata
· Experience managing GIS projects at a regional and/or national scale.
· Ability to multi-task and independently prioritize workload.
· Education and/or work experience in fields applicable to natural resource management.
· Knowledge of grant and contracts funding policies and procedures and applicable local, state, federal, and university regulations.
· Represents the office and university in a professional manner.
· Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community
· Ability to communicate effectively, both orally and written. Knowledge of technical writing techniques.

Working Environment

The New Mexico Forest and Watershed Restoration Institute is located at New Mexico Highlands University. The possibility for remote or hybrid work combining office and telework exists, if appropriate.
The mission of the FWRI is to promote practices that advance adaptive management, reduce the risk of catastrophic wildfire and improve ecosystem function. This position complements FWRI expertise in monitoring, geospatial information systems, collaboration, outreach and ecological restoration. The FWRI is one of three Southwest Ecological Restoration Institutes ( SWERI ), with partner institutes in Arizona and Colorado, and collaborates in the Forest Restoration Triangle ( FORT ) with the NMHU Forestry Department, the only SAF -accredited forestry department in New Mexico, and with the New Mexico State University John T. Harrington Lab in Mora, NM.
The FWRI is located on the campus of Highlands University in historic Las Vegas, NM. Highlands University, a Hispanic Serving Institution, offers a comprehensive education to a diverse student body, and Highlands faculty are actively involved in research, service and outreach. Las Vegas is located at the foot of the picturesque Sangre de Cristo Mountains, and offers small-town charm, a healthy environment and abundant year-round outdoor recreation opportunities in nearby national forests, state parks, and wildlife refuges. Pay Rate
Salary Range: 70,000 – 86,000
